si dhe, n\u00eb or\u00ebn 17.52, projektvendimi \u201c<em>P\u00ebr disa shtesa dhe ndryshime n\u00eb vendimin nr. 9, dat\u00eb 24.12.2020, i ndryshuar, t\u00eb Komisionit Rregullator, \u201cP\u00ebr rregullat e raportimit t\u00eb veprimtarive me karakter publik t\u00eb \u00e7do institucioni publik, e me kapital shtet\u00ebror, agjencive, enteve shtet\u00ebrore, kategorit\u00eb e veprimtarive t\u00eb ndaluara, si dhe monitorimin e veprimtaris\u00eb, sjelljes dhe p\u00ebrdorimit t\u00eb burimeve njer\u00ebzore, financiare dhe logjistike t\u00eb administrat\u00ebs shtet\u00ebrore para zgjedhjeve<\/em>\u201d, projekt-akt i dy An\u00ebtar\u00ebve t\u00eb Komisionit Rregullator.&nbsp;<\/p>\n\n\n\n<p>Na lejoni t\u00eb ri-sjellim n\u00eb v\u00ebmendjen tuaj se KRIIK ka qen\u00eb nj\u00eb nd\u00ebr aktor\u00ebt q\u00eb n\u00eb vazhdim\u00ebsi ka theksuar nevoj\u00ebn p\u00ebr amendimin e Vendimit nr. 9, qoft\u00eb kjo n\u00ebp\u00ebrmjet k\u00ebrkesave zyrtare d\u00ebrguar pran\u00eb KQZ, qoft\u00eb n\u00eb tryezat publike t\u00eb zhvilluara p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, apo edhe n\u00eb takime jo publike.&nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Gjithashtu, KRIIK, si edhe aktor\u00eb t\u00eb tjer\u00eb vendas apo nd\u00ebrkomb\u00ebtar\u00eb, e ka identifikuar problematik\u00ebn q\u00eb adreson ky Vendim si nj\u00eb nga problematikat kryesore t\u00eb s\u00eb paku dy proceseve t\u00eb fundit zgjedhore dhe \u00ebsht\u00eb investuar n\u00eb vazhdim\u00ebsi p\u00ebr adresimin e saj, si n\u00ebp\u00ebrmjet raporteve e denoncimeve t\u00eb d\u00ebrguara lidhur me t\u00eb, ashtu edhe me rekomandime konkrete p\u00ebr p\u00ebrmir\u00ebsim t\u00eb mekanizmit parandalues.&nbsp;<\/p>\n\n\n\n<p>Konstatohet me shqet\u00ebsim se, p\u00ebr sa \u00ebsht\u00eb par\u00eb deri m\u00eb tani, edhe n\u00eb k\u00ebto zgjedhje problematika mbetet mjaft e mpreht\u00eb.<\/p>\n\n\n\n<p>Th\u00ebn\u00eb sa m\u00eb sip\u00ebr, KRIIK gjykon se <strong>iniciativa p\u00ebr p\u00ebrmir\u00ebsimin e vendimit nr. 9\/2020 t\u00eb Komisionit Rregullator, \u00ebsht\u00eb tejet pozitive<\/strong>, dhe n\u00eb parim t\u00eb dy projekt-aktet e p\u00ebrcjell\u00eb p\u00ebr konsultim sjellin amendime q\u00eb kan\u00eb potencialin t\u00eb p\u00ebrmir\u00ebsojn\u00eb ndjesh\u00ebm kuadrin rregullator p\u00ebr parandalimin e p\u00ebrdorimit t\u00eb burimeve shtet\u00ebrore dhe autoritetit shtet\u00ebror p\u00ebr avantazh elektoral.&nbsp;<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, <strong>t\u00eb dy aktet e p\u00ebrcjell\u00eb plot\u00ebsojn\u00eb nj\u00ebri-tjetrin<\/strong>, duke e vendosur theksin n\u00eb element\u00eb t\u00eb ndrysh\u00ebm, ndaj <strong>do t\u00eb ishte e udh\u00ebs<\/strong> <strong>t\u00eb paraqiteshin si nj\u00eb i vet\u00ebm, p\u00ebr t\u00eb patur nj\u00eb projekt-akt sa m\u00eb t\u00eb unifikuar e m\u00eb t\u00eb plot\u00eb.<\/strong> Nd\u00ebrkoh\u00eb q\u00eb t\u00eb tjer\u00eb element\u00eb mund t\u00eb shtohen ende n\u00eb Vendim, q\u00eb do ta adresonin problematik\u00ebn n\u00eb m\u00ebnyr\u00eb akoma m\u00eb t\u00eb plot\u00eb.&nbsp;<\/p>\n\n\n\n<p>Duke qen\u00eb se problematika q\u00eb adreson ky vendim mbetet komplekse, KRIIK \u00ebsht\u00eb i mendimit <strong>se koha e vendosur n\u00eb dispozicion p\u00ebr konsultim nga KQZ-ja \u00ebsht\u00eb e pamjaftueshme<\/strong> p\u00ebr nj\u00eb adresim t\u00eb plot\u00eb e t\u00eb duhur.&nbsp;<\/p>\n\n\n\n<p>Referuar gjith\u00eb sa m\u00eb sip\u00ebr, si edhe faktit se afati ligjor i fillimit t\u00eb implementimit t\u00eb mekanizmit t\u00eb raportimit e mbik\u00ebqyrjes ka filluar tashm\u00eb, gjykohet se <strong>komponenti koh\u00eb n\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb procesit nuk duhet t\u00eb jet\u00eb tejet shtr\u00ebngues<\/strong>.<\/p>\n\n\n\n<p>N\u00eb k\u00ebto kushte, KRIIK Ju drejtohet juve <strong>t\u00eb Nderuar An\u00ebtar\u00eb t\u00eb Trupave Drejtuese t\u00eb KQZ-s\u00eb <\/strong>q\u00eb:<\/p>\n\n\n\n<p><strong><em><u>S\u00eb pari<\/u><\/em><\/strong>, n\u00eb frym\u00ebn e bashk\u00ebpunimit p\u00ebr realizimin e amendimeve t\u00eb nj\u00eb akti tejet t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr shkak t\u00eb problematik\u00ebs madhore q\u00eb adreson,&nbsp;&nbsp; t\u00eb <strong>bashk\u00ebrendoni hapat si organe t\u00eb t\u00eb nj\u00ebjtit Institucion e t\u00eb nd\u00ebrveproni me nj\u00ebri-tjetrin duke konkluduar n\u00eb nj\u00eb akt t\u00eb vet\u00ebm n\u00ebnligjor, <\/strong>i cili t\u00eb p\u00ebrfshij\u00eb n\u00eb p\u00ebrmbajtjen e tij t\u00eb dy projekt-aktet e p\u00ebrcjella p\u00ebr konsultim, duke e amenduar apo edhe z\u00ebvend\u00ebsuar t\u00ebr\u00ebsisht Vendimin nr. 9\/2020.<\/p>\n\n\n\n<p>\u00cbsht\u00eb e nevojshme q\u00eb n\u00eb k\u00ebt\u00eb projek-akt t\u00eb adresohen t\u00ebr\u00eb problematikat dhe p\u00ebrvoja e p\u00ebrfituar nga zgjedhjet e 2021, 2022, 2023 dhe periudha parazgjedhore e deritanishme e zgjedhjeve t\u00eb 11 majit 2025.&nbsp;<\/p>\n\n\n\n<p>Po ashtu nevojitet q\u00eb ky akt t\u00eb p\u00ebrfshij\u00eb n\u00eb p\u00ebrmbajtjen e tij nevojat p\u00ebr p\u00ebrmir\u00ebsim e ndryshime t\u00eb arsyetuara dhe konkluduara nga KAS n\u00eb vendimmarrjen e tij p\u00ebrgjat\u00eb vitit 2022 dhe 2023.&nbsp;<\/p>\n\n\n\n<p><strong><em><u>S\u00eb dyti<\/u><\/em><\/strong>, pas konkludimit n\u00eb nj\u00eb akt t\u00eb vet\u00ebm,&nbsp;
