S T A T E M E N T *<\/strong><\/h3>\n\n\n\n

Today, on 13.10.2020, representatives of\nthe Coalition for Reforms, Integration and Consolidated Institutions (KRIIK)\nheld a meeting with the newly appointed State Election Commissioner Mr. Ilirjan\nCelibashi.<\/p>\n\n\n\n

This meeting held to congratulate the State\nCommissioner for his important position, also presented an opportunity for\nKRIIK to share the considerations and views on the experience thus far and the\nfactual situation of the CEC institution, as well as on some of the most\nprominent issues regarding the preparations for the future election process.\nThese considerations and views were fully welcomed by the Commissioner, and\nthus a commitment to further improve the institutional practice and\nconsolidation of the CEC as an independent and transparent institution <\/strong>was undertaken.<\/strong><\/p>\n\n\n\n

The latest amendments to the Electoral\nCode remodeled the composition of the Central Election Commission body into a\ntrilateral structure. This body has now assumed the serious responsibility of establishing\na new spirit in the institution, which is expected to cope with circumstances\nthat will further complicate the achievement of this objective.<\/p>\n\n\n\n

The new dimension of the CEC institution\nmarks the first step in light of spirit and letter of the political\nagreement of 5th<\/sup> June 2020. <\/strong>Namely, the prevailing of independent\ninstitutions, with integrity and law-enforcers, as opposed to the failed model\nof their organization based on political balance, due to the political\npatronage system perpetuated by political parties throughout this unduly long\ntransitional period.<\/p>\n\n\n\n

KRIIK brought this perspective to the\nattention of the Commissioner, expressing the full belief that his accomplished\nfigure and high professional integrity, as well as the previous experiences in\nthe capacity of head of this institution and other public commitments constitute\nan additional guarantee that this perspective will be implemented by the\nCentral Election Commission institution.<\/strong><\/p>\n\n\n\n

The CEC institution must hastily\nrestore its missing integrity and reflect the best model of independent\ninstitutions<\/strong>, as a law-enforcing institution that has earned the trust of\nthe citizens and of the general public.<\/p>\n\n\n\n

In this regard, KRIIK expressed the full\nsupport as a domestic actor with expertise in electoral matters, as well as\nwith a considerable experience in engaging at the national and international\nlevel, working towards strengthening the role, integrity and better functioning\nof the CEC, in line with the duties provided for in the legal framework.<\/p>\n\n\n\n

The significant amendments to the legal\nframework comprise a considerable implementation challenge, while the electoral\nperiod has already commenced, and election day is only six months away.<\/p>\n\n\n\n

In addition to the large number of\narrangements, preparations and supervisions of the future election process\ncomponents, the CEC has to face a novel challenge, that of undertaking and\ncarrying out the voting process for citizens who live abroad, as well as the\nbiometric verification of voters. All of these processes are to be carried out\nin the social context of a critical public health situation that may be\naffected by a further aggravation of the situation.<\/p>\n\n\n\n

In order to address this context, in view\nof previous public stances, the KRIIK brought this issue to the attention of\nthe Commissioner and obtained his commitment regarding the necessity of\nproactive transparency<\/strong> in the decision-making process of the institution,\nbeyond the strict provisions of the legal requirements.<\/p>\n\n\n\n

Moreover in this regard, KRIIK\nrepresentatives elaborated on the need to establish an ongoing consultation\nprocess,<\/strong> to the extent possible, in the decision making of the institution\nregarding the regulatory aspects of the process. In addition to the above, due\nto the failure to come to a complete political agreement on these legislative\nchanges, the adoption of bylaws will require the balancing of the agreement\nunison that the political establishment could not achieve.<\/p>\n\n\n\n

In this respect, it is necessary for\nall political and non-political actors, including the institutional actors\ninvolved, to continue providing their contributions and opinions<\/strong>, in view\nof supporting the drafting process of regulatory acts for the election process\nin accordance with the designed plan and the needs indicated by the CEC.<\/p>\n\n\n\n

Lastly, as regards the immediate needs of\nthe future election process, KRIIK shared with the Commissioner its concern on\nthe need to promptly adopt anti-Covid protocols<\/strong> at all levels of the\nelectoral administration, as well as the priority to monitor the voters’ list\ndrafting progress. <\/p>\n\n\n\n

In relation to the latter, KRIIK shared with\nthe commissioner its, already made public, concern regarding lack of\ntransparency in the drafting process of the voter list and prompted the\nCommissioner and Deputy Commissioner to immediately<\/strong> appoint the audit\nexperts <\/strong>to monitor and ensure the transparency of this very important\nprocess, which directly affects the trust of the citizens in the upcoming\nelection process.<\/p>\n\n\n\n
