KRIIK, n\u00ebp\u00ebrmjet k\u00ebsaj Deklarate, sjell n\u00eb v\u00ebmendje t\u00eb aktor\u00ebve politik\u00eb dhe vendimmarr\u00ebs, se&nbsp;\u00ebsht\u00eb koha p\u00ebr t\u2019iu kushtuar&nbsp;<strong>nj\u00eb problematike po aq madhore, gjendjes institucionale n\u00eb vend.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky konkluzion vjen si p<strong>asoj\u00eb e konkludimit t\u00eb nj\u00eb&nbsp;<\/strong><strong>monitorimi m\u00eb shum\u00eb se 16 mujor, mbi ecurin\u00eb politiko-institucionale q\u00eb i parapriu, shoq\u00ebroi dhe pas-solli procesi<\/strong>&nbsp;i 30 Qershorit 2019, ecuri e cila u ndoq si nj\u00eb p\u00ebrvoj\u00eb laboratorike n\u00eb analizimin e kapacitetit ligjor dhe institucional p\u00ebr mbar\u00ebvajtjen e proceseve zgjedhore me integritet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/kriik.al\/home\/wp-content\/uploads\/2020\/07\/KRIIK-RaportMonitorimi2018-2020-Qershor20.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>RAPORTI I MONITORIMIT<\/strong><\/a>&nbsp;<em>\u201cSjellja ligjore dhe institucionale e institucioneve dhe aktor\u00ebve t\u00eb p\u00ebrfshir\u00eb n\u00eb procesin zgjedhor t\u00eb 30 qershorit 2019\u201d<\/em>&nbsp;q\u00eb b\u00ebhet publik s\u00eb bashku me k\u00ebt\u00eb Deklarat\u00eb,&nbsp; vjen n\u00eb frym\u00ebn e nj\u00eb auditimi post zgjedhor t\u00eb ecuris\u00eb proceduriale dhe sjelljes institucionale, t\u00eb cilin KRIIK e ka advokuar si nj\u00eb instrument t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb garantimin e integritetit zgjedhor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb konkluzion t\u00eb K\u00ebtij Raporti,&nbsp; definohet se&nbsp;<strong>\u00e7do rrethan\u00eb e realitetit ligjor-institucional paraqitet e n\u00ebnshtruar ndaj vullneteve t\u00eb establishmentit politik<\/strong>.&nbsp; Madje, konstatohet se&nbsp;<strong>t\u00ebr\u00eb mekanizmi shtet\u00ebror manifeston nj\u00eb sjellje institucionale dhe nj\u00eb zbatim t\u00eb ligjit n\u00eb funksion t\u00eb dinamikave bi-partizane.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb konsiderat\u00ebn e KRIIK, kjo&nbsp;<strong>gjendje e kapacitetit ligjor-institucional paraqitet si p\u00ebrgjegj\u00ebsi direkte e t\u00ebr\u00eb establishmentit politik<\/strong>&nbsp;dhe r\u00ebndon n\u00eb jet\u00ebt e t\u00ebr\u00eb qytetar\u00ebve shqiptar\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si e till\u00eb, nevojitet nj\u00eb zgjatim i k\u00ebsaj&nbsp;<strong>dakord\u00ebsie politike p\u00ebr nj\u00eb reformim madhor dhe integral t\u00eb mekanizmit<\/strong>, si nj\u00eb sfid\u00eb m\u00eb vet\u00eb, p\u00ebrtej zgjedhjeve q\u00eb priten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo reform\u00eb, asesi, nuk mund t\u00eb mendohet si e p\u00ebrcipt\u00eb dhe drit\u00ebshkurt\u00ebr, por nevojitet t\u00eb jet\u00eb nj\u00eb proces afatgjat\u00eb, i mir\u00ebmenduar dhe radikal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb ekspertiz\u00ebn e KRIIK,&nbsp;<strong>kjo reform\u00eb duhet t\u00eb nd\u00ebrmarr\u00eb masa radikale<\/strong>&nbsp;q\u00eb nga rritja domosdoshm\u00ebrisht e transparenc\u00ebs s\u00eb institucioneve, e deri tek ridimensionimi i administrat\u00ebs zgjedhore.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky proces ridimensionimi, nevojitet t\u00eb sillet me objekt jo vet\u00ebm nd\u00ebrtimin e nj\u00eb administrat\u00eb jo-politike, por t\u00eb shkohet deri tek realiteti&nbsp;<strong>ku \u201cbarra e prov\u00ebs\u201d n\u00eb drejt\u00ebsin\u00eb zgjedhore t\u2019i kaloj\u00eb vet\u00eb k\u00ebsaj administrate<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb p\u00ebrfundim, sillet n\u00eb kujtes\u00eb se n\u00eb funksion t\u00eb amendimeve q\u00eb priten t\u00eb miratohen, shum\u00eb shpejt do t\u00eb kryhet edhe em\u00ebrimi i an\u00ebtar\u00ebve t\u00eb tre strukturave t\u00eb reja zgjedhore n\u00eb zhb\u00ebrje t\u00eb trup\u00ebs s\u00eb KQZ-s\u00eb aktuale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb p\u00ebrzgjedhjen e kandidaturave&nbsp;<strong>nxiten t\u00eb gjith\u00eb aktor\u00ebt politik\u00eb e vendimmarr\u00ebs<\/strong>, t\u00eb ken\u00eb parasysh sjelljen e kritikueshme n\u00eb vijim\u00ebsi t\u00eb an\u00ebtar\u00ebsis\u00eb s\u00eb trupave t\u00eb KQZ-s\u00eb, madje edhe p\u00ebrvojat e praktikat e deritanishme t\u00eb ligjzbatimit dhe integritetit institucional t\u00eb sjell\u00eb n\u00eb v\u00ebmendje t\u00eb opinionit publik edhe n\u00ebp\u00ebrmjet k\u00ebtij Raporti Monitorimi 16 mujor,&nbsp;
