These elections\nconstitute the fourth time that the President of Moldova is elected by popular\nvote, since the declaration of independence from the Soviet Union in August\n1991.<\/p>\n\n\n\n<p>The elections that will be held tomorrow <strong>are\ntaking place during a difficult time for the country and for the Moldovan\nsociety<\/strong>, amidst challenges low trust in public institutions and in the\njudicial system, a high corruption and impunity rate, a non-functioning\njudicial system and massive migration of citizens.<\/p>\n\n\n\n<p><strong>The international partners of Moldova<\/strong> have stated that\ncredible, transparent and comprehensive elections in compliance, in line with\ninternational standards for democratic elections are <strong>a crucial test for the democracy and the rule of law.<\/strong><\/p>\n\n\n\n<p>The unstable political dynamics have been\noften the result or precedence of the decision-making of the country\u2019s\nConstitutional Court. The said decision-making has not been spared from\ncritiques that claim it to be non-independent and politically biased.<\/p>\n\n\n\n<p>As regards the\nexperience with election processes on the other hand, besides the\nConstitutional Court, the entire judicial system has also played a determining\nrole in their progress. This mechanism, in its entirety, has not manifested\nitself as a guarantor of electoral integrity, but as a discretionary instrument\nfor the fate of election processes.<\/p>\n\n\n\n<p>The current public health emergency <strong>constitutes\nan added challenge to the progress<\/strong> of the electoral campaign and to the\npreparation of the election process.<\/p>\n\n\n\n<p>The Republic of Moldova is <strong>amongst the\ncountries facing a critical situation due to the Covid-19 pandemic<\/strong>. This\nsituation is expected to determine the progress of tomorrow\u2019s Election Day as\nregards voter participation and procedural issues that may consequently arise.<\/p>\n\n\n\n<p><a href=\"http:\/\/www.enemo.eu\/en\/missions\/moldova-presidential-elections-2020\/381-enemo-ieom-to-moldova-for-the-presidential\">The International\nElection Observation Mission<\/a> (IEOM) to Moldova of the European Network\nof Election Monitoring Organizations (ENEMO) has been monitoring the election\nprocess progress since September of this year.<\/p>\n\n\n\n<p><strong>The IEOM is composed of 8 expert\nmembers of the Core Team, 8 long-term observers and 26 short-term observers<\/strong>, who will carry\nout the observation of tomorrow\u2019s voting, including vote counting and\ntabulation. Based on surveys, it is expected that a second round of voting will\nbe held, as none of the candidates is expected to gather over 50% of the votes\nin the first one.<\/p>\n\n\n\n<p>The IEOM is also prepared to follow and\nobserve the potential second round of November 15<sup>th<\/sup>.<\/p>\n\n\n\n<p>In the <a href=\"http:\/\/www.enemo.eu\/en\/missions\/moldova-presidential-elections-2020\/379-enemo-ieom-to-moldova-publishes-its-interim-report\">Interim Monitoring\nReport<\/a>\npublished on October 26<sup>th<\/sup>, 2020, the IEOM, inter alia, highlighted\nthat the legal framework for elections the legal\nframework on elections, overall, <strong>ensures conditions for holding of\ndemocratic elections, despite shortcomings that leave space for discretion and\ncan be misused<\/strong>.<\/p>\n\n\n\n<p>However, <strong>the Report notes the legal\nframework shortcomings<\/strong>, issues regarding equality amongst the running\ncandidates throughout the electoral campaign, as well as <strong>a passive judicial\nmechanism in relation to the submitted complaints<\/strong>.<\/p>\n\n\n\n<p>The IEOM will present the Statement of\nPreliminary Findings and Conclusions after the Election Day, through a <a href=\"http:\/\/www.enemo.eu\/en\/missions\/moldova-presidential-elections-2020\/381-enemo-ieom-to-moldova-for-the-presidential\">Press Release<\/a> that will be held\non Tuesday, November 3<sup>rd<\/sup>, 2020 at 11.00 a.m., Moldova local time.<\/p>\n\n\n\n<p>The Coalition for Reforms, Integration and\nConsolidated Institutions (<strong>KRIIK<\/strong>),<strong> as a member of ENEMO since 2009\nand member of the ENEMO\u2019s Steering Secretariat for 2 consecutive terms since\n2015<\/strong>, through its activists and collaborators has provided ongoing\ncontribution towards the fulfillment of IEOM by ENEMO.<\/p>\n\n\n\n<p>The IEOM for Monitoring the Presidential\nElections of November 1<sup>st<\/sup>, 2020 <strong>constitutes the fourth\nObservation Mission by ENEMO during this year<\/strong>, following that for the\nobservation of the <a href=\"http:\/\/www.enemo.eu\/en\/missions\/serbia-parliamentary-elections-2020\/\">Serbia Parliamentary\nElections of&nbsp; June 21<sup>st<\/sup>, 2020<\/a>, the <a href=\"http:\/\/www.enemo.eu\/en\/missions\/montenegro-parliamentary-elections-2020\/\">Montenegro\nParliamentary Elections of August 30<sup>th<\/sup>, 2020<\/a> and the <a href=\"http:\/\/www.enemo.eu\/en\/missions\/ukraine-local-elections-2020\/\">Ukraine Local\nElections of&nbsp; October 25<sup>th<\/sup>,\n2020<\/a>.<\/p>\n\n\n\n<p>In this International Election Observation\nMission to Moldova, the <strong>KRIIK is contributing through its Deputy\nChairperson, Mr. Dritan Taulla, as Head of Mission, <\/strong>and its legal expert on\nelectoral matters,<strong> Mr. Reald Keta, as a Legal Expert to the IEOM Core Team<\/strong>,\nas well as through one long-term observer and two short-term observers.<\/p>\n\n\n\n<p>The active engagement of the KRIIK in\nthese International Missions through its corps of activists and collaborators,\nin addition to the aim to contribute towards improving the election standards\nand democracy itself in countries where democracy is \u201cstill in progress\u201d, it\nalso is a significant and relevant experience for <strong>expanding human expertise\nand human capacities in building, observing and quality monitoring of election\nprocesses and other democratic processes <\/strong>in our country, as well.<\/p>\n\n\n\n<p style=\"text-align:right\"><strong><em>Tirana, October 31<sup>st<\/sup>, 2020!<\/em><\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p style=\"text-align:right\"><strong><em>*This\nPress Release is published in Albanian and in English.<\/em><\/strong><\/p>\n\n\n\n<p style=\"text-align:right\"><strong><em>The <\/em><\/strong><a href=\"https:\/\/kriik.al\/home\/wp-content\/uploads\/2020\/10\/KRIIK-NjoftimPerShtyp-AktivisteTeKRIIKvezhgojneZgjedhjetPresidencialeNeMoldavi-siPjeseeMNVZteENEMO-20201031.pdf\"><strong><em>Albanian version<\/em><\/strong><\/a><strong><em> is the only official document.<\/em><\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p>The Press Release in pdf can be downloaded <a href=\"https:\/\/kriik.al\/home\/wp-content\/uploads\/2020\/11\/KRIIK-PressRelease-PresidentialElectionsInMoldova-KRIIKactivistsPartOfENEMO-IEOM-20201031.pdf\">HERE<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>PRESS RELEASE On November 1st, 2020, the Presidential Elections will be held in the Republic of Moldova.
