P\u00ebrpos k\u00ebsaj, kjo trup\u00eb s\u00eb bashku me at\u00eb t\u00eb\nnivelit t\u00eb tret\u00eb, mbartin r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr marr\u00ebdh\u00ebnien e drejt\u00ebp\u00ebrdrejt\u00eb\nq\u00eb kan\u00eb me qytetar\u00ebt, si administrues t\u00eb vullnetit t\u00eb tyre, e p\u00ebr rrjedhoj\u00eb,\nedhe p\u00ebr besimin q\u00eb ato p\u00ebrcjellin n\u00eb integritetin e procesit zgjedhor. <\/p>\n\n\n\n<p>N\u00eb\nk\u00ebt\u00eb drejtim an\u00ebtar\u00ebt e em\u00ebruar kryesisht t\u00eb k\u00ebsaj trupe mbartin dhe nj\u00eb\nr\u00ebnd\u00ebsi specifike. <\/p>\n\n\n\n<p>N\u00eb planin afashkurt\u00ebr, n\u00eb m\u00ebnyr\u00ebn sesi kuadri ligjor e ka\nnd\u00ebrtuar administrat\u00ebn me kund\u00ebrbalancim politik, an\u00ebtar\u00ebt e em\u00ebruar kryesisht\njan\u00eb p\u00ebrcaktues n\u00eb vendimmarrjen e komisioneve dhe nj\u00ebkoh\u00ebsisht edhe si nj\u00eb\nlloj \u201ckontribuesi p\u00ebr ribalancimin\u201d e funksionimit t\u00eb komisioneve zgjedhore.<\/p>\n\n\n\n<p>Gjithashtu, n\u00eb planin afatgjat\u00eb, k\u00ebta an\u00ebtar\u00eb me gjas\u00eb do t\u00eb\njen\u00eb pik\u00ebnisja e trup\u00ebs zgjedhore s\u00eb ardhshme profesioniste dhe jo politike.<\/p>\n\n\n\n<p>Vler\u00ebsohet\nse projekt-udh\u00ebzimi i p\u00ebrcjell\u00eb mbi em\u00ebrimin kryesisht t\u00eb an\u00ebtar\u00ebve t\u00eb KZAZ-ve\ndhe KQV-ve paraqet plot\u00ebsime dhe p\u00ebrmir\u00ebsime t\u00eb konsiderueshme n\u00eb raport me at\u00eb\nt\u00eb vititi 2013-t\u00eb. <\/p>\n\n\n\n<p>Megjithat\u00eb\nme an\u00eb t\u00eb k\u00ebtij dokumenti, KRIIK parashtron disa konsiderata n\u00eb funksion t\u00eb\np\u00ebrmir\u00ebsimit t\u00eb m\u00ebtejsh\u00ebm t\u00eb projekt-udh\u00ebzimit n\u00eb fjal\u00eb, nisur nga p\u00ebrvoja e\nderisotme lidhur me t\u00ebr\u00eb problematikat e v\u00ebrejtura n\u00eb procesin e administrimit dhe\nkonkretisht edhe me an\u00ebtar\u00ebt e em\u00ebruar kryesisht, par\u00eb k\u00ebto n\u00ebn aspirat\u00ebn e\nsigurimit t\u00eb integritetit t\u00eb procesit zgjedhor.<\/p>\n\n\n\n<p><em>S\u00eb pari<\/em>, sjellim n\u00eb v\u00ebmendje se projekt-udh\u00ebzimi\nn\u00eb rregullimet q\u00eb kryen nuk parashikon eventualitetin e nj\u00eb numri m\u00eb t\u00eb ul\u00ebt t\u00eb\naplikant\u00ebve t\u00eb interesuar n\u00eb raport me vakancat e paplot\u00ebsuara n\u00eb KZAZ dhe KQV.\nNdon\u00ebse nj\u00eb rrethan\u00eb e till\u00eb mbetet gjas\u00eb e pak\u00ebt, gjykohet se \u00ebsht\u00eb e nevojshme\nt\u00eb jet\u00eb e rregulluar prej KQZ-s\u00eb.<\/p>\n\n\n\n<p>S\u00eb\ndyti, lidhur me legjitimitetin e kandidat\u00ebve dhe procedurave t\u00eb parashikuara t\u00eb\naplikimit t\u00eb tyre parashtrohen m\u00eb posht\u00eb disa v\u00ebrejtje. <\/p>\n\n\n\n<p>K\u00ebto konsiderata parashtrohen n\u00eb kuad\u00ebr t\u00eb nj\u00eb trupe\nan\u00ebtar\u00ebsh q\u00eb nuk vijn\u00eb me mb\u00ebshtetje dhe \u201cgaranci\u201d prej partive politike si an\u00ebtar\u00ebt\ne tjer\u00eb &nbsp;dhe q\u00eb do t\u2019iu duhet t\u00eb\nmanifestojn\u00eb apolitiz\u00ebm, integritet moral dhe profesional, si nj\u00eb aspirat\u00eb q\u00eb\npritet t\u00eb zbatohet dhe motivoj\u00eb p\u00ebrzgjedhjen e tyre. <\/p>\n\n\n\n<p><em>a. P\u00ebrkat\u00ebsia politike <\/em><\/p>\n\n\n\n<p>Projekt-udh\u00ebzimi\nndalon t\u00eb kandidojn\u00eb si an\u00ebtar\u00eb t\u00eb em\u00ebruar kryesisht t\u00eb KZAZ-ve<a href=\"#_ftn1\">[1]<\/a> dhe KQV-ve<a href=\"#_ftn2\">[2]<\/a> ata persona q\u00eb\nkan\u00eb qen\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb strukturat drejtuese partiake.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb\nky ndalim b\u00ebhet efektiv n\u00ebse provohet se ky angazhim ka ndodhur gjat\u00eb periudh\u00ebs\ns\u00eb tre viteve t\u00eb fundit. <\/p>\n\n\n\n<p>M\u00eb\ns\u00eb pari, n\u00eb k\u00ebt\u00eb rregullim, mbetet e paqart\u00eb sesi KQZ-ja apo KZAZ-t\u00eb do t\u00eb mund\nt\u00eb provojn\u00eb mosp\u00ebrfshirjen e kandidat\u00ebve n\u00eb strukturat drejtuese t\u00eb partive\npolitike.<\/p>\n\n\n\n<p>Gjithashtu,\nmbetet e paqart\u00eb nga relacioni se p\u00ebrse ky kufizim p\u00ebr pjes\u00ebmarrjen n\u00eb strukturat\npartiake \u00ebsht\u00eb i kufizuar vet\u00ebm n\u00eb tre vitet e fundit. <\/p>\n\n\n\n<p>N\u00eb\nfrym\u00ebn e apolitizmit t\u00eb administrat\u00ebs zgjedhore, rritjes s\u00eb besimit qytetar dhe\nparashikimit se si qytetar\u00ebt an\u00ebtar\u00eb t\u00eb partive politike mund t\u00eb b\u00ebhen pjes\u00eb\napo ndjekin funksionimin e komisioneve zgjedhore, &nbsp;&nbsp;<\/p>\n\n\n\n<p>sugjerohet\nt\u00eb p\u00ebrfshihen si rrethana ndaluese p\u00ebr an\u00ebtar\u00ebt e em\u00ebruar kryesisht edhe:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>p\u00ebrfshirja n\u00eb an\u00ebtar\u00ebsin\u00eb e partive\npolitike;<\/li><li>pjes\u00ebmarrja e m\u00ebparshme n\u00eb komisionet\nzgjedhore si i\/e propozuar nga partit\u00eb politike;<\/li><li>angazhimi apo pasja e funksioneve\npolitike<a href=\"#_ftn3\">[3]<\/a> t\u00eb m\u00ebparshme. <\/li><\/ul>\n\n\n\n<p>Nd\u00ebrsa p\u00ebrsa i p\u00ebrket periudh\u00ebs kohore,\nsugjerohet q\u00eb kjo periudh\u00eb t\u00eb jet\u00eb jo m\u00eb pak se kat\u00ebr vite, ose periudha q\u00eb p\u00ebrfshin\ns\u00eb paku dy zgjedhjet e p\u00ebrgjithshme t\u00eb fundit.<\/p>\n\n\n\n<p><em>b. Integriteti penal<\/em><\/p>\n\n\n\n<p>Nj\u00eb\ntjet\u00ebr rrethan\u00eb ndaluese p\u00ebr kandidat\u00ebt \u00ebsht\u00eb t\u00eb qenurit t\u00eb d\u00ebnuar me vendim t\u00eb\nform\u00ebs s\u00eb prer\u00eb<a href=\"#_ftn4\">[4]<\/a>.\n<\/p>\n\n\n\n<p>Fillimisht\nn\u00eb k\u00ebt\u00eb drejtim shtrohet pik\u00ebpyetja e tagrit ligjor t\u00eb KQZ-s\u00eb dhe KZAZ-s\u00eb p\u00ebr\nt\u2019iu Drejtoris\u00eb s\u00eb Burgjeve p\u00ebr t\u00eb marr\u00eb gjendjen gjyq\u00ebsore t\u00eb kandidat\u00ebve si\npjes\u00eb e procesit t\u00eb verifikimit.<\/p>\n\n\n\n<p>Nd\u00ebrkaq\nvihet re se edhe n\u00eb modelet e paraqitura t\u00eb vet\u00ebdeklarimit p\u00ebr kandidat\u00ebt, nuk\nparashikohet vet\u00ebdeklarimi i t\u00eb mos qenurit i d\u00ebnuar me vendim t\u00eb form\u00ebs s\u00eb\nprer\u00eb. <\/p>\n\n\n\n<p>Lidhur\nm\u00eb k\u00ebt\u00eb, arsyetohet dhe sugjerohet q\u00eb kandidat\u00ebt p\u00ebr an\u00ebtar\u00eb t\u00eb KZAZ-ve dhe\nKQV-ve t\u00eb plot\u00ebsojn\u00eb nj\u00eb formular t\u00eb ngjash\u00ebm me at\u00eb t\u00eb dekriminalizimit, i\ncili t\u00eb administrohet nga KQZ-ja. <\/p>\n\n\n\n<p>Kjo\nprocedur\u00eb t\u00eb parashikoj\u00eb q\u00eb megjith\u00ebse kandidat\u00ebt mund t\u00eb jen\u00eb p\u00ebrzgjedhur, t\u00eb\nekzistoj\u00eb mund\u00ebsia n\u00eb \u00e7do moment q\u00eb, n\u00eb rast faktimi, t\u00eb nd\u00ebrmerret jo vet\u00ebm\nlargimi prej administrat\u00ebs zgjedhore, por edhe t\u00eb mbahet p\u00ebrgjegj\u00ebsi ligjore\np\u00ebr nj\u00eb deklarim t\u00eb rrem\u00eb.<\/p>\n\n\n\n<p><em>c. Konflikti i interesit<\/em><\/p>\n\n\n\n<p>Projekt-udh\u00ebzimi\nparashikon tre rrethana konflikti interesi p\u00ebr kandidat\u00ebt, t\u00eb papajtueshme me\ndetyr\u00ebn e an\u00ebtarit, n\u00eb raport t\u00eb qenurin an\u00ebtar i nj\u00eb komisioni tjet\u00ebr zgjedhor,\nlidhje familjare me kandidat\u00ebt e zon\u00ebs zgjedhore ose marr\u00ebdh\u00ebnie pune me ta.<\/p>\n\n\n\n<p>N\u00eb\nk\u00ebt\u00eb drejtim sugjerohet q\u00eb n\u00eb dokumentacionin q\u00eb do t\u00eb duhet t\u00eb depozitojn\u00eb\nkandidat\u00ebt t\u00eb p\u00ebrfshihet nj\u00eb <em>Curriculum Vitae<\/em> dhe v\u00ebrtetim nga vendi i\npun\u00ebs. <\/p>\n\n\n\n<p>Kjo\ndo t\u00eb mund\u00ebsonte kontrollin paraprak nga KQZ-ja dhe KZAZ-ja t\u00eb kandidaturave\np\u00ebr rrethanat e mundshme t\u00eb p\u00ebrmendura.<\/p>\n\n\n\n<p>N\u00eb\nrastin e an\u00ebtar\u00ebve t\u00eb KQV-ve, situata e konfliktit t\u00eb an\u00ebtar\u00ebve kryesisht me\nkandidat\u00ebt p\u00ebr arsye familjare kufizohet vet\u00ebm n\u00eb rastin e zgjedhjeve vendore<a href=\"#_ftn5\">[5]<\/a>, si reflektim i\ndispozit\u00ebs s\u00eb Kodit Zgjedhor. <\/p>\n\n\n\n<p>Ky kufizim\nsugjerohet t\u00eb p\u00ebrfshij\u00eb edhe zgjedhjet parlamentare, duke parashikuar k\u00ebsisoj\nkonfliktin e interesit me t\u00ebr\u00eb kandidaturat p\u00ebr deputet\u00eb t\u00eb zon\u00ebs zgjedhore ku\nndodhet KQV-ja. <\/p>\n\n\n\n<p><em>d. Trajnimi i kandidat\u00ebve<\/em><\/p>\n\n\n\n<p>Udh\u00ebzimi\nparashikon n\u00ebnshtrimin e kandidat\u00ebve ndaj nj\u00eb testimi mbi njohurit\u00eb e marra\ngjat\u00eb trajnimit. <\/p>\n\n\n\n<p>Duke\nmarr\u00eb n\u00eb konsiderat\u00eb edhe p\u00ebrvoj\u00ebn e deri m\u00eb sotme si dhe v\u00ebmendjen e ul\u00ebt t\u00eb\nkandidat\u00ebve, sugjerohet q\u00eb testimi mbi njohurit\u00eb e fituara t\u00eb vendoset si kusht\np\u00ebr marrjen e detyr\u00ebs nga kandidat\u00ebt<a href=\"#_ftn6\">[6]<\/a>. &nbsp;<\/p>\n\n\n\n<p>N\u00eb\nfillimin e tij testimi mund t\u00eb mbart\u00eb toleranca didaktike, por nevojitet t\u00eb\nmbart\u00eb pesh\u00eb n\u00eb p\u00ebrzgjedhjen ose jo t\u00eb kandidat\u00ebve. &nbsp;<\/p>\n\n\n\n<p>Kjo qasje\nmerr vler\u00eb edhe m\u00eb t\u00eb madhe n\u00eb perspektiv\u00ebn e nj\u00eb administrate zgjedhore\nt\u00ebr\u00ebsisht jo politike dhe permanente.<\/p>\n\n\n\n<p><em>e. Publiciteti i dokumentacionit<\/em><\/p>\n\n\n\n<p>Pranohet\nse si KQZ-ja ashtu edhe KZAZ-ja, pavar\u00ebsisht vullnetit dhe angazhimit maksimal\nq\u00eb mund t\u00eb paraqesin, do t\u2019a ken\u00eb t\u00eb pamundur t\u00eb kryejn\u00eb nj\u00eb kontroll t\u00ebr\u00ebsor\nmbi rrethanat e papajtueshm\u00ebris\u00eb s\u00eb kandidaturave. <\/p>\n\n\n\n<p>Verifikimi\nn\u00eb nj\u00eb pjes\u00eb jo t\u00eb pak\u00ebt do t\u00eb mb\u00ebshtet tek investimi i pal\u00ebve apo t\u00eb tret\u00ebve\np\u00ebr t\u00eb evidentuar rastet e kundraligjshme. <\/p>\n\n\n\n<p>P\u00ebr\nk\u00ebto arsye, nevojitet nj\u00eb transparenc\u00eb e shtuar mbi profilet e kandidat\u00ebve p\u00ebr\nan\u00ebtar\u00eb t\u00eb em\u00ebruar kryesisht.<\/p>\n\n\n\n<p>N\u00eb\nk\u00ebt\u00eb drejtim sugjerohet publikimi n\u00eb faqen n\u00eb internet t\u00eb KQZ-s\u00eb s\u00eb list\u00ebs s\u00eb\nkandidat\u00ebve p\u00ebr an\u00ebtar\u00eb t\u00eb em\u00ebruar kryesisht dhe vendit t\u00eb pun\u00ebs s\u00eb deklaruar\nprej tyre. <\/p>\n\n\n\n<p>Kjo\ndo t\u00eb p\u00ebrb\u00ebnte nj\u00eb mund\u00ebsi p\u00ebr qytetar\u00ebt t\u00eb investonin institucionin p\u00ebr rastet\neventuale t\u00eb papajtueshm\u00ebrise t\u00eb k\u00ebtyre kandidat\u00ebve.<\/p>\n\n\n\n<p><em>f. Trajtimi financiar i komisioner\u00ebve kryesisht<\/em><\/p>\n\n\n\n<p>An\u00ebtar\u00ebt\ne em\u00ebruar kryesisht vler\u00ebsohet se marrin nj\u00eb p\u00ebrgjegj\u00ebsi m\u00eb t\u00eb madhe se ata t\u00eb\npropozuar nga partit\u00eb politike. Nj\u00ebkoh\u00ebsisht vler\u00ebsohet se ata nd\u00ebrmarrin nj\u00eb\nangazhim n\u00eb kushtet e nj\u00eb pasigurie totale p\u00ebrsa i p\u00ebrket koh\u00ebzgjatjes s\u00eb k\u00ebtij\nangazhimi.<\/p>\n\n\n\n<p>P\u00ebr\nk\u00ebt\u00eb arsye dhe p\u00ebr t\u00eb nxitur aplikimin nga figura me integritet dhe\nprofesionaliz\u00ebm sugjerohet nj\u00eb trajtim financiar i privilegjuar i k\u00ebtyre an\u00ebtar\u00ebve,\nndryshe nga t\u00eb tjer\u00ebt.<\/p>\n\n\n\n<p><em>g. Publikimi i aktit<\/em><\/p>\n\n\n\n<p>N\u00eb p\u00ebrfundim\nt\u00eb k\u00ebtij opinioni, sillet n\u00eb v\u00ebmendje nj\u00eb element formal i k\u00ebtij projekt-udh\u00ebzimi\nt\u00eb paraqitur.<\/p>\n\n\n\n<p>Para\nndryshimeve t\u00eb fundit t\u00eb Kodit Zgjedhor, Neni 23, pika 5, parashikonte\npublikimin e Udh\u00ebzimeve t\u00eb KQZ-s\u00eb n\u00eb Fletoren Zyrtare. Tanim\u00eb dispozita n\u00eb\nfjal\u00eb \u00ebsht\u00eb e amenduar <em>en block<\/em>, duke mos i vendosur nj\u00eb obligim\neksplicit institucionit. <\/p>\n\n\n\n<p>Megjithat\u00eb,\nn\u00eb frym\u00ebn e miratimit t\u00eb nj\u00eb n\u00ebnakti normativ, jo vet\u00ebm n\u00eb k\u00ebt\u00eb rast, KRIIK nxit\ninstitucionin p\u00ebr publikimin e k\u00ebtyre akteve n\u00eb Fletoren Zyrtare. &nbsp;Sillet n\u00eb v\u00ebmendje k\u00ebtu p\u00ebrvoja e\nderitanishme, q\u00eb me gjith\u00eb detyrimin p\u00ebr publikim n\u00eb Fletore Zyrtare, kishte\npaqart\u00ebsi p\u00ebr t\u00ebr\u00ebsin\u00eb e n\u00ebnakteve normative t\u00eb KQZ-s\u00eb.
