Press Conference, Progress of the Voting Process

April 25, 2021, 12:30 pm – KRIIK in cooperation with 33 partner organizations, is observing the parliamentary elections of April 25. Trained observers are deployed throughout the country, we have stationary observers in 360 polling stations; 184 mobile observers for each constituency are also monitoring the voting process; 92 observers are monitoring the behavior of CEAZs during the voting process; as well as in the CEAZ as well as 22 mobile observers on a county basis. From the data reported so far, the process has started positively. There have been some delays, which according to the data result in 7% of VCs due to the malfunction of the electronic identification device. Of the cases presented, there are 25 cases of family voting.

The observation identified 4 cases of propaganda in the polling stations, 14 76, 14 69, 14, 76, in Durrës, 31 37 in Mallakastër.

There were 4 cases of voters who photographed the vote, 1850/01 in Tirana, 1491 in Durrës, who was able to then cast his vote in the ballot box, VC 289/1 ZAZ Nr. 3 in Shkodra.

There were also 4 cases when a person assisted more than another voter in the voting process. While in 6 other cases were assisted persons who did not sign the statement provided by the Electoral Code.

In a VC no. 4337 in Libohova, voting started at 11:50 in the morning.

Also, in VC 726 and 726/1 in Manati, Municipality of Lezha, the operator trained to use this equipment did not appear at the VC until 08.00, which caused a delay in the start of the voting process.

In CEAZ 12 VC no. 731, no. 732 in the Municipality of Lezha QV.nr. 712 in Shengjin, VC no. 2868, 2868/1, 2869 The Municipality of Lushnje had problems with the technical operation of the identification device, which caused delays in the start of the voting process.

QV no. 2351 Municipality of Elbasan the voting started one hour late due to the non-appearance of the commissioners. Also in Elbasan, in the school “Mahir Domi” there is a physical conflict with the former local chairman of the SP and an observer of the DP. The situation was resolved after notifying the police.

In CEAZ 49, the electronic identification did not function and the manual identification has started.

In VC 2318 in the Municipality of Elbasan there was a physical confrontation between the former chairman of the SP and a DP observer, the situation which was resolved with the intervention of the police.

In VC 2351 there were delays in starting the voting process due to the change of commissioners from DP and SMI.

KRIIK appreciates the calls for calm from the political parties, being important for the citizens to participate massively in the voting. KRIIK calls on the main parties to call on their electoral headquarters to implement only the law and to cooperate with the CEC on the issues raised, without creating political tensions.

Citizens are encouraged to vote in mass, maintaining restrictive measures for Covid 19.

KRIIK calls on the Zonal Election Administration Commissions not to create obstacles for KRIIK observers, especially CEAZ 34 in Tirana and the SDP representative in this CEAZ, who, contrary to the Commissioner’s order, removed the KRIIK observer. These are observers who will stay in these CEAZs to make the process transparent.

In the Bajram Curri school in Tirana, CEAZ 34, there is an electoral office of the Democratic Party only 15 meters away from the school. Banners and flags have been removed and work is underway to clear the area.

In VC 18 04 in Tirana, manual identification continues due to problems with the electronic device.

In CEAZ 26, VC 1552 in Tirana, there is a lack of name in the voter lists.

In VC 42 33, in Humelica, CEAZ 80 of Gjirokastra, there was a physical conflict between a commissioner and a citizen, while the police were called.

In the Pllakë neighborhood, in Gjirokastra, VC 4249 in a private building, there was a conflict between the commissioner and a citizen for non-compliance of the ordinal number in the list, interrupting the process for 10 minutes, where then the police intervened.

In VC 4262 CEAZ 80 in Arshi Lengo, the suspension of the process is requested due to the same inaccuracy.

In the district of Shkodra, CEAZ No. 2, the internet interruption was identified. While in VC 0133 in Shoshaj, a damaged ballot box was identified, which was later replaced. There were some problems with the cameras in CEAZ no. 1 in VC 62 in the municipality of Shkrel, while in CEAZ 2 in VC 102/1 the electronic identification device was replaced.

In the district of Korça, there were problems with the identification equipment in some Voting Centers, in some VCs of CEAZ no. 72 identifications were done manually, while in CEAZ no. 73, VC 72 the process was interrupted due to a defect in the equipment.

In Dibra in CEAZ no. 19, VC 1212 the voting was suspended due to the identification device. In Maqellarë, in VC 1118 and in Luzni, in VC 1096 in Luzni, the identification process continued manually, as they did not present the operators of electronic identification devices.

In the region of Fier, in VC 3191, in CEAZ 59 VC 3004/1, the same problem of electronic identification devices has appeared.

In Fushë Arrëz in CEAZ 07 in Rrapë there were physical clashes between commissioners and members, but the conflict was resolved without the need for police notification.

In Vora in CEAZ 20, in VC no. 1312 there were problems with the identification device and in VC 1552, CEAZ 26, there were cases of not finding the names in the voter lists.
