ndershme politike<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb shqet\u00ebsim i dyt\u00eb i ngritur n\u00eb Q\u00ebndrimin Publik&nbsp;<strong>\u00ebsht\u00eb sfidimi i hapur i zbatimit t\u00eb ligjit dhe intimidimi i institucioneve t\u00eb pavarura.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Q\u00ebndrimi i Kuvendit t\u00eb Shqip\u00ebris\u00eb dhe i disa deputet\u00ebve t\u00eb maxhoranc\u00ebs, q\u00eb sfidojn\u00eb vendimmarrjen e KQZ-s\u00eb dhe synojn\u00eb ta vendosin at\u00eb n\u00eb sh\u00ebrbim t\u00eb interesave politike, d\u00ebmton r\u00ebnd\u00eb pavar\u00ebsin\u00eb e institucioneve t\u00eb pavarura, n\u00eb ve\u00e7anti t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve si organi sip\u00ebror q\u00eb garanton integritetin e KRIIK&nbsp;<strong>denoncon sulmet dhe intimidimin e hapur ndaj organizatave t\u00eb shoq\u00ebris\u00eb civile, ve\u00e7an\u00ebrisht ndaj organizatave q\u00eb monitorojn\u00eb zgjedhjet dhe mbrojn\u00eb standardet demokratike<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Diskursi p\u00ebr\u00e7ar\u00ebs dhe akuzat e pabazuara, si\u00e7 u v\u00ebrejt n\u00eb deklarimet e Deputetit Nasip Na\u00e7o gjat\u00eb seanc\u00ebs s\u00eb Komisionit t\u00eb Ankimimeve dhe Sanksioneve (KAS) m\u00eb 10 mars,&nbsp;<strong>p\u00ebrb\u00ebjn\u00eb nj\u00eb p\u00ebrpjekje p\u00ebr t\u00eb delegjitimuar z\u00ebrat kritik\u00eb dhe p\u00ebr t\u00eb dekurajuar pjes\u00ebmarrjen qytetare n\u00eb monitorimin e proceseve zgjedhore.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deklaratat e deputetit Na\u00e7o, t\u00eb b\u00ebra p\u00ebrpara trup\u00ebs vendimmarr\u00ebse t\u00eb KAS-it, synojn\u00eb jo vet\u00ebm t\u00eb v\u00ebn\u00eb n\u00eb dyshim legjitimitetin e denoncimeve t\u00eb KRIIK dhe integritetin e organizat\u00ebs, por edhe t\u00eb&nbsp;<strong>p\u00ebr\u00e7ojn\u00eb nj\u00eb mesazh dekurajues p\u00ebr t\u00eb gjith\u00eb aktor\u00ebt e shoq\u00ebris\u00eb civile, median dhe qytetar\u00ebt, duke i etiketuar si vegla t\u00eb opozit\u00ebs n\u00ebse adresojn\u00eb problematika me integritetin zgjedhor.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr m\u00eb tep\u00ebr, kur ky sulm nuk \u00ebsht\u00eb nj\u00eb rast i izoluar, por nj\u00eb vazhdim\u00ebsi e nj\u00eb qasjeje ku kritikat publike ndaj politikan\u00ebve, qeveris\u00eb, apo institucioneve&nbsp;<strong>publike tentohet t\u00eb heshten p\u00ebrmes retorik\u00ebs s\u00eb intimidimit dhe delegjitimimit.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T\u00eb tilla sulme jan\u00eb nj\u00eb strategji e qart\u00eb p\u00ebr t\u00eb kontrolluar narrativ\u00ebn publike dhe p\u00ebr t\u00eb penguar raportimin e pavarur mbi shkeljet e ligjit dhe fakti q\u00eb intensifikohen n\u00eb prag t\u00eb zgjedhjeve,&nbsp;&nbsp;<strong>duken t\u00eb ket\u00eb p\u00ebr q\u00ebllim minimizimin e mbik\u00ebqyrjes dhe reduktimin e transparenc\u00ebs<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb kuad\u00ebr, KRIIK kujton se n\u00eb dhjetor t\u00eb vitit t\u00eb e maxhoranc\u00ebs socialiste ndaj z\u00ebrit t\u00eb pavarur e kritik t\u00eb shoq\u00ebris\u00eb civile dhe Institucioneve t\u00eb Pavarura<\/h2>\n\n\n\n<p class=\"has-black-color has-text-color t\u00eb thell\u00eb lidhur me deklaratat intimiduese ndaj KRIIK dhe Komisionit Qendror t\u00eb Zgjedhjeve (KQZ) m\u00eb dat\u00ebn 10 mars 2025, n\u00eb seanc\u00ebn e Komisionit t\u00eb Ankimimeve dhe Sanksioneve (KAS) n\u00eb KQZ, nga Deputeti i maxhoranc\u00ebs, nj\u00ebkoh\u00ebsisht Kryetar i Komisionit Parlamentar t\u00eb Siguris\u00eb, z. Nasip Na\u00e7o.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb referimin e tij t\u00eb par\u00eb gjat\u00eb seanc\u00ebs s\u00eb KAS, prej 4 minutash, n\u00eb mbrojtje t\u00eb <a href=\"https:\/\/kuvendiwebfiles.blob.core.windows.net\/webfiles\/202501100943133248Projektligji%20dhe%20relacioni.pdf\">projektligjit \u201c<em>P\u00ebr disa shtesa dhe ndryshime n\u00eb ligjin nr.<\/em> <em>81\/2020<\/em><\/a><em> \u201cP\u00ebr t\u00eb drejtat dhe trajtimin e t\u00eb d\u00ebnuarve me burgim dhe t\u00eb paraburgosurve<\/em>\u201d, i ndaluar me vendim<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a> t\u00eb Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve (KSHZ), pas denoncimit<a href=\"#_ftn2\" id=\"_ftnref2\">[2]<\/a> t\u00eb b\u00ebr\u00eb prej KRIIK si ligj q\u00eb bie n\u00eb kund\u00ebrshtim me nenin 91 t\u00eb Kodit zgjedhor p\u00ebr afatet e miratimit t\u00eb tij, &nbsp;z. Na\u00e7o, n\u00eb vend q\u00eb t\u00eb argumentonte ligj\u00ebrisht rr\u00ebzimin e Vendimit t\u00eb KSHZ, <strong>u morr me KRIIK si denoncues<\/strong> duke e p\u00ebrmendur plot 5 her\u00eb at\u00eb, <strong>me Komisionerin duke ironizuar vendimin e tij<\/strong>, si dhe <strong>me vet\u00eb KAS-in duke e sfiduar paraprakisht disa her\u00eb vendimmarrjen e tij si pjes\u00eb t\u00eb q\u00ebllimeve t\u00eb KRIIK e t\u00eb opozit\u00ebs, e rrjedhimisht edhe duke e orientuar at\u00eb<\/strong><a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK ishte prezent n\u00eb seanc\u00eb n\u00eb vijim t\u00eb monitorimit t\u00eb pand\u00ebrprer\u00eb q\u00eb i b\u00ebhet veprimtaris\u00eb s\u00eb KQZ-s\u00eb prej m\u00eb shum\u00eb se nj\u00eb dekade, p\u00ebrpos monitorimit n\u00eb t\u00ebr\u00ebsi t\u00eb situat\u00ebs parazgjedhore dhe t\u00eb gjith\u00eb zhvillimeve t\u00eb tjera institucionale e politike q\u00eb afektojn\u00eb integritetin e zgjedhjeve, konsolidimin e zbatimit t\u00eb ligjit dhe t\u00eb nd\u00ebrtimit t\u00eb shtetit ligjor e t\u00eb s\u00eb drejt\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrsa p\u00ebr veprimtarin\u00eb, performanc\u00ebn dhe vendimmarrjet e KQZ-s\u00eb, p\u00ebrfshir\u00eb trajtimin e denoncimeve t\u00eb KRIIK, do t\u00eb publikohen Raporte t\u00eb Posa\u00e7me Monitorimi n\u00eb vijim, <strong>shihet e domosdoshme q\u00eb t\u00eb sillen n\u00eb v\u00ebmendje t\u00eb Opinionit t\u00eb gjer\u00eb Publik, e ve\u00e7an\u00ebrisht t\u00eb t\u00eb gjith\u00eb Aktor\u00ebve Vendas e Nd\u00ebrkomb\u00ebtar\u00eb,&nbsp; <u>shqet\u00ebsimet serioze<\/u>, <\/strong>&nbsp;t\u00eb cilat gjykohet se mbarten nga kjo ngjarje e ndodhur n\u00eb sall\u00ebn e mbledhjeve t\u00eb KQZ-s\u00eb n\u00ebn petkun e p\u00ebrfaq\u00ebsuesve t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb e q\u00eb <strong><u>renditen m\u00eb posht\u00eb:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em><u>N\u00eb parantez\u00eb<\/u><\/em><\/strong> b\u00ebhet me dije se Raportet e fundit t\u00eb ODIHR, sikurse edhe t\u00eb KRIIK, konstatojn\u00eb <strong>problemin madhor t\u00eb shp\u00ebrdorimit t\u00eb burimeve publike n\u00eb zgjedhje<\/strong>, ndaj KRIIK po i kushton v\u00ebmendje t\u00eb ve\u00e7ant\u00eb pik\u00ebrisht funksionimit t\u00eb mekanizmit t\u00eb parashikuar nga ligji, duke e par\u00eb at\u00eb n\u00eb kuptimin e plot\u00eb e t\u00eb gjer\u00eb t\u00eb parashikuar prej tij, pra jo thjesht si nj\u00eb mekaniz\u00ebm i shp\u00ebrdorimit t\u00eb burimeve shtet\u00ebrore, n\u00eb kuptimin material apo financiar, sikurse tentohet t\u00eb keqinformohet publiku prej disa aktor\u00ebve t\u00eb maxhoranc\u00ebs, por edhe n\u00eb kuptimin e p\u00ebrdorimit t\u00eb funksionit publik dhe autoritetit shtet\u00ebror p\u00ebr t\u00eb krijuar avantazh elektoral p\u00ebr partin\u00eb n\u00eb pushtet.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; P\u00ebr m\u00eb tep\u00ebr, KRIIK po p\u00ebrpiqet t\u00eb monitoroj\u00eb e minimizoj\u00eb edhe p\u00ebrdorimin e burimeve publike si <strong>nj\u00eb form\u00eb t\u00eb drejtp\u00ebrdrejt t\u00eb orientimit, intimidimit apo edhe shantazhit politik q\u00eb iu b\u00ebhet qytetar\u00ebve p\u00ebrpara zgjedhjeve<\/strong>, sikurse konsideron edhe miratimin e projekt-ligjit n\u00eb fjal\u00eb prej Kuvendit t\u00eb Shqip\u00ebris\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; N\u00eb k\u00ebt\u00eb mision t\u00eb tij, KRIIK \u00ebsht\u00eb duke mb\u00ebshtetur fort KQZ-n\u00eb dhe duke u p\u00ebrpjekur t\u00eb nxis\u00eb rolin q\u00eb duhet t\u00eb luaj\u00eb ky Institucion n\u00eb p\u00ebrmbushje t\u00eb detyrimeve t\u00eb Kodit Zgjedhor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb kuptim, KRIIK paraqet tipologji t\u00eb ndryshme shkeljesh, duke i plot\u00ebsuar me fakte dhe interpretim t\u00eb plot\u00eb t\u00eb ligjit, por duke i k\u00ebrkuar KQZ-s\u00eb q\u00eb k\u00ebto denoncime t\u2019i marr\u00eb si indicie, pasi gjykon se duhet t\u00eb jet\u00eb vet\u00eb KQZ-ja q\u00eb t\u00eb nis\u00eb dhe t\u00eb kryej\u00eb nj\u00eb hetim t\u00eb plot\u00eb administrativ, sikurse edhe ligji parashikon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; N\u00eb k\u00ebt\u00eb kuad\u00ebr \u00ebsht\u00eb b\u00ebr\u00eb edhe denoncimi i b\u00ebr\u00eb lidhur me projektligjin nr. 81\/2020, i cili ishte <strong>ende duke u diskutuar n\u00eb komisionet parlamentare dhe pritej t\u00eb miratohej n\u00eb periudh\u00ebn e ndaluar nga ligji, pasi ofron p\u00ebrfitime t\u00eb drejt\u00ebp\u00ebrdrejta p\u00ebr kategori t\u00eb caktuara t\u00eb popullsis\u00eb, <\/strong>konkretisht t\u00eb atyre q\u00eb vuajn\u00eb d\u00ebnimin n\u00eb sistemin peniteciar n\u00eb vend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em><u>S\u00eb pari,<\/u><\/em><\/strong> konsiderohet si <strong>tejet shqet\u00ebsuese vijim\u00ebsia e maxhoranc\u00ebs p\u00ebr t\u00eb zhb\u00ebr\u00eb t\u00ebr\u00eb kuadrit rregullator ligjor q\u00eb pengon p\u00ebrdorimin e burimeve publike<\/strong> n\u00eb funksion t\u00eb partive politike, ve\u00e7an\u00ebrisht t\u00eb partis\u00eb politike n\u00eb pushtet, Partis\u00eb Socialiste.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo qasje \u00ebsht\u00eb par\u00eb <strong>n\u00eb interpretime t\u00eb ndryshme q\u00eb i b\u00ebhen ligjit larg t\u00eb v\u00ebrtet\u00ebs<\/strong>, <strong>\u00e7ka \u00ebsht\u00eb konstatuar edhe n\u00eb q\u00ebndrimet zyrtare t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb<\/strong>, administrat\u00ebs s\u00eb tij dhe vet\u00eb Deputet\u00ebve t\u00eb maxhoranc\u00ebs, qofshin k\u00ebta edhe Drejtues t\u00eb Komisioneve t\u00eb p\u00ebrhershme n\u00eb Kuvend, t\u00eb cil\u00ebt konsiderojn\u00eb favorizim vet\u00ebm p\u00ebrfitimet financiare dhe kur efektet e zbatimit t\u00eb ligjit p\u00ebr to jan\u00eb t\u00eb menj\u00ebhershmee p\u00ebrfitohen vet\u00ebm brenda 4-mujorit p\u00ebrpara dat\u00ebs s\u00eb zgjedhjeve, pra nga data 11 janar \u2013 11 maj 2025, <strong>\u00e7ka p\u00ebrb\u00ebn nj\u00eb interpretim t\u00ebr\u00ebsisht t\u00eb gabuar dhe t\u00eb kund\u00ebrligjsh\u00ebm.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; P\u00ebr fat t\u00eb keq, <strong>kjo qasje jo korrekte dhe e shtremb\u00ebruar aplikohet edhe nga shumica e an\u00ebtar\u00ebve t\u00eb <\/strong><strong>Komisionit t\u00eb Ankimimeve dhe Sanksioneve (KAS),<\/strong> megjith\u00ebse jan\u00eb nj\u00eb nd\u00ebr Organet Drejtuese t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve, t\u00eb cil\u00ebt ligji i ngarkon p\u00ebr t\u00eb kund\u00ebrt\u00ebn. &nbsp;Dy vendimmarrjet e fundit t\u00eb tyre, pa llogaritur ato t\u00eb viteve t\u00eb m\u00ebparshme, jan\u00eb n\u00eb rastin m\u00eb t\u00eb mir\u00eb nj\u00eb kuptim dhe aplikim jo i drejt\u00eb i ligjit, n\u00eb favor t\u00eb maxhoranc\u00ebs n\u00eb pushtet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lidhur me k\u00ebt\u00eb shqet\u00ebsim, sillet n\u00eb v\u00ebmendje se kuadri ligjor aktual u p\u00ebrmir\u00ebsua pas dakord\u00ebsis\u00eb politike t\u00eb arritur n\u00eb 5 qershor 2020, ku shp\u00ebrdorimi i burimeve shtet\u00ebrore ishte nj\u00eb nga problemet m\u00eb madhore q\u00eb u adresuan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Kuvendi i Shqip\u00ebris\u00eb me miratimin e t\u00ebr\u00eb paket\u00ebs ligjore (Kodit Zgjedhor) lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje me synimin p\u00ebr t\u00eb siguruar parimin e barazis\u00eb n\u00eb zgjedhje, shkoi deri aty <strong>sa parashikoi n\u00eb Kod kufizimin e vetvetes<\/strong> duke <strong>ndaluar n\u00eb t\u00eb ardhmen propozimin, miratimin ose nxjerrjen e akteve ligjore edhe nga vet\u00eb Kuvendi, t\u00eb cilat parashikojn\u00eb dh\u00ebnien e p\u00ebrfitimeve p\u00ebr kategori t\u00eb caktuara t\u00eb popullsis\u00eb gjat\u00eb periudh\u00ebs kat\u00ebr muaj para dat\u00ebs s\u00eb zgjedhjeve deri n\u00eb formimin e qeveris\u00eb s\u00eb re pas zgjedhjeve <\/strong><em>(neni 91, pika 4 e Kodit Zgjedhor).<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; P\u00ebr k\u00ebt\u00eb q\u00ebllim Kodi (neni 91, pika 5)<strong> p\u00ebrcaktoi se KQZ-ja nxjerr udh\u00ebzime t\u00eb holl\u00ebsishme p\u00ebr t\u00eb p\u00ebrcaktuar p\u00ebrdorimin dhe shp\u00ebrdorimin e burimeve publike, t\u00eb cilat u detajuan n\u00eb vendimin nr. 9 dat\u00eb 24.12.2020 t\u00eb Komisionit Rregullator (KRR) t\u00eb saj.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky i fundit n\u00eb zbatim t\u00eb Kodit, <strong>ngarkoi si p\u00ebrgjegj\u00ebs drejtp\u00ebrdrejt\u00eb Kryetaren e Kuvendit dhe Sekretarin e K\u00ebshillit t\u00eb Ministrave<\/strong> (n\u00eb rastin e miratimit t\u00eb Vendimeve t\u00eb K\u00ebshillit t\u00eb Ministrave).&nbsp; N\u00eb k\u00ebt\u00eb Vendim, n\u00eb nenin 3 pika 5 p\u00ebrcaktohet se:&nbsp; \u201cN\u00eb zbatim t\u00eb ndalimit t\u00eb p\u00ebrcaktuar n\u00eb pik\u00ebn 3, t\u00eb k\u00ebtij neni, Kryetari i Kuvendit dhe Sekretari i P\u00ebrgjithsh\u00ebm i K\u00ebshillit t\u00eb Ministrave <a>marrin masa p\u00ebr t\u00eb mos vendosur ose propozojn\u00eb t\u00eb mos vendosen n\u00eb rend t\u00eb dit\u00ebs t\u00eb institucioneve respektive p\u00ebr shqyrtim dhe miratim, aktet e p\u00ebrmendura <\/a>n\u00eb pik\u00ebn 3 t\u00eb k\u00ebtij neni\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aktet t\u00eb cilat ndalohen nga ligji jan\u00eb t\u00eb tilla si aktet q\u00eb parashikojn\u00eb rritjen e pagave, pensioneve, mb\u00ebshtetjes ekonomike apo sociale, uljen ose heqjen e taksave, vendosjen e amnistive fiskale, privatizimin apo dh\u00ebnien e pasurive a t\u00eb shp\u00ebrblimeve<strong>, etj.,<\/strong>&nbsp; ku bazuar n\u00eb t\u00ebr\u00eb kuadrin rregullator n\u00eb fuqi, <strong>me \u201cetj.\u201d konsiderohen edhe akte t\u00eb tjera q\u00eb sjellin nj\u00eb favorizim apo dhe premtime p\u00ebr favorizim, me efekt t\u00eb menj\u00ebhersh\u00ebm apo t\u00eb m\u00ebvonsh\u00ebm pas zgjedhjeve<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Nga ana tjet\u00ebr, ligji p\u00ebrcakton qart\u00eb se <strong>periudha kohore kur ndalohet propozimi apo miratimi i akteve, qofshin k\u00ebto me p\u00ebrfitime t\u00eb drejt\u00ebp\u00ebrdrejta apo me premtime p\u00ebr t\u00eb tilla<\/strong>, i aplikuar p\u00ebr k\u00ebto zgjedhje,<strong> p\u00ebrfshin periudh\u00ebn nga data 11 janar 2025 deri m\u00eb shtator 2025<\/strong>, kur pritet t\u00eb miratohet Qeveria e re nga Kuvendi i dal\u00eb nga zgjedhjet e 11 majit 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po ashtu, Kodi Zgjedhor, si nj\u00eb ligj i miratuar me shumic\u00eb t\u00eb cil\u00ebsuar, parashikon edhe rastet se kur mund t\u00eb miratohen akte t\u00eb k\u00ebsaj natyre. Sipas tij, Kuvendi mund t\u00eb propozoj\u00eb e miratoj\u00eb akte t\u00eb tilla <strong>vet\u00ebm n\u00eb rastet kur nisma kusht\u00ebzohet nga gjendje t\u00eb fatkeq\u00ebsis\u00eb natyrore<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em><u>S\u00eb dyti,<\/u><\/em><\/strong> konsiderohet <strong>tejet shqet\u00ebsues q\u00ebndrimi sfidues i maxhoranc\u00ebs ndaj zbatimit t\u00eb ligjit dhe ai intimidues ndaj Institucioneve t\u00eb Pavarura.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Q\u00ebndrimi i Kuvendit t\u00eb Shqip\u00ebris\u00eb, administrat\u00ebs s\u00eb tij dhe i disa Deputet\u00ebve t\u00eb maxhoranc\u00ebs socialiste, p\u00ebrfshir\u00eb drejtues komisionesh parlamentare, <strong>n\u00eb kund\u00ebrshtim me parashikimet e ligjit, duke e sfiduar at\u00eb dhe intimiduar pavar\u00ebsin\u00eb<\/strong> n\u00eb vendimmarrje t\u00eb Institucionit t\u00eb KQZ-s\u00eb, &nbsp;&nbsp;\u00ebsht\u00eb <strong>nj\u00eb q\u00ebndrim n\u00eb vijim\u00ebsi<\/strong><a href=\"#_ftn4\" id=\"_ftnref4\"><strong>[4]<\/strong><\/a><strong> dhe alarmant p\u00ebr zbatimin prej tyre t\u00eb ligjit zgjedhor <\/strong>dhe akteve n\u00ebnligjore t\u00eb KQZ-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Situata e pazakont\u00eb e vijimit t\u00eb punimeve t\u00eb Parlamentit aktual deri n\u00eb fund t\u00eb Korrikut 2025, nd\u00ebrkoh\u00eb q\u00eb n\u00eb Maj zgjidhet Parlamenti i ri sikurse Kodi Zgjedhor parashikon, nga nj\u00ebra an\u00eb, dhe qasja moszbatuese e ligjit p\u00ebr mos shp\u00ebrdorimin e funksionit publik n\u00eb dobi t\u00eb interesave t\u00eb maxhoranc\u00ebs n\u00eb pushtet apo grupeve t\u00eb caktuara t\u00eb saj, nga ana tjet\u00ebr, <strong>jep mund\u00ebsin\u00eb e krijimit t\u00eb nj\u00eb shtegu paligjshm\u00ebrie dhe pap\u00ebrgjegjshm\u00ebrie t\u00eb rrezikshme p\u00ebr funksionimin normal t\u00eb parlamentit dhe t\u00eb nj\u00eb shteti demokratik e ligjor <\/strong>n\u00eb periudh\u00ebn e mbetur t\u00eb mandatit t\u00eb k\u00ebsaj legjislature, p\u00ebrfshir\u00eb periudh\u00ebn parazgjedhore t\u00eb mbetur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK ka kritikuar disa her\u00eb<a href=\"#_ftn5\" id=\"_ftnref5\">[5]<\/a> pamund\u00ebsin\u00eb e Parlamentit p\u00ebr t\u00eb funksionuar normalisht dhe p\u00ebrmbushur e ushtruar detyrat e tij, sikurse Kushtetuta e Ligji parashikon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo m\u00ebnyr\u00eb funksionimi ka krijuar nd\u00ebrkoh\u00eb nj\u00eb klim\u00eb shpesh arbitrare e prepotente t\u00eb maxhoranc\u00ebs n\u00eb Parlament e jasht\u00eb saj, nj\u00eb sjellje e papranueshme e cila duket se \u00ebsht\u00eb shtrir\u00eb edhe m\u00eb tej, <strong>duke \u00e7uar n\u00eb nj\u00eb klim\u00eb tejet t\u00eb polarizuar n\u00eb vend e n\u00eb qasje k\u00ebrc\u00ebnuese e intimiduese, sikurse edhe deklarimet e Kryetarit t\u00eb Komisionit Parlamentar t\u00eb Siguris\u00eb<\/strong> n\u00eb seanc\u00ebn s\u00eb h\u00ebn\u00ebs n\u00eb sall\u00ebn e KQZ-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fakti q\u00eb z. Na\u00e7o p\u00ebrpos se deputet n\u00eb disa legjislatura, \u00ebsht\u00eb nj\u00eb jurist me p\u00ebrvoj\u00eb dhe nj\u00eb ish-Minist\u00ebr i Drejt\u00ebsis\u00eb <strong>e b\u00ebn akoma m\u00eb t\u00eb r\u00ebnd\u00eb nd\u00ebrhyrjen intimiduese t\u00eb tij n\u00eb seanc\u00ebn e KAS-it n\u00eb KQZ<\/strong>, nd\u00ebrkoh\u00eb q\u00eb ishte aty edhe si p\u00ebrfaq\u00ebsues i Kuvendit t\u00eb Shqip\u00ebris\u00eb, pasi ai personalisht nuk ishte pal\u00eb n\u00eb proces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp; Deklarimi i tij se <em>\u201c&#8230; <u>nuk do t\u00eb doja t\u00eb zgjatesha edhe n\u00eb lidhje me vendimin<\/u> q\u00eb \u00ebsht\u00eb marr\u00eb nga Komisioneri. Kur n\u00eb ligj parashikohet q\u00eb merr vendime, urdhra dhe udh\u00ebzime. Komisioneri ka dh\u00ebn\u00eb rekomandim. <u>Tani ta hapim fjalorin dhe t\u00eb shohim se kush \u00ebsht\u00eb udh\u00ebzimi e rekomandimi. Un\u00eb besoj q\u00eb nuk dua t\u00eb merrem me k\u00ebto terma<\/u>. &#8230;\u201d, <\/em>\u00ebsht\u00eb i papranuesh\u00ebm, n\u00eb gjykimin e KRIIK, pasi <strong>gjykon dhe ironizon aft\u00ebsin\u00eb dhe vendimmarrjen e Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve<\/strong> pa u marr\u00eb aspak me p\u00ebrmbajtjen e vendimit q\u00eb ishte ankimuar, nd\u00ebrkoh\u00eb q\u00eb nga ana tjet\u00ebr i jepet mesazh dhe i t\u00ebrhiqet v\u00ebmendja p\u00ebr \u201cnj\u00eb vendimmarrje t\u00eb duhur\u201d edhe an\u00ebtar\u00ebve t\u00eb KAS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Po ashtu Deklarimet e p\u00ebrs\u00ebritura t\u00eb tij ndaj an\u00ebtar\u00ebve t\u00eb Komisionit t\u00eb Ankimimeve dhe Sanksioneve (KAS) se <em>\u201c<\/em><em>&#8230; <u>dhe n\u00ebse ju do e miratoni sot, mund\u00ebsi q\u00eb t\u00eb kaloj\u00eb nuk ka<\/u>. Ia ka arritur q\u00ebllimit. Mund t\u00eb them q\u00eb, <u>at\u00eb q\u00eb s\u2019e b\u00ebri opozita e ka b\u00ebr\u00eb KRIIK-u si lev\u00eb ritransmesioni<\/u>.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>&#8230; <\/em><em><u>Vendimi juaj si do t\u00eb jet\u00eb nuk ka m\u00eb efekte<\/u><\/em><em>. KRIIK-u ia ka arritur q\u00ebllimeve.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>&#8230; <\/em><em>\u00cbsht\u00eb n\u00eb vler\u00ebsimin tuaj <u>p\u00ebr t\u00eb marr\u00eb vendimin e duhur<\/u>, por thash\u00eb, <u>vendimi juaj si do q\u00eb t\u00eb jet\u00eb<\/u>, KRIIK-u ia ka arritur q\u00ebllimit. &#8230;\u201d,&nbsp; <\/em>jan\u00eb t\u00eb pakuptimta dhe t\u00eb papranueshme, n\u00eb gjykimin e KRIIK, pasi nuk jan\u00eb gj\u00eb tjet\u00ebr ve\u00e7se <strong>mesazhe ndaj an\u00ebtar\u00ebve t\u00eb KAS<\/strong> p\u00ebr t\u00eb ulur rolin dhe dobin\u00eb e vendimmarrjes s\u00eb tyre, duke nxitur nga ana tjet\u00ebr reagimin e kund\u00ebrt tek ata <strong>p\u00ebr t\u00eb marr\u00eb \u201cvendimin e duhur\u201d dhe p\u00ebr t\u00eb mos r\u00ebn\u00eb edhe ata n\u00eb sh\u00ebrbim t\u00eb opozit\u00ebs apo q\u00ebllimeve t\u00eb KRIIK-ut<\/strong>, i cili tashm\u00eb, sipas z. Na\u00e7o, \u00ebsht\u00eb b\u00ebr\u00eb veg\u00ebl e opozit\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkoh\u00eb q\u00eb z. Na\u00e7o kishte shkuar n\u00eb seanc\u00eb p\u00ebr t\u00eb ankimuar vendimin\/rekomandimin e ndalimit t\u00eb projekt-ligjit t\u00eb Komisionerit, e quan pa dobi \u00e7far\u00ebdolloj vendimmarrjeje t\u00eb KAS, pasi, sipas tij tashm\u00eb \u201cmund\u00ebsi q\u00eb t\u00eb kaloj\u00eb [projekt-ligji] nuk ka\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;&nbsp;&nbsp;&nbsp; Ky q\u00ebndrim i z. Na\u00e7o, pak minuta m\u00eb von\u00eb ndryshon t\u00ebr\u00ebsisht<\/strong>. N\u00eb p\u00ebrgjigje t\u00eb pyetjes<a href=\"#_ftn6\" id=\"_ftnref6\">[6]<\/a> s\u00eb b\u00ebr\u00eb nga nj\u00eb prej an\u00ebtar\u00ebve t\u00eb KAS, se a jan\u00eb nd\u00ebrprer\u00eb seancat plenare, meq\u00eb sipas tij do t\u00eb shtyhet tanim\u00eb miratimi i k\u00ebtij projektligji p\u00ebr parlamentin tjet\u00ebr, ai p\u00ebrgjigjet se <em>\u201cnuk e thash\u00eb n\u00eb k\u00ebt\u00eb kuptim. Ne mund t\u00eb kemi nj\u00eb apo dy seanca sipas kalendarit, pastaj nd\u00ebrpritet parlamenti p\u00ebr t\u00eb kaluar n\u00eb fushat\u00eb elektorale. Do kthehemi n\u00eb dat\u00eb 20 maj, do vazhdoj\u00eb deri n\u00eb fund t\u00eb korrikut. Nuk thash\u00eb q\u00eb do t\u00eb jet\u00eb p\u00ebr parlamentin tjet\u00ebr. Do shtyhet p\u00ebr k\u00ebto koh\u00eb. &#8230;\u201d, <\/em><strong>duke faktuar k\u00ebshtu qasjen e q\u00ebllimt\u00eb dhe intimiduese t\u00eb tij me deklarimet e m\u00ebparshme t\u00eb b\u00ebra<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po ashtu, <strong>konsiderohet totalisht e papranueshme dhe absurde<\/strong> q\u00eb vet\u00eb z.
