Komisioner!<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;&nbsp; T\u00eb nderuar Drejtues t\u00eb Administrat\u00ebs!<\/strong><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-40139d73247d9e7d45113145c2bca8ee\"><a>N\u00eb kuad\u00ebr t\u00eb gjith\u00eb bashk\u00ebpunimit me ju lidhur me konsultimin paraprak t\u00eb projekt-akteve t\u00eb ndryshme, po ju d\u00ebrgojm\u00eb n\u00ebp\u00ebrmjet k\u00ebtij Dokumenti Komentet dhe Rekomandimet e KRIIK n\u00eb lidhje me Projekt-Raportin \u201c<em>Mbi gjetjet nga auditimi i raporteve financiare t\u00eb partive politike p\u00ebr t\u00eb ardhurat dhe shpenzimet p\u00ebr vitin kalendarik 2023<\/em>\u201d dhe Projekt-Vendimin p\u00ebr miratimin e tij.&nbsp;<\/a><\/p>\n\n\n\n<p>KRIIK ka marr\u00eb n\u00eb dat\u00ebn 20 mars 2025, pas k\u00ebrkes\u00ebs s\u00eb tij, kopje t\u00eb Raportit mbi gjetjet nga auditimi i raporteve financiare t\u00eb partive politike p\u00ebr t\u00eb ardhurat dhe shpenzimet p\u00ebr vitin kalendarik 2023, si dhe t\u00eb projekt-vendimit p\u00ebr miratimin e tij, pasi shqyrtimi i tij ishte vendosur n\u00eb rendin e dit\u00ebs s\u00eb seanc\u00ebs s\u00eb dat\u00ebs 21 mars 2025. &nbsp;&nbsp;P\u00ebr shkak t\u00eb koh\u00ebs s\u00eb shkurt\u00ebr n\u00eb dispozicion, n\u00eb dat\u00ebn 21 mars ju d\u00ebrgua nj\u00eb dokument me disa shqet\u00ebsime dhe komente t\u00eb p\u00ebrgjithshme, shoq\u00ebruar me nj\u00eb k\u00ebrkes\u00eb p\u00ebr shtyrjen e shqyrtimit t\u00eb Raportit n\u00eb nj\u00eb seanc\u00eb t\u00eb m\u00ebvonshme n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund\u00ebsohej nj\u00eb proces konsultimi i plot\u00eb me organizatat v\u00ebzhguese apo t\u00eb tjer\u00eb aktor\u00eb q\u00eb mund t\u00eb kishin interes apo komente mbi Raportin.&nbsp;<\/p>\n\n\n\n<p>Nga shqyrtimi i Projekt-Raportit dhe Projekt-Vendimit konstatohen nj\u00eb s\u00ebr\u00eb parregullsish t\u00eb cilat ju paraqiten si m\u00eb posht\u00eb:<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; M\u00eb s\u00eb pari theksohet se KRIIK <strong>vler\u00ebson angazhimin e deritanish\u00ebm t\u00eb KQZ-s\u00eb si n\u00eb rritjen e transparenc\u00ebs mbi financimin e partive politike, ashtu edhe n\u00eb sanksionimin e partive q\u00eb kan\u00eb shkelur ligjin<\/strong>. &nbsp;&nbsp;&nbsp;Megjithat\u00eb, <strong>KRIIK ka shprehur rezerva n\u00eb disa raste<\/strong>, duke i shoq\u00ebruar ato me rekomandime dhe opinione q\u00eb synojn\u00eb t\u00eb nxisin p\u00ebrmbushjen e plot\u00eb dhe t\u00ebr\u00ebsore t\u00eb detyrimeve ligjore nga KQZ-ja.<\/p>\n\n\n\n<p>Pavar\u00ebsisht k\u00ebtyre p\u00ebrpjekjeve, KRIIK <strong>vler\u00ebson se hapat e nd\u00ebrmarr\u00eb deri m\u00eb tani mbeten t\u00eb pamjaftuesh\u00ebm<\/strong> p\u00ebr t\u00eb garantuar nivelin e transparenc\u00ebs dhe llogaridh\u00ebnies q\u00eb duhet t\u00eb ken\u00eb partit\u00eb politike. &nbsp;&nbsp;Si organizata q\u00eb synojn\u00eb t\u00eb marrin p\u00ebrgjegj\u00ebsi e t\u00eb qeverisin n\u00eb em\u00ebr t\u00eb qytetar\u00ebve, <strong>partit\u00eb politike duhet t\u00eb jen\u00eb modeli m\u00eb i mir\u00eb i transparenc\u00ebs dhe llogaridh\u00ebnies, t\u00eb cilat p\u00ebrb\u00ebjn\u00eb shtylla thelb\u00ebsore t\u00eb nj\u00eb sistemi demokratik funksional.<\/strong><\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kontekst, <strong>roli i KQZ-s\u00eb, si institucioni mbik\u00ebqyr\u00ebs i financimit politik, \u00ebsht\u00eb t\u00eb siguroj\u00eb transparenc\u00eb t\u00eb plot\u00eb mbi t\u00eb ardhurat dhe shpenzimet<\/strong> politike, si\u00e7 e p\u00ebrcaktojn\u00eb qart\u00eb Kushtetuta<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a> dhe ligji<a href=\"#_ftn2\" id=\"_ftnref2\">[2]<\/a><strong>, si dhe t\u00eb sanksionoj\u00eb pa kompromis \u00e7do shkelje ligjore t\u00eb konstatuar<\/strong>.<\/p>\n\n\n\n<p>Sanksionimi \u00ebsht\u00eb nj\u00eb proces q\u00eb formalizohet p\u00ebrmes Vendimit t\u00eb KQZ-s\u00eb dhe nuk p\u00ebrfshihet drejtp\u00ebrdrejt n\u00eb raportin e hartuar nga administrata, megjith\u00ebse <strong>do t\u00eb duhet q\u00eb Administrata, n\u00eb p\u00ebrmbajtje t\u00eb Raportit e p\u00ebr \u00e7do seksion t\u00eb tij, t\u00eb paraqes\u00eb p\u00ebrputhshm\u00ebrin\u00eb me parashikimet ligjore dhe rekomandonte rast pas rasti edhe sanksionimet p\u00ebrkat\u00ebse n\u00eb zbatim t\u00eb tyre<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp; &nbsp;N\u00eb k\u00ebt\u00eb kontekst, pas shqyrtimit t\u00eb Projekt-Vendimit t\u00eb d\u00ebrguar p\u00ebr konsultim, KRIIK vler\u00ebson se <strong>Komisioni Qendror i Zgjedhjeve duhet t\u00eb ri-shikoj\u00eb p\u00ebrmbajtjen e tij, pasi vendimi nuk merr n\u00eb konsiderat\u00eb t\u00eb gjitha shkeljet e evidentuara<\/strong> n\u00eb Raportin q\u00eb ai miraton, e p\u00ebr rrjedhim as nuk <strong>parashikon sanksionimet e plota dhe t\u00eb duhura t\u00eb detyruara nga Ligji p\u00ebr to.<\/strong><\/p>\n\n\n\n<p>Minimalisht, <strong>Vendimi i Komisionerit duhet t\u00eb p\u00ebrfshij\u00eb propozime p\u00ebr sanksione ndaj partive politike<\/strong>, t\u00eb cilat:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nuk kan\u00eb dor\u00ebzuar raportin financiar vjetor;<\/strong><\/li>\n\n\n\n<li><strong>E kan\u00eb dor\u00ebzuar at\u00eb jasht\u00eb afatit;<\/strong><\/li>\n\n\n\n<li><strong>Nuk e kan\u00eb dor\u00ebzuar n\u00eb formatin e standardizuar;<\/strong><\/li>\n\n\n\n<li><strong>Nuk kan\u00eb bashk\u00ebpunuar me auditin; si dhe<\/strong><\/li>\n\n\n\n<li><strong>Kan\u00eb kryer nj\u00eb s\u00ebr\u00eb shkeljesh t\u00eb tjera<\/strong>, t\u00eb cilat gjenden t\u00eb detajuara m\u00eb posht\u00eb n\u00eb vijim t\u00eb k\u00ebtij Dokumenti.<\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\"><a id=\"_Toc194395520\">I. Lidhur me procesin e kontrollit dhe verifikimit t\u00eb Raporteve Financiare nga ana e administrat\u00ebs s\u00eb KQZ-s\u00eb<\/a><\/h1>\n\n\n\n<p>KRIIK\u202fevidenton nj\u00eb num\u00ebr mang\u00ebsish n\u00eb kontrollin dhe verifikimin e kryer prej Administrat\u00ebs s\u00eb\u202fKQZ-s\u00eb\u202fn\u00eb lidhje me financimin e partive politike p\u00ebr vitin 2023, si dhe, s\u00ebrish,\u202fv\u00ebren se<strong> mungon adresimi me nj\u00eb qasje t\u00eb plot\u00eb proaktive nga KQZ-ja <\/strong>n\u00eb zhvillim t\u00eb rolit dhe kompetencave t\u00eb cilat i jan\u00eb dh\u00ebn\u00eb nga ligji, si dhe t\u00eb p\u00ebrgjegj\u00ebsive q\u00eb ligji ia detyron.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395521\">I.1. Mungesa e nj\u00eb qasjeje shteruese n\u00eb p\u00ebrpilimin e Raportit<\/a><\/h2>\n\n\n\n<p>Raporti i auditimit i hartuar prej KQZ-s\u00eb duhet <strong>t\u00eb jet\u00eb i plot\u00eb, i qart\u00eb dhe i sakt\u00eb, pa l\u00ebn\u00eb asnj\u00eb hamend\u00ebsim, neglizhim apo relativizim t\u00eb germ\u00ebs s\u00eb ligjit<\/strong>. Gjithashtu, \u00ebsht\u00eb thelb\u00ebsore q\u00eb ky Raport <strong>t\u00eb hartohet n\u00eb koh\u00ebn e duhur<\/strong>, pasi sanksionet p\u00ebr shkeljet e mundshme t\u00eb ligjit, p\u00ebrve\u00e7se duhet t\u00eb jen\u00eb proporcionale me natyr\u00ebn e shkeljes, duhet t\u00eb vendosen edhe n\u00eb koh\u00eb.<\/p>\n\n\n\n<p>Hartimi i Raportit dhe propozimi i masave gjat\u00eb periudh\u00ebs zgjedhore, nj\u00eb periudh\u00eb tep\u00ebr e ngarkuar p\u00ebr KQZ-n\u00eb, <strong>krijon hap\u00ebsira p\u00ebr relativizimin e shkeljeve t\u00eb evidentuara<\/strong>. P\u00ebr pasoj\u00eb, edhe sanksionet q\u00eb rrjedhin mund t\u00eb zbuten dhe t\u00eb mos ken\u00eb efektin e duhur p\u00ebr shkak t\u00eb vones\u00ebs apo p\u00ebrpar\u00ebsive t\u00eb tjera n\u00eb agjend\u00ebn e institucionit, ashtu sikurse edhe mund t\u00eb keqinterpretohen e konsiderohen represive e t\u00eb q\u00ebllimshme nga ana e partive politike t\u00eb cilat garojn\u00eb n\u00eb zgjedhje.<\/p>\n\n\n\n<p>Ndaj \u00ebsht\u00eb <strong>e domosdoshme dhe thelb\u00ebsore nj\u00eb paraqitje e detajuar dhe e arsyetuar qart\u00eb e \u00e7\u00ebshtjeve, e mb\u00ebshtetur n\u00eb baz\u00ebn ligjore p\u00ebrkat\u00ebse<\/strong> <strong>dhe e hartuar n\u00eb koh\u00ebn e duhur, ve\u00e7an\u00ebrisht p\u00ebr procesin e vendimmarrjes<\/strong> pasi mund\u00ebson q\u00eb Komisioneri, Komisioni i Ankimimeve dhe Sanksioneve, apo Gjykata, n\u00eb rast se \u00e7\u00ebshtja ankimohet, t\u00eb ken\u00eb gjith\u00eb informacionin e nevojsh\u00ebm dhe t\u00eb mund t\u00eb jen\u00eb n\u00eb gjendje t\u00eb vler\u00ebsojn\u00eb n\u00eb m\u00ebnyr\u00eb sa m\u00eb t\u00eb plot\u00eb n\u00ebse ka vend p\u00ebr sanksionim t\u00eb plot\u00eb apo t\u00eb pjessh\u00ebm, duke marr\u00eb parasysh edhe pretendimet e pal\u00ebve t\u00eb p\u00ebrfshira. Nga ana tjet\u00ebr, dhe <strong>po aq e r\u00ebnd\u00ebsishme, detajimi i problematikave n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb sh\u00ebrben edhe si nj\u00eb mjet edukimi<\/strong> p\u00ebr partit\u00eb politike n\u00eb lidhje me gabime q\u00eb mund t\u00eb jen\u00eb t\u00eb paq\u00ebllimshme,<\/p>\n\n\n\n<p>Theksohet gjithashtu se\u202f<strong>gjetjet e audit\u00ebve ligjor\u00eb<\/strong>, n\u00eb Raportet e partive p\u00ebr t\u00eb cilat \u00ebsht\u00eb kryer nj\u00eb auditim, <strong>nuk duhet asesi t\u00eb anashkalohen<\/strong>,\u202fpor t\u00eb shqyrtohen nj\u00eb e nga nj\u00eb, edhe n\u00eb bashk\u00ebpunim me organet tatimore n\u00ebse \u00ebsht\u00eb e nevojshme, p\u00ebr nj\u00eb zbatim sa m\u00eb t\u00eb plot\u00eb, t\u00eb barabart\u00eb, dhe pa ekuivok t\u00eb ligjit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395522\">I.2. Mungesa e p\u00ebrshkrimit t\u00eb hapave t\u00eb nd\u00ebrmarr\u00eb nga administrata e KQZ-s\u00eb n\u00eb verifikimin e sakt\u00ebsis\u00eb s\u00eb Raporteve t\u00eb Vet\u00ebdeklarimit dhe Auditimit<\/a><\/h2>\n\n\n\n<p>V\u00ebrehet se <strong>Raporti nuk p\u00ebrmban asnj\u00eb informacion n\u00ebse jan\u00eb kontrolluar dhe verifikuar nga Administrata <\/strong>Raportet e Vet\u00ebdeklarimit t\u00eb partive politike n\u00eb p\u00ebrmbajtjen e tyre dhe cilat kan\u00eb qen\u00eb hapat e nd\u00ebrmarra. Pra, mungon nj\u00eb seksion metodologjik q\u00eb mund\u00ebson t\u00eb kuptohet procesi i detajuar i verifikimit dhe kontrollit t\u00eb kryer nga administrata e KQZ-s\u00eb, sikurse ligji e ngarkon.&nbsp;<\/p>\n\n\n\n<p>Konstatimet e p\u00ebrfshira n\u00eb Projekt-Raport <strong>i referohen thuajse ekskluzivisht gjetjeve t\u00eb audit\u00ebve ligjor\u00eb<\/strong> t\u00eb em\u00ebruar nga KQZ.<\/p>\n\n\n\n<p>P\u00ebrpos k\u00ebtyre gjetjeve, <strong>Raporti p\u00ebrmban vet\u00ebm t\u00eb dh\u00ebna bazike <\/strong>n\u00ebse partia ka paraqitur Raport ose jo, si dhe pjes\u00ebrisht n\u00ebse \u00ebsht\u00eb audituar ose jo. Pra, referuar asaj \u00e7ka paraqitet n\u00eb Raport, duket sikur puna e administrat\u00ebs s\u00eb KQZ-s\u00eb \u00ebsht\u00eb kufizuar tek p\u00ebrmbushja ose jo e detyrimeve ligjore bazike, si dor\u00ebzimi i Raportit Financiar Vjetor dhe Auditimi, nd\u00ebrkoh\u00eb q\u00eb\u202f<strong>KQZ do duhet t\u00eb kishte verifikuar dhe analizuar \u00e7do t\u00eb dh\u00ebn\u00eb n\u00eb m\u00ebnyr\u00eb p\u00ebrmbajt\u00ebsore<\/strong>\u202fdhe shteruese, <strong>sipas detyrimit t\u00eb p\u00ebrcaktuar qart\u00ebsisht n\u00eb pik\u00ebn 1 t\u00eb nenit 7 t\u00eb Vendimit nr. 20, dat\u00eb 27.01.2023 t\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve<\/strong>.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, \u00ebsht\u00eb thelb\u00ebsore q\u00eb gjetjet nga analiza dhe verifikimi i kryer nga KQZ-ja t\u00eb p\u00ebrfshihen n\u00eb Raport. Kjo nuk duhet t\u00eb b\u00ebhet vet\u00ebm p\u00ebr t\u00eb p\u00ebrshkruar veprimet e administrat\u00ebs, por edhe p\u00ebr t\u00eb ofruar nj\u00eb panoram\u00eb sa m\u00eb t\u00eb qart\u00eb dhe t\u00eb detajuar, e cila <strong>sh\u00ebrben jo vet\u00ebm p\u00ebr rritjen e transparenc\u00ebs dhe p\u00ebrmbushjen e detyrimeve ligjore<\/strong>, por, mbi t\u00eb gjitha, <strong>p\u00ebr evidentimin e \u00e7do problematike<\/strong>. Kjo qasje siguron nj\u00eb baz\u00eb m\u00eb t\u00eb fort\u00eb p\u00ebr nj\u00eb gjykim sa m\u00eb t\u00eb drejt\u00eb nga Komisioneri dhe, n\u00eb rast investimi, nga KAS.<\/p>\n\n\n\n<p>N\u00eb funksion t\u00eb sa m\u00eb sip\u00ebr, <strong>metodologjia e kontrollit dhe verifikimit t\u00eb kryer nga Administrata nevojitet t\u00eb normohet n\u00ebp\u00ebrmjet akteve n\u00ebnligjore t\u00eb KQZ-s\u00eb<\/strong>, duke p\u00ebrcaktuar jo vet\u00ebm metodologjin\u00eb q\u00eb duhet t\u00eb ndiqet, por edhe elemente t\u00eb tjera sikurse \u00ebsht\u00eb afati fundor p\u00ebr kryerjen e kontrollit, apo t\u00eb tjer\u00eb element\u00eb.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395523\">I.3. Mosraportimi n\u00ebp\u00ebrmjet Platform\u00ebs Elektronike t\u00eb Raportimit Financiar (PERF)<\/a><\/h2>\n\n\n\n<p>KRIIK vler\u00ebson maksimalisht rregullimin ligjor t\u00eb plot\u00ebsuar tashm\u00eb prej Komisionerit, me miratimin e vendimit nr. 20 dat\u00eb 27.01.2023, sipas t\u00eb cilit duke filluar nga viti financiar 2023, Raportimi Financiar p\u00ebr vitin kalendarik 2023 <strong>do t\u00eb duhej t\u00eb kryhej p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb nj\u00eb format t\u00eb ri t\u00eb miratuar dhe n\u00ebp\u00ebrmjet Platform\u00ebs Elektronike t\u00eb Raportimit Financiar (PERF)<\/strong>, format i cili b\u00ebn gjithashtu t\u00eb mundur rakordimin e Raporteve t\u00eb detajuara Financiare, qoft\u00eb p\u00ebr fushat\u00ebn zgjedhore m\u00eb vete, qoft\u00eb p\u00ebr t\u00ebr\u00eb aktivitetin vjetor financiar, p\u00ebrfshir\u00eb \u00e7do aktivitet financiar lidhur me fushat\u00ebn zgjedhore t\u00eb zhvilluar gjat\u00eb atij viti.<\/p>\n\n\n\n<p>Vet\u00ebm <strong>27 nga 44 parti t\u00eb cilat dor\u00ebzuan nj\u00eb Raport Vet\u00ebdeklarimi n\u00eb KQZ, e kryen k\u00ebt\u00eb n\u00ebp\u00ebrmjet PERF.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Duke qen\u00eb n\u00eb dijeni t\u00eb problemeve t\u00eb Platform\u00ebs Elektronike t\u00eb Raportimit, probleme t\u00eb evidentuara pik\u00ebrisht gjat\u00eb periudh\u00ebs kur partit\u00eb duhet t\u00eb kryenin raportimin e tyre, vler\u00ebsojm\u00eb, se <strong>Raporti duhet t\u00eb paraqiste dhe detajonte edhe problematik\u00ebn me k\u00ebt\u00eb sistem, v\u00ebshtir\u00ebsit\u00eb q\u00eb kjo solli<\/strong> qoft\u00eb p\u00ebr partit\u00eb politike, qoft\u00eb p\u00ebr vet\u00eb Administrat\u00ebn, apo hapat e nd\u00ebrmarra p\u00ebr t\u00eb adresuar problemin dhe garantuar q\u00eb partit\u00eb politike t\u00eb raportonin n\u00eb KQZ n\u00eb m\u00ebnyra alternative.<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr, <strong>edhe n\u00eb rastet kur partit\u00eb kan\u00eb raportuar p\u00ebrmes PERF<\/strong>, duke p\u00ebrdorur formatin e miratuar nga KQZ, <strong>jan\u00eb evidentuar probleme n\u00eb plot\u00ebsimin e deklarimeve<\/strong> p\u00ebrkat\u00ebse.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395524\">I.4. Mosraportimi sipas formatit t\u00eb standardizuar t\u00eb miratuar nga Komisioneri Shtet\u00ebror i Zgjedhjeve<\/a><em><u><\/u><\/em><\/h2>\n\n\n\n<p>P\u00ebrtej mosraportimit n\u00eb PERF, konstatohet gjithashtu se <strong>dor\u00ebzimi i Raporteve u b\u00eb n\u00eb nj\u00eb format t\u00eb ndrysh\u00ebm nga i ai i standardizuar dhe i miratuar nga KQZ-ja.<\/strong><\/p>\n\n\n\n<p>Sikurse KRIIK ka theksuar n\u00eb vijim\u00ebsi, qoft\u00eb verbalisht n\u00eb komunikimet me Administrat\u00ebn, apo publikisht n\u00eb takime t\u00eb ndryshme lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje, <strong>mosfunksionimi i PERF nuk duhet asesi t\u00eb p\u00ebrb\u00ebj\u00eb shkak apo t\u00eb p\u00ebrdoret si arsye p\u00ebr mosp\u00ebrmbushjen e detyrimit ligjor t\u00eb raportimit n\u00eb formatin e caktuar, si dhe p\u00ebr gjith\u00eb elementet e tjer\u00eb. <\/strong>&nbsp;<\/p>\n\n\n\n<p>V\u00ebrehet se <strong>partit\u00eb politike<\/strong> q\u00eb nuk kan\u00eb raportuar n\u00eb PERF kan\u00eb p\u00ebrdorur n\u00eb nj\u00eb mas\u00eb t\u00eb konsiderueshme <strong>formate raportimi t\u00eb ndryshme nga formati i standardizuar<\/strong> i miratuar nga KQZ-ja.<\/p>\n\n\n\n<p>Mosfunksionimi i PERF, <strong>nuk duhet t\u00eb p\u00ebrdoret si arsye p\u00ebr tolerimin e partive<\/strong> n\u00eb dor\u00ebzimin e Raporteve jasht\u00eb formatit, pasi edhe n\u00eb ato kushte Raporti do t\u00eb duhet t\u00eb ishte plot\u00ebsuar dhe dor\u00ebzuar n\u00eb formatin e standardizuar (sipas Shtojc\u00ebs s\u00eb miratuar nga Komisioneri Shtet\u00ebror i Zgjedhjeve bashk\u00eblidhur Vendimit nr. 20, dat\u00eb 27.01.2023), pavar\u00ebsisht se jo n\u00ebp\u00ebrmjet PERF por n\u00eb nj\u00eb m\u00ebnyr\u00eb tjet\u00ebr elektronike<strong>.<\/strong><\/p>\n\n\n\n<p><strong>Mosraportimi sipas formatit standard v\u00ebshtir\u00ebson shum\u00eb verifikimin e t\u00eb dh\u00ebnave, duke ulur transparenc\u00ebn<\/strong>.<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr, Administrata e KQZ-s\u00eb, p\u00ebrve\u00e7se <strong>i ka pranuar Raportet jasht\u00eb formatit t\u00eb standardizuar, n\u00eb kund\u00ebrshtim me pik\u00ebn 3 t\u00eb nenit 2 t\u00eb Vendimit nr. 20, dat\u00eb 27.01.2023<\/strong> t\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve, <strong>nuk e ka evidentuar fare nj\u00eb problematik\u00eb t\u00eb till\u00eb n\u00eb Raportin e hartuar<\/strong>, duke anashkaluar detyrimin p\u00ebr t\u00eb sanksionuar partit\u00eb q\u00eb nuk kan\u00eb deklaruar sipas formatit, referuar nenit 10 t\u00eb Vendimit nr. 20, dat\u00eb 27.01.2023 t\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve.<\/p>\n\n\n\n<p><strong>Situata b\u00ebhet edhe m\u00eb shqet\u00ebsuese<\/strong>, pasi nd\u00ebr subjektet me k\u00ebto probleme <strong>jan\u00eb edhe partit\u00eb parlamentare<\/strong>, sikurse Partia Socialiste, Partia Demokratike, Partia e Liris\u00eb, Partia Socialdemokrate, etj.&nbsp;<\/p>\n\n\n\n<p>N\u00eb k\u00ebto kushte, edhe pse administrata i ka pranuar k\u00ebto Raporte, ndaj <strong>17 partive t\u00eb cilat nuk kan\u00eb p\u00ebrmbushur k\u00ebt\u00eb detyrim ligjor<\/strong> <strong>do t\u00eb duhet t\u00eb ket\u00eb nj\u00eb sanksionim.<\/strong> <em>(Shih list\u00ebn e partive q\u00eb nuk kan\u00eb raportuar sipas formatit t\u00eb standardizuar n\u00eb Shtojc\u00ebn 1).<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395525\">I.5. Pamund\u00ebsia p\u00ebr t\u00eb kontaktuar partit\u00eb politike dhe hapat e nd\u00ebrmarr\u00eb nga KQZ<\/a><\/h2>\n\n\n\n<p>V\u00ebrejm\u00eb se <strong>vijon t\u00eb evidentohet si nj\u00eb problem i r\u00ebnd\u00ebsish\u00ebm<\/strong> n\u00eb konkluzionet e Raportit t\u00eb KQZ-s\u00eb, <strong>pamund\u00ebsia p\u00ebr t\u00eb gjetur selit\u00eb e partive dhe adresat faktike t\u00eb tyre<\/strong>. &nbsp;&nbsp;<strong>N\u00eb Raport nuk p\u00ebrmendet asnj\u00eb veprim tjet\u00ebr i b\u00ebr\u00eb<\/strong> p\u00ebrpos d\u00ebrgimit t\u00eb njoftimeve me zarf nga audit\u00ebt n\u00eb adresat q\u00eb figurojn\u00eb n\u00eb vendimet e gjykatave t\u00eb regjistrimit t\u00eb partive politike. &nbsp;&nbsp;<\/p>\n\n\n\n<p>N\u00eb nj\u00eb qasje proaktive, sikurse \u00ebsht\u00eb rekomanduar disa here edhe m\u00eb par\u00eb prej KRIIK, KQZ-ja do t\u00eb duhet t\u00eb investohet duke p\u00ebrdorur kontaktet dhe adresat m\u00eb t\u00eb fundit t\u00eb patura apo edhe me njoftime publike, konferenca p\u00ebr shtyp, apo forma t\u00eb tjera p\u00ebr t\u00eb b\u00ebr\u00eb maksimumin p\u00ebr t\u00eb shmangur k\u00ebt\u00eb problem. Nj\u00eb qasje e till\u00eb do t\u00eb sh\u00ebrbej\u00eb edhe p\u00ebr zhvillimet m\u00eb pas, t\u00eb cilat synojn\u00eb p\u00ebrmir\u00ebsimin dhe rritjen e transparenc\u00ebs, n\u00ebp\u00ebrmjet vendimmarrjes t\u00eb realizuar p\u00ebr format e raportimit dhe t\u00eb dh\u00ebnat e tjera.<\/p>\n\n\n\n<p>Situata b\u00ebhet akoma m\u00eb problematike dhe e pakuptueshme n\u00ebse konsiderohet se:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nj\u00eb pjes\u00eb e partive, t\u00eb cilat auditi nuk ka mundur t\u2019i kontaktoj\u00eb, kan\u00eb dor\u00ebzuar nj\u00eb Raport Financiar n\u00eb KQZ<\/strong>, konkretisht: \u00a0<em>Partia Lista e Barabart\u00eb, \u00a0Partia Aleanca e Maqedonasve p\u00ebr Integrim Europian, \u00a0\u00a0Partia Aleanca p\u00ebr Demokraci dhe Solidaritet, \u00a0\u00a0Partia Aleanca Popullore, \u00a0\u00a0Partia Bashkimi Liberal Demokrat, \u00a0\u00a0Partia Bashkimi Popullor i Pensionist\u00ebve Shqiptar\u00eb, \u00a0\u00a0Partia Emigracioni Shqiptar, \u00a0\u00a0Partia Fronti i Majt\u00eb, \u00a0\u00a0Partia L\u00ebvizja p\u00ebr Ndryshim<\/em>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Disa parti t\u00eb cilat nuk jan\u00eb audituar p\u00ebr shkak t\u00eb pamund\u00ebsis\u00eb s\u00eb gjetjes s\u00eb adres\u00ebs s\u00eb tyre, kan\u00eb qen\u00eb pjes\u00ebmarr\u00ebse n\u00eb proceset e fundit zgjedhore<\/strong>, konkretisht: \u00a0\u00a0<em>Partia Aleanca Demokratike Shqiptare,\u00a0 \u00a0Partia Aleanca e Maqedonasve p\u00ebr Integrim Europian, \u00a0\u00a0Partia Aleanca p\u00ebr Demokraci dhe Solidaritet, \u00a0\u00a0Partia Bashkimi Liberal Demokrat,\u00a0 \u00a0Partia Demokristiane e Shqip\u00ebris\u00eb, \u00a0\u00a0Partia Emigracioni Shqiptar, \u00a0\u00a0Partia Fronti i Majt\u00eb,\u00a0 \u00a0Partia Konservatore,\u00a0 \u00a0Partia L\u00ebvizja Pun\u00ebtore Shqiptare<\/em>.<\/li>\n<\/ul>\n\n\n\n<p>Minimalisht, konsultimi i dokumentacionit t\u00eb depozituar prej tyre n\u00eb KQZ n\u00eb funksion t\u00eb regjistrimit do t\u00eb sjell\u00eb mund\u00ebsin\u00eb e kontaktimit me to.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Kryetar\u00ebt e disa partive t\u00eb pa audituara jan\u00eb persona publikisht aktiv\u00eb, \u00e7ka e b\u00ebn akoma m\u00eb t\u00eb pakuptuesh\u00ebm mos kontaktimin e tyre p\u00ebr munges\u00eb adrese.<\/li>\n<\/ul>\n\n\n\n<p>Lidhur me sa m\u00eb sip\u00ebr, sikurse KRIIK ka rekomanduar n\u00eb vazhdim\u00ebsi, <strong>KQZ duhet t\u00eb kishte krijuar nj\u00eb adresar t\u00eb p\u00ebrdit\u00ebsuar, p\u00ebrtej atij t\u00eb v\u00ebn\u00eb n\u00eb dispozicion nga Zyra e Regjistrit t\u00eb Partive Politike n\u00eb Gjykat\u00ebn e Rrethit Gjyq\u00ebsor Tiran\u00eb<\/strong>. Edhe n\u00ebse ky proces nuk ka nisur ende, KQZ-ja duhet t\u00eb investohet p\u00ebr ta nisur e zhvilluar m\u00eb tej, edhe n\u00ebp\u00ebrmjet akteve n\u00ebnligjore t\u00eb cilat i detyrojn\u00eb partit\u00eb t\u00eb deklarojn\u00eb t\u00eb dh\u00ebnat e tyre n\u00eb m\u00ebnyr\u00eb periodike n\u00eb KQZ. &nbsp;N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb do t\u00eb b\u00ebhej i mundur kontaktimi i tyre n\u00eb vazhdim nga KQZ-ja, pavar\u00ebsisht se partit\u00eb mund t\u00eb mos ken\u00eb p\u00ebrdit\u00ebsuar adres\u00ebn n\u00eb dokumentacionin zyrtar t\u00eb mbajtur nga Zyra e Regjistrit t\u00eb Partive Politike. Nga ana tjet\u00ebr ndihmon edhe nj\u00eb p\u00ebrdit\u00ebsim t\u00eb asaj se cila \u00ebsht\u00eb skena reale e partive politike funksionale n\u00eb vend.<\/p>\n\n\n\n<p>Bazuar n\u00eb sa m\u00eb sip\u00ebr dhe duke pasur n\u00eb konsiderat\u00eb qasjen proaktive q\u00eb KQZ-ja duhet t\u00eb ndjek\u00eb n\u00eb mbik\u00ebqyrjen e financimit politik, KRIIK nxit KQZ-n\u00eb <strong>t\u00eb p\u00ebrdit\u00ebsoj\u00eb adresarin dhe kontaktet e partive politike, duke p\u00ebrdorur t\u00eb gjitha rrug\u00ebt alternative t\u00eb p\u00ebrmendura m\u00eb sip\u00ebr, si dhe \u00e7do mjet tjet\u00ebr t\u00eb p\u00ebrshtatsh\u00ebm<\/strong>. Kjo do t\u00eb mund\u00ebsoj\u00eb nj\u00eb komunikim m\u00eb efektiv dhe auditimin financiar t\u00eb k\u00ebtyre partive.<\/p>\n\n\n\n<p><strong>KQZ-ja nuk mund t\u00eb pranoj\u00eb si justifikim pamund\u00ebsin\u00eb e audit\u00ebve p\u00ebr t\u00eb gjetur k\u00ebto parti<\/strong> p\u00ebr shkak t\u00eb adresave t\u00eb pasakta n\u00eb regjistrin e Gjykat\u00ebs. P\u00ebrkundrazi, duhet t\u00eb investohet n\u00eb mb\u00ebshtetjen e audit\u00ebve n\u00eb p\u00ebrpjekjet e tyre p\u00ebr t\u00eb kontaktuar subjektet politike, duke siguruar q\u00eb ata t\u00eb p\u00ebrmbushin plot\u00ebsisht detyr\u00ebn e tyre.<\/p>\n\n\n\n<p>N\u00ebse KQZ-ja ka nd\u00ebrmarr\u00eb tashm\u00eb veprime zyrtare p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, sikurse KRIIK ka rekomanduar n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme, at\u00ebher\u00eb ky komunikim duhet t\u00eb publikohet n\u00eb faqen zyrtare t\u00eb KQZ-s\u00eb. <strong>Publikimi i t\u00eb gjith\u00eb informacionit t\u00eb shk\u00ebmbyer me secilin subjekt<\/strong> do t\u00eb ndihmoj\u00eb n\u00eb rritjen e transparenc\u00ebs dhe p\u00ebrgjegjshm\u00ebris\u00eb institucionale.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><a id=\"_Toc194395526\">II. Lidhur me p\u00ebrmbajtjen e Raporteve t\u00eb Vet\u00ebdeklarimit<\/a><\/h1>\n\n\n\n<p>KRIIK ka kryer&nbsp; n\u00eb vijim\u00ebsi monitorimin e tij <strong>lidhur me p\u00ebrmbajtjen e Raporteve Financiare t\u00eb dor\u00ebzuara nga partit\u00eb politike<\/strong> p\u00ebr vitin 2023, Raportet e Auditimit, dor\u00ebzimin dhe publikimin e tyre.<\/p>\n\n\n\n<p>Bazuar n\u00eb &nbsp;k\u00ebt\u00eb proces monitorimi, pasakt\u00ebsit\u00eb e v\u00ebrejtura n\u00eb pun\u00ebn e administrat\u00ebs, si dhe mosp\u00ebrmbushjen e pritshm\u00ebrive q\u00eb duhet t\u00eb mbart\u00eb nj\u00eb Raport i till\u00eb i p\u00ebrgatitur nga Institucioni i KQZ-s\u00eb, gjeni m\u00eb posht\u00eb <strong>disa element\u00eb t\u00eb Raportit p\u00ebr t\u00eb cilat shprehen komente dhe rezerva t\u00eb forta<\/strong> dhe q\u00eb p\u00ebrb\u00ebjn\u00eb baz\u00ebn p\u00ebr sa m\u00eb sip\u00ebr cituar:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395527\">II.1. Numri i partive t\u00eb cilat kan\u00eb dor\u00ebzuar Raportin Financiar p\u00ebr vitin 2023<\/a><\/h2>\n\n\n\n<p>N\u00eb Raportin e p\u00ebrgatitur nga Administrata e KQZ rezultojn\u00eb 50 parti politike q\u00eb kan\u00eb dor\u00ebzuar Raport Vet\u00ebdeklarimi (nga 132 parti t\u00eb regjistruara n\u00eb total).<\/p>\n\n\n\n<p>Sipas kuadrit ligjor n\u00eb fuqi, KQZ publikon \u00e7do Raport n\u00eb faqen zyrtare t\u00eb internetit. Afati i dor\u00ebzimit t\u00eb Raportit Financiar vjetor<\/a><\/h2>\n\n\n\n<p>Partit\u00eb politike kan\u00eb detyrimin t\u00eb dor\u00ebzojn\u00eb n\u00eb KQZ Raportin Financiar Vjetor brenda dat\u00ebs 31 mars t\u00eb vitit pasardh\u00ebs, q\u00eb p\u00ebr Raportet n\u00eb fjal\u00eb ishte data 31 mars 2024.<\/p>\n\n\n\n<p>N\u00eb Raportin e hartuar nga Administrate e KQZ, <strong>problematika e dor\u00ebzimit t\u00eb Raporteve Financiare me vones\u00eb nga ana e partive nuk p\u00ebrmendet fare<\/strong>.<\/p>\n\n\n\n<p>Nga monitorimi i KRIIK v\u00ebrehet se <strong>jan\u00eb tet\u00eb<\/strong> <strong>parti t\u00eb cilat nuk e kan\u00eb dor\u00ebzuar Raportin Financiar Vjetor brenda afatit ligjor<\/strong>, nd\u00ebrkoh\u00eb q\u00eb n\u00eb Raportin e KQZ-s\u00eb k\u00ebto parti jan\u00eb p\u00ebrfshir\u00eb n\u00eb List\u00ebn e Partive Politike t\u00eb cilat rezultojn\u00eb ta ken\u00eb dor\u00ebzuar n\u00eb afat.<\/p>\n\n\n\n<p>K\u00ebto parti jan\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Bashkimi p\u00ebr t\u00eb Drejtat e Njeriut;<\/em><\/li>\n\n\n\n<li><em>Partia Bashkimi Popullor i Pensionist\u00ebve Shqiptar\u00eb;<\/em><\/li>\n\n\n\n<li><em>Partia Demokratike;<\/em><\/li>\n\n\n\n<li><em>Partia e Liris\u00eb;<\/em><\/li>\n\n\n\n<li><em>Partia e Reformave Demokratike Shqiptare;<\/em><\/li>\n\n\n\n<li><em>Partia Popullore Kristiandemokrate;<\/em><\/li>\n\n\n\n<li><em>Partia Socialdemokrate;<\/em><\/li>\n\n\n\n<li><em>Partia Socialiste.<\/em><\/li>\n<\/ul>\n\n\n\n<p>K\u00ebto Parti Politike rezultojn\u00eb se i kan\u00eb dor\u00ebzuar Raportet Financiare Vjetore n\u00eb nj\u00eb afat t\u00eb m\u00ebvonsh\u00ebm. &nbsp;(<em>shih <a>Shtojc<\/a>\u00ebn 2 p\u00ebr list\u00ebn e partive q\u00eb nuk e kan\u00eb dor\u00ebzuar Raportin e Vet\u00ebdeklarimit brenda<\/em><em> afatit, por paraqiten sikur e kan\u00eb plot\u00ebsuar k\u00ebt\u00eb detyrim n\u00eb Raportin e KQZ-s\u00eb<\/em>).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395529\">II.3. P\u00ebrmbajtja e Raporteve t\u00eb Vet\u00ebdeklarimit<\/a><\/h2>\n\n\n\n<p>Sikurse u theksua m\u00eb sip\u00ebr, Raportet e Vet\u00ebdeklarimit t\u00eb partive politike duhej t\u00eb ishin plot\u00ebsuar dhe dor\u00ebzuar n\u00eb formatin e standardizuar t\u00eb miratuar nga KQZ-ja. Ky format jo vet\u00ebm q\u00eb siguron unifikimin e raportimit vjetor, por edhe rrit transparenc\u00ebn e partive politike, si dhe rrit efikasitetin e kontrollit dhe verifikimit nga Administrata e KQZ dhe aktor\u00eb t\u00eb tjer\u00eb.<\/p>\n\n\n\n<p>Gjithashtu, n\u00eb Raportimin Vjetor Financiar p\u00ebr vitin 2023, p\u00ebrve\u00e7 t\u00eb ardhurave dhe shpenzimeve rutin\u00eb, partit\u00eb politike duhej t\u00eb p\u00ebrfshinin n\u00eb m\u00ebnyr\u00eb t\u00eb detajuar dhe t\u00eb specifikuar edhe t\u00eb ardhurat e shpenzimet e fushat\u00ebs zgjedhore, pasi ky ishte nj\u00eb vit zgjedhor p\u00ebr pushtetin vendor.<\/p>\n\n\n\n<p><strong>Detyrimi i respektimit t\u00eb formatit u respektua nga 27 parti<\/strong>.<\/p>\n\n\n\n<p>Lidhur me <strong>17 Parti Politike<\/strong> t\u00eb tjera,t\u00eb cilat <strong>e dor\u00ebzuan<\/strong> <strong>Raportin Financiar Vjetor n\u00eb form\u00ebn e nj\u00eb bilanci t\u00eb p\u00ebrmbledhur, n\u00eb forma t\u00eb tjera t\u00eb thjeshtuara n\u00eb nj\u00eb tabel\u00eb apo edhe vet\u00ebm n\u00eb nj\u00eb shkres\u00eb deklarimi,&nbsp; <\/strong>kontrolli dhe verifikimi nga ana e aktor\u00ebve t\u00eb jasht\u00ebm, sikurse KRIIK, \u00ebsht\u00eb tejet i v\u00ebshtir\u00eb, duke reduktuar k\u00ebshtu n\u00eb m\u00ebnyr\u00eb t\u00eb ndjeshme transparenc\u00ebn.<\/p>\n\n\n\n<p>Pra sikurse evidentohet qart\u00eb, <strong>mosrespektimi i formatit t\u00eb raportimit nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb problematik\u00eb q\u00eb lidhet me mosp\u00ebrmbushjen formale t\u00eb nj\u00eb detyrimi ligjor <\/strong>nga ana e partive politike,<strong> por passjell pamund\u00ebsin\u00eb e kontrollit real dhe t\u00eb plot\u00eb t\u00eb tyre.<\/strong><\/p>\n\n\n\n<p>P\u00ebr aq sa informacioni n\u00eb p\u00ebrmbajtje t\u00eb Raporteve t\u00eb Vet\u00ebdeklarimit t\u00eb lejon t\u00eb kontrollosh dhe kuptosh, KRIIK, <strong>referuar vet\u00ebm 44 Raporteve t\u00eb publikuara n\u00eb faqen e internetit t\u00eb KQZ, ka evidentuar problematikat<\/strong> si m\u00eb posht\u00eb vijojn\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>N\u00eb Raportin e disa Partive Politike <strong>ka problematika q\u00eb lidhen me deklarimin e aktivitetit financiar p\u00ebr zgjedhjet e vitit 2023:<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Balli Komb\u00ebtar Demokrat,<\/em> ka marr\u00eb pjes\u00eb n\u00eb zgjedhjet lokale t\u00eb vitit 2023 dhe ka deklaruar n\u00eb raportimin financiar zgjedhor aktivitet financiar me t\u00eb ardhura dhe shpenzime n\u00eb shum\u00ebn 1.400.000 lek\u00eb, <strong>nd\u00ebrkoh\u00eb q\u00eb n\u00eb Raportin Vjetor p\u00ebr vitin 2023 deklaron zero t\u00eb ardhura dhe shpenzime<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Demokristiane e Shqip\u00ebris\u00eb<\/em>, ka marr\u00eb pjes\u00eb n\u00eb zgjedhjet lokale t\u00eb vitit 2023 dhe ka deklaruar n\u00eb raportimin financiar zgjedhor 0 aktivitet financiar, <strong>nd\u00ebrkoh\u00eb q\u00eb n\u00eb Raportin Vjetor p\u00ebr vitin 2023 deklaron 26.700 lek shpenzime p\u00ebr fushat\u00ebn zgjedhore<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Republikane,<\/em> ka deklaruar si fond t\u00eb p\u00ebrfituar nga buxheti i shtetit vet\u00ebm fondin e marr\u00eb si financim vjetor n\u00eb shum\u00ebn 11.488.669 lek\u00eb, <strong>nd\u00ebrkoh\u00eb q\u00eb nuk ka deklaruar financimin e marr\u00eb nga buxheti i shtetit p\u00ebr fushat\u00ebn zgjedhore n\u00eb shum\u00ebn 3,012,429 lek\u00eb<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Nga ana tjet\u00ebr <strong>shpenzimet e kryera p\u00ebr fushat\u00ebn elektorale jan\u00eb deklaruar n\u00eb seksionin e shpenzimeve si total i shpenzuar<\/strong> p\u00ebr fushat\u00ebn. &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Fryma e re Demokratike<\/em>, fondin e marr\u00eb nga buxheti i shtetit n\u00eb shum\u00ebn 1,194,064 lek\u00eb, <strong>e deklaron si fond t\u00eb p\u00ebrfituar p\u00ebr vitin kalendarik<\/strong> dhe <strong>jo si fond t\u00eb p\u00ebrfituar p\u00ebr fushat\u00ebn zgjedhore<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia Agrare Ambjentaliste e Shqip\u00ebris\u00eb<\/em>, <strong>fondin vjetor<\/strong> t\u00eb p\u00ebrfituar nga buxheti i shtetit n\u00eb shum\u00ebn 8,018,647 lek\u00eb <strong>e ka deklaruar si fond t\u00eb p\u00ebrfituar n\u00eb funksion t\u00eb fushat\u00ebs zgjedhore<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia p\u00ebr Drejt\u00ebsi dhe Integrim dhe Unitet<\/em>, <strong>n\u00eb deklarimin e saj ka ngat\u00ebrruar shifrat<\/strong>, duke vendosur n\u00eb vend t\u00eb shum\u00ebs s\u00eb p\u00ebrfituar p\u00ebr zgjedhje shum\u00ebn e p\u00ebrfituar nga buxheti si financim vjetor.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Partia L\u00ebvizja p\u00ebr Zhvillim Komb\u00ebtar<\/em>, <strong>fondin e p\u00ebrfituar nga buxheti i shtetit e ka deklaruar si total t\u00eb ardhurash<\/strong>, dhe jo t\u00eb ndar\u00eb n\u00eb fond t\u00eb p\u00ebrfituar p\u00ebr zgjedhjet dhe fond t\u00eb p\u00ebrfituar p\u00ebr vitin kalendarik nga buxheti i shtetit. Gjithashtu nd\u00ebrkoh\u00eb q\u00eb t\u00eb ardhurat i ka deklaruar n\u00eb shum\u00eb totale si financim publik dhe nuk ka t\u00eb ardhura t\u00eb tjera t\u00eb karakterit jo publik, konstatohet q\u00eb <strong>shpenzimet jan\u00eb deklaruar si total<\/strong>, pra pa specifikuar secilin prej shpenzimeve t\u00eb kryera gjat\u00eb vitit t\u00eb ndar\u00eb.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>N\u00eb Raportin e Partis\u00eb <em>Minoriteti Etnik Grek p\u00ebr t\u00eb Ardhmen<\/em>, n\u00eb list\u00ebn e donacioneve nga shqyrtimi i t\u00eb dy Raporteve (atij t\u00eb Vet\u00ebdeklarimit p\u00ebr zgjedhjet 2023 si dhe atij t\u00eb Financave Vjetore 2023) <strong>v\u00ebrehet se disa nga donacionet <\/strong>e fushat\u00ebs jan\u00eb t\u00eb p\u00ebrfshira tek t\u00eb ardhurat <strong>si dhe disa shpenzime<\/strong> t\u00eb kryera p\u00ebr fushat\u00ebn, <strong>por jo t\u00eb gjitha sikurse vendimi i KQZ p\u00ebrcakton<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Raportet e depozituar nga <strong>dy Parti Politike kan\u00eb vet\u00ebm t\u00eb dh\u00ebna minimale dhe nuk lejojn\u00eb asnj\u00eb verifikim<\/strong>. Lidhur me procesin dhe Raportet e Auditimit Financiar<\/a><\/h1>\n\n\n\n<p>Komisioneri Shtet\u00ebror i Zgjedhjeve n\u00ebp\u00ebrmjet vendimmarrjes s\u00eb tij em\u00ebroi 12 audit\u00eb ligjor\u00eb, ekspert\u00eb kontab\u00ebl t\u00eb licencuar, p\u00ebr auditimin e fondeve t\u00eb p\u00ebrfituara nga partit\u00eb politike p\u00ebr vitin kalendarik 2023.<\/p>\n\n\n\n<p>N\u00eb vijim t\u00eb monitorimit, KRIIK ka konsultuar t\u00eb gjitha Raportet Financiare t\u00eb partive politike p\u00ebr vitin 2023 si dhe Raportet e Audituesve Ligjor\u00eb p\u00ebr to, t\u00eb publikuara n\u00eb faqen e internetit t\u00eb KQZ-s\u00eb.<\/p>\n\n\n\n<p>Informacioni i p\u00ebrcjell\u00eb n\u00eb Raportin e hartuar nga Administrata <strong>\u00ebsht\u00eb paraqitur i nd\u00ebrlidhur<\/strong> me dor\u00ebzimin e Raporteve t\u00eb Vet\u00ebdeklarimit, si dhe i ndar\u00eb n\u00eb grupe t\u00eb ndryshme pavar\u00ebsisht problematik\u00ebs s\u00eb nj\u00ebjt\u00eb, \u00e7ka n\u00eb gjykimin e KRIIK e konfuzon informacionin e paraqitur.<\/p>\n\n\n\n<p>N\u00eb k\u00ebto kushte, <strong>p\u00ebr t\u00eb patur nj\u00eb panoram\u00eb edhe m\u00eb kon\u00e7ize e t\u00eb thjesht\u00eb t\u00eb problematik\u00ebs s\u00eb konstatuar, KRIIK ju p\u00ebrcjell n\u00eb form\u00eb tabelare informacionin e nxjerr\u00eb nga auditimi p\u00ebr secil\u00ebn parti sipas Raportit t\u00eb KQZ-s\u00eb dhe sipas monitorimit t\u00eb b\u00ebr\u00eb prej tij. <\/strong>(<em>shih Shtojc\u00ebn 3<\/em>).<\/p>\n\n\n\n<p>N\u00eb parantez\u00eb dhe p\u00ebrmbledhtazi, <strong>referuar Raporteve t\u00eb publikuara n\u00eb faqen e internetit t\u00eb KQZ-s\u00eb, Audit\u00ebt kan\u00eb p\u00ebrcjell\u00eb n\u00eb KQZ informacion p\u00ebr 101 Parti Politike<\/strong>, nga totali prej 132 partish.<\/p>\n\n\n\n<p>Informacioni i p\u00ebrcjell\u00eb nuk \u00ebsht\u00eb gjithmon\u00eb auditim. <strong>P\u00ebr 31 parti nuk ka asnj\u00eb informacion t\u00eb p\u00ebrcjell\u00eb nga audit\u00ebt n\u00eb KQZ<\/strong> (<em>shih Shtojc\u00ebn 4<\/em>).<\/p>\n\n\n\n<p>Nga kontrolli i 101 Raporteve t\u00eb Partive Poltike t\u00eb publikuara n\u00eb faqe rezulton se:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>P\u00ebr 19 Parti Politike,<strong> Audit\u00ebt kan\u00eb mundur realisht t\u00eb kryejn\u00eb procesin e auditimit, duke konkluduar me opinionin p\u00ebrkat\u00ebs. <\/strong>(P\u00ebr 15 parti n\u00eb opinion pa rezerv\u00eb dhe p\u00ebr 4 parti n\u00eb opinion me rezerv\u00eb \u2013 <em>shih Shtojc\u00ebn 5<\/em>).<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>P\u00ebr 82 Parti Politike,<strong> Audit\u00ebt kan\u00eb p\u00ebrcjell\u00eb informacion n\u00eb KQZ se nuk kan\u00eb mundur t\u2019i auditojn\u00eb<\/strong> p\u00ebr shkaqe t\u00eb ndryshme (<em>shih Shtojc\u00ebn 6<\/em>).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a id=\"_Toc194395531\">III.1. Kryq\u00ebzimi i t\u00eb dh\u00ebnave t\u00eb p\u00ebrfshira n\u00eb Raport dhe atyre t\u00eb konstatuara nga monitorimi<\/a><\/h2>\n\n\n\n<p>Nga shqyrtimi i Raportit t\u00eb hartuar nga Administrata e KQZ-s\u00eb v\u00ebrehet se \u00ebsht\u00eb paraqitur informacion nga audit\u00ebt p\u00ebr 131 subjekte, \u00e7ka n\u00ebse i referohemi publikimeve t\u00eb tyre n\u00eb faqen e internetit nuk \u00ebsht\u00eb i sakt\u00eb, pasi aty gjenden vet\u00ebm 101 Raporte t\u00eb publikuara.<\/p>\n\n\n\n<p>N\u00eb k\u00ebto kushte, nevojitet<strong> t\u00eb rishihet n\u00ebse kjo mosp\u00ebrputhje konsiston n\u00eb ngat\u00ebrres\u00eb p\u00ebrgjat\u00eb verifikimit<\/strong> <strong>apo n\u00eb mospublikimin e Raporteve p\u00ebrkat\u00ebse t\u00eb Audit\u00ebve,<\/strong> p\u00ebr t\u00eb cilat n\u00eb respektim t\u00eb kuadrit ligjor duhet t\u00eb procedohet me publikimin e tyre.<\/p>\n\n\n\n<p>N\u00eb \u00e7do rast, <strong>p\u00ebr 31 parti politike nuk ka asnj\u00eb informacion t\u00eb publikuar<\/strong> lidhur me kryerjen e auditimit, p\u00ebr rrjedhim KRIIK nuk mund t\u00eb p\u00ebrcjell\u00eb asnj\u00eb t\u00eb dh\u00ebn\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb <strong>p\u00ebr Partin\u00eb Ligj dhe Drejt\u00ebsi nuk ka informacion n\u00eb Raportin e KQZ-s\u00eb<\/strong> lidhur me auditimin e saj.<\/p>\n\n\n\n<p>Lidhur me t\u00eb dh\u00ebnat e nxjerra n\u00eb Raport nga Administrata e KQZ-s\u00eb, referuar Raporteve t\u00eb Auditimit, <strong>konkretisht n\u00eb pik\u00ebn 2 dhe 3 t\u00eb tij, pas ballafaqimit t\u00eb tyre me t\u00eb dh\u00ebnat e monitorimit nga KRIIK rezultojn\u00eb disa mosp\u00ebrputhje<\/strong> (<em>t\u00eb<\/em><em> paraqitura n\u00eb Shtojc\u00ebn 3<\/em>), t\u00eb cilat duhet t\u00eb rishikohen nga ana e Administrat\u00ebs s\u00eb KQZ <em>(partit\u00eb p\u00ebr t\u00eb cilat gjetjet e KRIIK nuk p\u00ebrputhen me ato t\u00eb administrat\u00ebs s\u00eb KQZ-s\u00eb jan\u00eb t\u00eb sh\u00ebnjuara)<\/em>.<strong><\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-small-font-size\"><a href=\"#_ftnref1\" id=\"_ftn1\">[1]<\/a> Neni 3, pika 3 e Kushtetut\u00ebs s\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb: \u201cBurimet financiare t\u00eb partive, si dhe shpenzimet e tyre b\u00ebhen kurdoher\u00eb publike.\u201d<\/p>\n\n\n\n<p class=\"has-small-font-size\"><a href=\"#_ftnref2\" id=\"_ftn2\">[2]<\/a> Neni 15\/1, pika 2 e Ligjit p\u00ebr Partit\u00eb Politike: \u201cFinancimi i partive politike udh\u00ebhiqet nga parimi i transparenc\u00ebs.
