kthes\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb komunikimit politik n\u00eb p\u00ebrvoj\u00ebn demokratike t\u00eb\nvendit, pas nj\u00eb ecurie precedent\u00ebsh negativ\u00eb dhe krizash madhore. <\/strong><\/p>\n\n\n\n<p>Nga ana tjet\u00ebr KRIIK<strong> shpreh gjithashtu shqet\u00ebsimin e\ntij p\u00ebr moskonkludimin ende n\u00eb nj\u00eb produkt ligjor<\/strong><strong> t\u00eb bazuar n\u00eb k\u00ebt\u00eb marr\u00ebveshje politike<\/strong>, megjith\u00ebse kan\u00eb kaluar dhjet\u00eb dit\u00eb pas arritjes s\u00eb saj, p\u00ebr m\u00eb tep\u00ebr kur\ndihet se teksti i draftuar mbi t\u00eb cilin po diskutohet ka qen\u00eb n\u00eb dispozicion t\u00eb\nKomisionit t\u00eb Reform\u00ebs Zgjedhore, i p\u00ebrgatitur prej ekspert\u00ebve teknik\u00eb, t\u00eb\npakt\u00ebn prej n\u00ebntorit 2019.<\/p>\n\n\n\n<p>N\u00ebp\u00ebrmjet\nk\u00ebsaj Letre, KRIIK, i drejtohet nivelit m\u00eb t\u00eb lart\u00eb politik duke iu parashtruar\natyre <strong>nevoj\u00ebn p\u00ebr t\u00eb nxitur angazhimin konkret t\u00eb vullnetit t\u00eb\ntyre t\u00eb drejt\u00ebp\u00ebrdrejt\u00eb politik dhe institucional<\/strong>, p\u00ebr\np\u00ebrmbylljen sa m\u00eb shpejt t\u00eb amendimeve t\u00eb dakord\u00ebsuara t\u00eb Kodit Zgjedhor si dhe\np\u00ebr t\u00eb sjell\u00eb n\u00eb v\u00ebmendjen e tyre dhe t\u00eb forcave politike respektive disa\n\u00e7\u00ebshtje t\u00eb tjera, t\u00eb cilat, n\u00eb gjykimin e KRIIK, kan\u00eb nevoj\u00eb p\u00ebr t\u2019u adresuar\nsa m\u00eb par\u00eb n\u00eb m\u00ebnyr\u00eb vizionare dhe t\u00eb matur.<\/p>\n\n\n\n<p>Konkretisht , KRIIK,\nparashtron nevoj\u00ebn <strong>p\u00ebr t\u00eb adresuar sa m\u00eb par\u00eb <\/strong><strong>:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\u00e7\u00ebshtjen e transparenc\u00ebs s\u00eb plot\u00eb mbi pun\u00ebn e K\u00ebshillit Politik;<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>kuadrin rregullator t\u00eb nevojsh\u00ebm n\u00eb rast t\u00eb mundsh\u00ebm t\u00eb zhvillimit t\u00eb procesit zgjedhor n\u00eb nj\u00eb situat\u00eb pandemie, si dhe <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>vijimin e reformimit t\u00eb kuadrit ligjor n\u00ebp\u00ebrmjet institucionalizimit dhe funksionalizmit t\u00eb m\u00ebtejsh\u00ebm t\u00eb K\u00ebshillit Politik <\/strong>p\u00ebr \u00e7\u00ebshtjeq\u00eb nuk ishin pjes\u00eb e paket\u00ebs s\u00eb dakord\u00ebsuar, si: mekanizmi i kontrollit t\u00eb veprimtaris\u00eb financiare t\u00eb partive politike, vota e diaspor\u00ebs dhe format e demokracis\u00eb s\u00eb drejt\u00ebp\u00ebrdrejt\u00eb (referendumet)<strong><em>.&nbsp;<\/em><\/strong>&nbsp;<\/li><\/ul>\n\n\n\n<p>Ve\u00e7an\u00ebrisht, nxitet funksionalizimi i K\u00ebshillit Politik <strong>n\u00eb asistenc\u00eb t\u00eb \u00e7\u00ebshtjeve\nq\u00eb mund t\u00eb dalin n\u00eb veprimtarin\u00eb e KQZ-s\u00eb, sidomos duke marr\u00eb n\u00eb konsiderat\u00eb <\/strong>qasjen e evidentuar\np\u00ebrgjat\u00eb diskutimeve t\u00eb kryera gjat\u00eb procesit t\u00eb reform\u00ebs, ku KQZ-s\u00eb\nparashikohet t\u2019i atribuohen menaxhimi dhe rregullimi i disa \u00e7\u00ebshtjeve \u201ct\u00eb\nnxehta\u201d, p\u00ebr t\u00eb cilat dakord\u00ebsimi politik ka qen\u00eb i pamundur.<\/p>\n\n\n\n<p>Kjo\np\u00ebrb\u00ebn nj\u00eb arsye m\u00eb shum\u00eb <strong>p\u00ebr t\u2019a sh\u00ebndoshur institucionalisht KQZ-n\u00eb e re\nduke e ndihmuar me ekspertiz\u00eb dhe vullnet politik t\u00eb dakord\u00ebsuar, si dhe duke e\nshmangur at\u00eb nga presioni politik<\/strong><\/p>\n\n\n\n<p>N\u00eb p\u00ebrmbyllje t\u00eb Letr\u00ebs\ns\u00eb Hapur, duke konsideruar <strong>domosdoshm\u00ebri mbizot\u00ebrimin e frym\u00ebs s\u00eb Transparenc\u00ebs n\u00eb t\u00ebr\u00eb jet\u00ebn politike\ne institucionale<\/strong>, si instrumenti i vet\u00ebm\np\u00ebr rikthimin e besimit qytetar, KRIIK parashtron p\u00ebrpara vullnetit personal e\npolitik t\u00eb lider\u00ebve politik\u00eb edhe\ndisa propozime konkrete q\u00eb lidhen me nj\u00eb s\u00ebr\u00eb \u00e7\u00ebshtjesh, v\u00ebnia n\u00eb jet\u00eb e s\u00eb\ncilave, megjith\u00ebse n\u00eb munges\u00eb t\u00eb dispozitave specifike detyruese ligjore, <strong>mund\nt\u00eb realizohet vullnetarisht nga subjektet politike, n\u00eb respekt t\u00eb nj\u00eb\nk\u00ebndv\u00ebshtrimi m\u00eb t\u00eb plot\u00eb mbi frym\u00ebn dhe g\u00ebrm\u00ebn e Kushtetut\u00ebs apo edhe t\u00eb\nkuadrit aktual ligjor<\/strong>. <\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, jet\u00ebsimi i k\u00ebtyre\npropozimeve, si element\u00eb minor\u00eb n\u00eb jet\u00ebn dhe p\u00ebr kapacitetet q\u00eb mbart nj\u00eb parti\npolitike, do t\u00eb sjell\u00eb nj\u00eb mjedis transparence m\u00eb t\u00eb plot\u00eb p\u00ebrpara qytetar\u00ebve,\ndo t\u00eb ndihmoj\u00eb ndjesh\u00ebm n\u00eb harmonizmin e disa proceseve t\u00eb tjera proceduriale,\nsi dhe do t\u00eb sh\u00ebnoj\u00eb pik\u00ebnisjen e nj\u00eb s\u00ebr\u00eb procesesh t\u00eb tjera advokuese,\nllogaridh\u00ebn\u00ebse apo ligjzbatuese duke u p\u00ebrpjekur k\u00ebshtu <strong>t\u00eb jepet nj\u00eb\nkontribut i fuqish\u00ebm kund\u00ebr fenomenit t\u00eb pand\u00ebshkueshm\u00ebris\u00eb dhe moszbatimit t\u00eb\nligjit prej vet\u00eb partive politike.<\/strong><\/p>\n\n\n\n<p>Nd\u00ebr propozimet e\nparaqitura nga KRIIK p\u00ebrmenden:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>rritja e transparenc\u00ebs s\u00eb financimit t\u00eb partive politike, jo vet\u00ebm p\u00ebrgjat\u00eb periudh\u00ebs zgjedhore, duke i nxitur subjektet politike <strong>t\u00eb nd\u00ebrmarrin vullnetarisht nj\u00eb proce<\/strong>s <strong>transparence t\u00eb detajuar t\u00eb veprimtaris\u00eb s\u00eb tyre; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>rritja e transparenc\u00ebs mbi ofertat elektorale (programet konkrete dhe t\u00eb detajuara elektorale) si dhe mbi profilet e plota t\u00eb kandidat\u00ebve t\u00eb zgjedhur, duke iu k\u00ebrkuar k\u00ebtyre t\u00eb fundit nd\u00ebr t\u00eb tjera, q\u00eb t\u00eb b\u00ebjn\u00eb publikimin paraprakisht edhe t\u00eb tre dimensioneve financiare: <\/strong>aseteve financiare q\u00eb zot\u00ebrojn\u00eb;&nbsp; detyrimeve fiskale t\u00eb lidhura me to, si dhe t\u00eb detyrimeve financiare q\u00eb kan\u00eb ndaj t\u00eb tret\u00ebve.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>jet\u00ebsimin dhe institucionalizimin e Auditit post-Zgjedhor<\/strong>p\u00ebr t\u00eb imponuar institucionalisht p\u00ebrmir\u00ebsimin e anomalive t\u00eb v\u00ebrejtuara gjat\u00eb ecuris\u00eb s\u00eb procesit zgjedhor, si dhe p\u00ebr t\u00eb projektuar akoma m\u00eb mir\u00eb piketat dhe nivelin e thell\u00ebsis\u00eb s\u00eb nd\u00ebrhyrjes n\u00eb reform\u00ebn zgjedhore t\u00eb pritshme n\u00eb legjislatur\u00ebn e re<strong><em>.<\/em><\/strong><\/li><\/ul>\n\n\n\n<p><em>N\u00eb konsiderat\u00eb t\u00eb fundit,<strong>\nKRIIK shpreh edhe qendrimin e tij<\/strong> lidhur me diskutimin publik mbi\nndryshimin e sistemit zgjedhor, duke theksuar se<\/em><strong>diskutimi mbi sistemin zgjedhor \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb meriton maturi t\u00eb\nlart\u00eb, nj\u00eb analiz\u00eb integrale t\u00eb nj\u00eb t\u00ebr\u00ebsie faktor\u00ebsh dhe nj\u00eb unison t\u00eb plot\u00eb\nt\u00eb aktor\u00ebv\u00eb politik\u00eb e civil\u00eb<\/strong>. <\/p>\n\n\n\n<p>Gjithashtu, duke patur parasysh se n\u00eb vler\u00ebsimin e KRIIK nj\u00eb nga t\u00eb metat e sistemit aktual \u00ebsht\u00eb se ai nuk e \u201cushqen\u201d pluripartitizmin parlamentar dhe p\u00ebrb\u00ebn penges\u00eb p\u00ebr formacionet e reja politike, propozohet specifikisht q\u00eb<strong> p\u00ebr zgjedhjet e ardhshme t\u00eb mund t\u00eb merret n\u00eb shqyrtim nd\u00ebrmarrja e nj\u00eb nd\u00ebrhyrje teknikisht jo-thelb\u00ebsore, por me efekt real si\u00e7 mund t\u00eb jet\u00eb ulja e pragut zgjedhor<\/strong> apo edhe ndryshimi i formul\u00ebs s\u00eb alokimit t\u00eb mandateve, <strong>me synim nxitjen e alternativave t\u00eb reja dhe forcimin e pluripartitizmit<\/strong> si nj\u00eb vler\u00eb thelb\u00ebsore p\u00ebr nj\u00eb demokraci n\u00eb nd\u00ebrtim.<\/p>\n\n\n\n<p><strong><em>Tiran\u00eb, m\u00eb 16 Qershor
