Press Conference, Progress of the Voting Process

Date 25 April 2021, Time 18:00 pm – Regarding the data on reported incidents, it is reported that in the center no. 270/1, in CEAZ no. 4, security cameras have violated the privacy of voters and this required the intervention of the CEAZ, to move the secret room after the cameras were installed on it, thus questioning the quality and secrecy of the vote of citizens.

It has been announced that in Maliq (as the media has identified), by our mobile observers, in VC no. 3827, there was a conflict between the observer of the Democratic Party subject and a couple of citizens. The voting process was interrupted for a short time until the situation was clarified with the intervention of CEAZ commissioners.

In Fushë-Arrëz, as previously reported regarding the physical clash between the commissioners, in VC 438 in Rrapë CEAZ 7, (as we said in the previous report) the situation continues to remain tense and around the polling station there are groups of supporters of both main parties, and it is necessary for political parties to intervene to de-escalate the situation.

In the Hajmel Administrative Unit, VC 167, there was an incident related to the journalists of TV Ora News, for a case of family voting. A report has been made to the police station about this incident and the violence exercised and the process is now proceeding normally.

Meanwhile, based on the data of the system on the progress of the process in 360 polling stations we can say that until 18:00, regarding the percentage of unauthorized persons in the polling station refers to a figure of 7%. Among these, the main part had to do with party persons.

Regarding the placement of the secret room in such a way as to ensure that the secret room is in a visible position for all members of the commission and observers, a figure of 7% is referred to, in which the secret room was not such .

Regarding the security of the vote, it is reported that in almost 100% of cases this secrecy is ensured.

Regarding the placement of the ballot box in the position that can be seen by all, a figure of 2.85% is reported that it is not.

Regarding the posting of posters to explain the voting procedures outside the polling stations, a figure of 7% that are not posted is reported.

In 7% of VCs there were no posters with the numbers of the candidates.

Also, in 7% the list of voters outside the polling station was not posted.

Regarding the adaptation and ease and accessibility of movement for persons with disabilities, in 12% this access is not provided at all, while partially this access is considered provided in 35% of VCs.

In almost 100% of polling stations there were no cases of voters being allowed to vote without presenting an identification document.

Stamped voting refers to being allowed in 2% of polling stations.

Regarding the voter turnout and voting by court decision, as voters do not have their name on the list, a figure refers that in 4% of VCs, was voted by court decision.

Regarding the presence of voters by mobile phone in the polling station, it is mentioned that 7% of VCs had voters with mobile phones in hand. Meanwhile, in 4% of VCs voters were identified with a mobile phone in hand in the secret room.

In 9% of VCs, voters were observed who were accompanied to vote with assistance without completing the necessary statement for these cases. Meanwhile, in 2% of polling stations, persons who assisted more than one voter to vote were identified. Moreover, in 2% of VCs, members of polling station commissions assisted voters to vote, which is prohibited by the legal framework.

In no case has any case of voters who have voted more than once been identified. Regarding the cases when a person votes for other persons who are not present, again no such case is referred to.

Voters who photographed the vote were observed in 3% of polling stations.

Regarding the question whether any person who interfered in the work of the commission was noticed, it is referred that in 3% of VCs there were individuals who interfered in the work of commissioners. Meanwhile, there is no reference to any case of unauthorized persons directing the work of polling station commissions.

In 2% of the polling stations it is mentioned that individuals have been identified who have sought to campaign or influence the will of the voters inside the polling stations. While in the vicinity of the polling station a figure of 6% is referred to. The persons who tried to influence the will of the voters turn out to be representatives of the two main parties.

In no case were persons identified to put pressure on voters inside the VC, while outside them such cases were identified in 2% of VCs.

In 4% of the polling stations, propaganda materials were observed around the VC. Meanwhile, in 31% of them, unauthorized individuals were observed staying in groups in the premises around VCs.

Regarding PEI, about 20% of VCs have had problems at least once. In some of the VCs the voting was done in the manual method.
