&nbsp;T\u00eb nderuar Koleg\u00eb t\u00eb Administrat\u00ebs s\u00eb KQZ-s\u00eb!&nbsp;<\/strong><\/p>\n\n\n\n<p>N\u00eb vijim t\u00eb pun\u00ebs dhe angazhimit t\u00eb tij n\u00eb ecurin\u00eb e procesit zgjedhor p\u00ebr Zgjedhjet Parlamentare t\u00eb 11 majit 2025,&nbsp;<strong>KRIIK vazhdon t\u00eb vler\u00ebsoj\u00eb fort bashk\u00ebpunimin<\/strong>&nbsp;me Institucionin e Komisionit Qendror t\u00eb Zgjedhjeve,&nbsp;<strong>duke treguar n\u00eb \u00e7do rast mb\u00ebshtetjen e pakursyer ndaj tij, dhe n\u00eb ve\u00e7anti ndaj pun\u00ebs s\u00eb Administrat\u00ebs&nbsp;<\/strong>s\u00eb KQZ-s\u00eb dhe Rolit q\u00eb duhet t\u00eb ket\u00eb dhe luaj\u00eb ajo, n\u00eb p\u00ebrmbushje t\u00eb detyrave q\u00eb i ngarkon Ligji.<\/p>\n\n\n\n<p>N\u00eb monitorimin dhe komunikimin e pand\u00ebrprer\u00eb me Administrat\u00ebn&nbsp;<strong>n\u00eb dobi t\u00eb p\u00ebrmbushjes sa m\u00eb t\u00eb mir\u00eb t\u00eb detyrimeve q\u00eb k\u00ebrkon ligji<\/strong>&nbsp;dhe standardet m\u00eb t\u00eb mira nd\u00ebrkomb\u00ebtare t\u00eb zgjedhjeve, koh\u00ebt e fundit&nbsp;<strong>\u00ebsht\u00eb hasur nj\u00eb qasje jo korrekte dhe munges\u00eb transparence<\/strong>&nbsp;nga Drejtoria e Subjekteve Zgjedhore, Mbik\u00ebqyrjes, Financimit dhe Monitorimit (DSZMFM), qasje e cila&nbsp;<strong>arriti kulmin me deklarimet e pav\u00ebrteta t\u00eb b\u00ebra nga Drejtoresha e k\u00ebsaj Drejtorie n\u00eb seanc\u00ebn e Mbledhjes s\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve<\/strong>, t\u00eb mbajtur dit\u00ebn e djeshme dat\u00eb 29.04.2025, lidhur me Denoncimet nr. 130, 134 dhe 135 t\u00eb depozituara n\u00eb KQZ nga KRIIK.<\/p>\n\n\n\n<p>K\u00ebto denoncime, t\u00eb num\u00ebrtuara nga KRIIK me nr. 14, 15 dhe 16, jan\u00eb depozituar n\u00eb Komisionin Qendror t\u00eb Zgjedhjeve&nbsp;<strong><u>m\u00eb dat\u00ebn 17 prill 2025<\/u><\/strong>.<\/p>\n\n\n\n<p>Objektet e k\u00ebtyre denoncimeve jan\u00eb t\u00eb s\u00eb nj\u00ebjt\u00ebs kategori shkeljeje, q\u00eb lidhen&nbsp;<strong>me shkelje t\u00eb nenit 79 t\u00eb Kodit Zgjedhor dhe Udh\u00ebzimit nr. 6 dat\u00eb 23.03.2021 t\u00eb KSHZ<\/strong>, por t\u00eb ndryshme n\u00eb p\u00ebrmbajtje nga nj\u00ebri tjetri.<\/p>\n\n\n\n<p><em>Konkretisht<\/em>:<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &#8211;&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/kriik.al\/home\/wp-content\/uploads\/2025\/04\/KRIIK-DENONCIM-Nr.14-MosMarrjaEVendimeveMbiMaterialetPropagandistikePrejBashkive-20250417.pdf\">Denoncimi nr. 14<\/a>, dat\u00eb 17.04.2025 me objekt: \u201c<em>Mos marrjen dhe mos publikimin e Vendimeve t\u00eb Kryetar\u00ebve t\u00eb Bashkive p\u00ebr vendet e afishimit t\u00eb materialeve propagandistike p\u00ebr fushat\u00ebn zgjedhore n\u00eb 20 Bashki t\u00eb vendit<\/em>\u201d;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &#8211;&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/kriik.al\/home\/2025\/04\/17\/denoncim-nr-15-lidhur-me-vendimmarrje-te-pa-plote-te-kryetareve-te-bashkive-per-vendet-e-afishimit-te-materialeve-propagandistike-per-fushaten-zgjedhore-ne-15-bashki-te-vendit\/\">Denoncimi nr. 15<\/a>, dat\u00eb 17.04.2025 me objekt: \u201c<em>Lidhur me vendimmarrjen e paplot\u00eb t\u00eb Kryetar\u00ebve t\u00eb Bashkive p\u00ebr vendet e afishimit t\u00eb materialeve propagandistike p\u00ebr fushat\u00ebn zgjedhore n\u00eb 15 Bashki t\u00eb vendit<\/em>\u201d;<\/p>\n\n\n\n<p>si dhe<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &#8211;&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/kriik.al\/home\/wp-content\/uploads\/2025\/04\/KRIIK-DENONCIM-Nr.-16-MospublikimiVendimeveMP-20250417.pdf\">Denoncimi nr. 16<\/a>, dat\u00eb 17.04.2025 me objekt: \u201c<em>Lidhur me mos publikimin e vendimeve t\u00eb Kryetar\u00ebve t\u00eb Bashkive p\u00ebr vendet e afishimit t\u00eb materialeve propagandistike p\u00ebr fushat\u00ebn zgjedhore n\u00eb 4 Bashki t\u00eb vendit<\/em>\u201d.<\/p>\n\n\n\n<p>Sikurse n\u00eb \u00e7do rast tjet\u00ebr denoncimi,&nbsp;<strong>KRIIK i ka shoq\u00ebruar k\u00ebto denoncime me provat p\u00ebrkat\u00ebse<\/strong>, t\u00eb cilat sh\u00ebrbejn\u00eb&nbsp;<strong>si baz\u00eb q\u00eb KQZ t\u00eb filloj\u00eb hetimin administrativ<\/strong>. Nj\u00eb qasje publike kjo e KRIIK, prej vitit 2021, p\u00ebr t\u00eb cil\u00ebn jeni n\u00eb dijeni, p\u00ebr t\u2019i d\u00ebrguar k\u00ebto denoncime si indicie, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jet\u00eb vet\u00eb Institucioni i KQZ-s\u00eb i cili duhet t\u00eb nd\u00ebrtoj\u00eb nj\u00eb praktik\u00eb solide p\u00ebr t\u00eb kryer n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb hetimin administrativ, pavar\u00ebsisht n\u00ebse denoncimi vjen nga nj\u00eb organizat\u00eb me p\u00ebrvoj\u00eb, apo nga nj\u00eb qytetar i thjesht\u00eb. Kjo pasi ky i fundit normalisht e ka t\u00eb pamundur t\u00eb ndjek\u00eb proceduralisht ecurin\u00eb e denoncimit n\u00eb t\u00ebr\u00eb hallkat e tij.<\/p>\n\n\n\n<p>N\u00eb shkeljet e v\u00ebrejtura t\u00eb ligjit, sikurse \u00ebsht\u00eb paraqitur n\u00eb t\u00eb tre Denoncimet,&nbsp;<strong>e p\u00ebrbashk\u00ebt \u00ebsht\u00eb konstatuar shkelja e detyrimit ligjor duke mospublikuar Vendimet e Kryetar\u00ebve t\u00eb Bashkive n\u00eb faqet zyrtare t\u00eb internetit<\/strong>, p\u00ebr t\u00eb cilat \u00ebsht\u00eb k\u00ebrkuar t\u00eb merret mas\u00eb administrative, duke qen\u00eb se fushata elektorale ka nisur tashm\u00eb dhe&nbsp;<strong>shkelja ligjore ka sjell\u00eb d\u00ebm konkret duke shkaktuar c\u00ebnimin e barazis\u00eb<\/strong>&nbsp;n\u00eb gar\u00ebn zgjedhore midis subjekteve zgjedhore dhe kandidat\u00ebve.<\/p>\n\n\n\n<p>Lidhur me k\u00ebto denoncime ka patur komunikim t\u00eb vazhduesh\u00ebm verbal me p\u00ebrfaq\u00ebsues t\u00eb Administrat\u00ebs s\u00eb KQZ, duke qen\u00eb se&nbsp;<strong>deri n\u00eb dat\u00ebn 23 prill nuk kishte nisur asnj\u00eb procedur\u00eb&nbsp;<\/strong>lidhur me hetimin administrativ t\u00eb tyre.<\/p>\n\n\n\n<p>Pas k\u00ebtij komunikimi, n\u00eb dat\u00ebn 24 prill n\u00ebp\u00ebrmjet Sektorit t\u00eb Mbik\u00ebqyrjes Financiare dhe Monitorimit t\u00eb Fushat\u00ebs (SMFMF), \u00ebsht\u00eb filluar procesi i hetimit administrativ vet\u00ebm&nbsp;<strong><u>p\u00ebr 6 bashki<\/u><\/strong>, t\u00eb p\u00ebrfshira n\u00eb denoncimin num\u00ebr 14.<\/p>\n\n\n\n<p>Lidhur me 14 Bashkit\u00eb e tjera pjes\u00eb e Denoncimit nr. 14, u komunikua verbalisht prej SMFMF se k\u00ebto Bashki i kishin d\u00ebrguar vendimet p\u00ebrkat\u00ebse n\u00eb KQZ, nd\u00ebrkoh\u00eb q\u00eb&nbsp;<strong>nuk u b\u00eb e ditur prej tyre asgj\u00eb lidhur me publikimin ose jo t\u00eb k\u00ebtyre vendimeve<\/strong>&nbsp;n\u00eb faqet e internetit, sikurse Ligji e k\u00ebrkon.<\/p>\n\n\n\n<p>N\u00eb kushtet kur&nbsp;<strong>edhe pas nj\u00eb jave nuk kishte filluar asnj\u00eb proces<\/strong>, as regjistrimi dhe as hetimi administrativ, lidhur me denoncimet num\u00ebr 15 dhe 16, KRIIK ju drejtua me e-mailin zyrtar \u201cLidhur me mir\u00ebfunksionimin dhe efikasitetin e mekanizmit t\u00eb ndjekjes s\u00eb denoncimeve prej KQZ-s\u00eb\u201d dat\u00eb 25.04.2025, duke risjell\u00eb n\u00eb v\u00ebmendje domosdoshm\u00ebrin\u00eb e zbatimit t\u00eb ligjit me efikasitet,&nbsp; nevoj\u00ebn e komunikimit me \u00e7do institucion t\u00eb ngarkuar nga ligji me detyra lidhur me procesin zgjedhor, si dhe&nbsp;<strong>nevoj\u00ebn e reagimit sa m\u00eb t\u00eb shpejt\u00eb,<\/strong>&nbsp;duke qen\u00eb se denoncimet e m\u00ebsip\u00ebrme jan\u00eb n\u00eb funksion t\u00eb sigurimit t\u00eb parimit t\u00eb barazis\u00eb n\u00eb gar\u00ebn elektorale, dhe fushata elektorale zgjat vet\u00ebm 30 dit\u00eb.<\/p>\n\n\n\n<p>Pas k\u00ebtij e-maili, po&nbsp;<strong>m\u00eb dat\u00ebn 25.04.2025 KRIIK u informua<\/strong>&nbsp;me e-mail nga Administrata e KQZ se denoncimet num\u00ebr 14, num\u00ebr 15 dhe num\u00ebr 16&nbsp;<strong>u regjistruan n\u00eb regjistrin e denoncimeve t\u00eb KQZ<\/strong>, duke marr\u00eb konkretisht numrin e regjistrit t\u00eb denoncimeve t\u00eb KQZ:<\/p>\n\n\n\n<p>&nbsp; &#8211; Denoncimi nr. 14 \u00ebsht\u00eb regjistruar me nr. 130 ID, dat\u00eb 24.04.2025;<\/p>\n\n\n\n<p>&nbsp; &#8211; Denoncimi nr. 15 \u00ebsht\u00eb regjistruar me nr. 134 ID, dat\u00eb 25.04.2025;<\/p>\n\n\n\n<p>&nbsp; &#8211; Denoncimi nr. 16 \u00ebsht\u00eb regjistruar me nr. 135 ID, dat\u00eb 25.04.2025.<\/p>\n\n\n\n<p><strong>S\u00ebrish<\/strong>, pavar\u00ebsisht k\u00ebtij regjistrimi,&nbsp;<strong>asnj\u00eb proces hetimi administrativ nuk filloi prej administrat\u00ebs s\u00eb KQZ<\/strong>-s\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb&nbsp;<strong>u njoftua futja n\u00eb rendin e dit\u00ebs dhe shqyrtimi i k\u00ebtyre Denoncimeve n\u00eb mbledhjen e dat\u00ebs 29 prill 2025,<\/strong>&nbsp;jo vet\u00ebm pa kryer m\u00eb par\u00eb hetimin administrativ, por edhe duke mos publikuar n\u00eb materialet paraprake t\u00eb mbledhjes projekt-vendimet p\u00ebr shqyrtim lidhur me tre denoncimet n\u00eb fjal\u00eb. Madje njoftimi p\u00ebr k\u00ebt\u00eb mbledhje nuk u d\u00ebrgua as me email, sikurse \u00ebsht\u00eb praktik\u00eb e KQZ-s\u00eb.<\/p>\n\n\n\n<p>Edhe p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, KRIIK k\u00ebrkoi informacion n\u00ebp\u00ebrmjet e-mailit \u201cKerkese per kopje te projektvendimeve te parashikuara per shqyrtim ne seancen e sotme, date 29 prill 2025, ora 15.00 !\u201d,&nbsp;<strong>t\u00eb d\u00ebrguar m\u00eb dat\u00eb 29.04.2025 ora 11.01<\/strong>.<\/p>\n\n\n\n<p><strong>Nuk pati asnj\u00eb p\u00ebrgjigje p\u00ebr k\u00ebt\u00eb k\u00ebrkes\u00eb zyrtare<\/strong>&nbsp;t\u00eb d\u00ebrguar me e-mail.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb&nbsp;<strong>n\u00eb or\u00ebn 13.31, rreth 90 minuta p\u00ebrpara mbledhjes<\/strong>, KRIIK ishte n\u00eb \u201ccc\u201d t\u00eb komunikimit t\u00eb KQZ-s\u00eb me 20 adresa emailesh t\u00eb bashkive t\u00eb p\u00ebrfshira n\u00eb denoncimin me num\u00ebr 134 ID t\u00eb regjistrit t\u00eb denoncimeve t\u00eb KQZ.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb lidhur me Denoncimin nr. 135 ID, deri p\u00ebrpara mbledhjes nuk u b\u00eb me dije asnj\u00eb informacion.<\/p>\n\n\n\n<p><strong>Pavar\u00ebsisht gjith\u00eb situat\u00ebs sa m\u00eb sip\u00ebr<\/strong>, n\u00eb Seanc\u00ebn publike t\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve t\u00eb dat\u00ebs 29 prill 2025, ora 15.00, nga Drejtoresha e Drejtoris\u00eb s\u00eb Subjekteve Zgjedhore, Mbik\u00ebqyrjes, Financimit dhe Monitorimit, zj. Licela Veliu u relatuan t\u00eb trija \u00e7\u00ebshtjet,&nbsp;<strong>madje duke deklaruar publikisht gjat\u00eb mbledhjes fakte t\u00eb pav\u00ebrteta<\/strong>.<\/p>\n\n\n\n<p>KRIIK shpreh shqet\u00ebsimin e tij dhe&nbsp;<strong>e konsideron tep\u00ebr t\u00eb r\u00ebnd\u00eb,&nbsp;<em>m\u00eb s\u00eb pari,&nbsp;<\/em>gjith\u00eb zvarritjen e b\u00ebr\u00eb nga Administrata&nbsp;<\/strong>lidhur me Denoncimet e m\u00ebsip\u00ebrme, t\u00eb cilat vijojn\u00eb ende sot t\u00eb mbeten t\u00eb pashqyrtuara t\u00ebr\u00ebsisht,<strong>&nbsp;si dhe deklarimet e pav\u00ebrteta t\u00eb Drejtoresh\u00ebs gjat\u00eb relatimit t\u00eb b\u00ebr\u00eb&nbsp;<\/strong>lidhur me to.<\/p>\n\n\n\n<p>P\u00ebrgjat\u00eb&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=ESuUJ82M1QE\">Seanc\u00ebs publike t\u00eb KSHZ t\u00eb dat\u00ebs 29 prill 2025<\/a>,<strong>&nbsp;Drejtoresha deklaron:<\/strong><\/p>\n\n\n\n<p>&nbsp;<strong><u>1.<\/u><\/strong>&nbsp;N\u00eb minut\u00ebn 4.46:<em>\u201c<\/em><strong><em>N\u00eb dat\u00ebn 24 prill \u00ebsht\u00eb d\u00ebrguar denoncimi<\/em><\/strong><strong><em>me num\u00ebr 130<\/em><\/strong><em>&nbsp;me denoncues KRIIK. Denoncuesi pretendon se nga monitorimi i faqeve zyrtare n\u00eb internet t\u00eb 61 bashkive rezulton se 20 bashki nuk kan\u00eb publikuar n\u00eb faqet p\u00ebrkat\u00ebse t\u00eb internetit dhe as kan\u00eb d\u00ebrguar n\u00eb KQZ vendimet p\u00ebr p\u00ebrcaktimin e vendeve publike n\u00eb territorin e bashkive t\u00eb tyre n\u00eb funksion t\u00eb afishimit t\u00eb materialeve propagandistike nga subjektet zgjedhore duke shkelur dispozitat e ligjit. Pala k\u00ebrkuese k\u00ebrkon marrjen e masave administrative ndaj kryetar\u00ebve t\u00eb bashkive t\u00eb cil\u00ebt kan\u00eb kryer shkeljet si vijon: mos marrjen e vendimit, mos publikimin e tij, mos njoftimin dhe mos d\u00ebrgimin e tyre pran\u00eb KQZ. N\u00eb vijim t\u00eb procedurave t\u00eb hetimit administrativ KQZ n\u00ebp\u00ebrmjet e-mailit i \u00ebsht\u00eb drejtuar bashkive t\u00eb cilat nuk kan\u00eb marr\u00eb vendim lidhur me p\u00ebrcaktimin e vendeve publike n\u00eb territorin e bashkive t\u00eb tyre. Nga 20 bashki t\u00eb cituara nga KRIIK 15 e kan\u00eb dor\u00ebzuar vendimin pran\u00eb KQZ-s\u00eb, nd\u00ebrsa&nbsp;<\/em><strong><em>p\u00ebr 5 bashki t\u00eb cilat nuk e kan\u00eb d\u00ebrguar<\/em><\/strong><em>&nbsp;i \u00ebsht\u00eb d\u00ebrguar nj\u00eb e-mail i dyt\u00eb, dhe nga k\u00ebto t\u00eb pesta, dy e d\u00ebrguan n\u00eb KQZ. P\u00ebr sa m\u00eb sip\u00ebr KSHZ i k\u00ebrkohet ta marr\u00eb n\u00eb shqyrtim denoncimin nr. 130 t\u00eb KRIIK p\u00ebr mos marrjen dhe mos publikimin e vendimit t\u00eb kryetar\u00ebve t\u00eb Bashkive p\u00ebr vendet e afishimit t\u00eb materialeve propagandistike p\u00ebr fushat\u00ebn zgjedhore.\u201d<\/em><\/p>\n\n\n\n<p>Ndryshe nga deklarimi i m\u00ebsip\u00ebrm i Drejtoresh\u00ebs rezuton se:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Denoncimi \u00ebsht\u00eb depozituar m\u00eb dat\u00ebn 17 prill 2025.<\/li>\n\n\n\n<li>Drejtoresha l\u00eb t\u00eb kuptohet se iu \u00ebsht\u00eb nisur bashkive nj\u00eb email i par\u00eb.<\/li>\n<\/ol>\n\n\n\n<p>&nbsp;&nbsp; KRIIK nuk \u00ebsht\u00eb n\u00eb \u201ccc\u201d t\u00eb k\u00ebtyre e-maileve, megjith\u00ebse i \u00ebsht\u00eb k\u00ebrkuar SMFMF-s\u00eb t\u00eb vihet n\u00eb dijeni p\u00ebr \u00e7do email t\u00eb nisur.
