Komisioner!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;&nbsp;&nbsp;&nbsp;T\u00eb nderuar An\u00ebtar\u00eb t\u00eb Komisionit Rregullator!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;&nbsp;&nbsp;&nbsp;T\u00eb nderuar An\u00ebtar\u00eb t\u00eb Komisionit t\u00eb Ankimimeve dhe Sanksioneve!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;&nbsp;&nbsp;&nbsp;T\u00eb nderuar Drejtues t\u00eb Administrat\u00ebs s\u00eb KQZ-s\u00eb!<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb kuad\u00ebr t\u00eb gjith\u00eb bashk\u00ebpunimit t\u00eb deritanish\u00ebm me Institucionin e KQZ-s\u00eb,&nbsp;<strong>bashk\u00ebpunim p\u00ebr t\u00eb cilin shprehet s\u00ebrish falenderim<\/strong>, bazuar n\u00eb problematikat e v\u00ebrejtura n\u00eb proceset pararend\u00ebse zgjedhore si dhe n\u00eb p\u00ebrvoj\u00ebn e ekspertiz\u00ebn e tij, KRIIK ju paraqet nevoj\u00ebn p\u00ebr marrjen n\u00eb konsiderat\u00eb prej Jush t\u00eb gjith\u00eb sa m\u00eb posht\u00eb vijon:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb prag t\u00eb Zgjedhjeve p\u00ebr Kuvendin e Shqip\u00ebris\u00eb t\u00eb vitit 2025, KRIIK, sikurse b\u00ebri me dije dhe parashtroi n\u00eb takimin me Komisionerin m\u00eb dat\u00eb 25 n\u00ebntor 2024 dhe n\u00eb Q\u00ebndrimin Publik<sup data-fn=\"ead9c0f0-b8f8-4bf8-bf7a-23a1ea9f11cc\" class=\"fn\"><a id=\"ead9c0f0-b8f8-4bf8-bf7a-23a1ea9f11cc-link\" href=\"#ead9c0f0-b8f8-4bf8-bf7a-23a1ea9f11cc\">1<\/a><\/sup>\u00a0t\u00eb publikuar n\u00eb vijim po at\u00eb dit\u00eb,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ju paraqet K\u00ebrkes\u00ebn e tij zyrtare p\u00ebr t\u00eb nxitur dhe mb\u00ebshtetur Komisionin Qendror t\u00eb Zgjedhjeve n\u00eb amendimin sa m\u00eb t\u00eb shpejt\u00eb dhe t\u00eb plot\u00eb t\u00eb kuadrit rregullator p\u00ebr zgjedhjet<\/strong>&nbsp;(akteve n\u00ebnligjore t\u00eb miratuara nga KQZ-ja), t\u00eb cilat gjykohet se do t\u00eb p\u00ebrmir\u00ebsojn\u00eb ndjesh\u00ebm cil\u00ebsin\u00eb dhe standartin e ecuris\u00eb s\u00eb p\u00ebrgatitjes dhe zhvillimit n\u00eb t\u00ebr\u00ebsi t\u00eb procesit zgjedhor 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sillet n\u00eb v\u00ebmendje se ky amendim i kuadrit rregullator vjen si domosdoshm\u00ebri n\u00eb k\u00ebt\u00eb moment, duke qen\u00eb se klasa politike shqiptare d\u00ebshtoi, sipas gjykimit t\u00eb KRIIK n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebllimshme,\u00a0 t\u00eb amendonte n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb dhe dometh\u00ebn\u00ebse kuadrin ligjor par\u00ebsor p\u00ebr zgjedhjet, nj\u00eb detyrim i shprehur qart\u00eb n\u00eb Raportin P\u00ebrfundimtar t\u00eb Misionit Nd\u00ebrkomb\u00ebtar t\u00eb V\u00ebzhgimit t\u00eb OSBE\/ODIHR p\u00ebr Zgjedhjet p\u00ebr Organet e Qeverisjes Vendore t\u00eb 14 majit 2023<sup data-fn=\"4cfcb3af-1b4f-4353-9395-972467e56add\" class=\"fn\"><a id=\"4cfcb3af-1b4f-4353-9395-972467e56add-link\" href=\"#4cfcb3af-1b4f-4353-9395-972467e56add\">2<\/a><\/sup>, p\u00ebrve\u00e7se n\u00eb vijim\u00ebsi edhe nga nj\u00eb num\u00ebr organizatash vendase v\u00ebzhguese t\u00eb zgjedhjeve, p\u00ebrfshir\u00eb KRIIK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ndryshimet ligjore n\u00eb Kodin Zgjedhor t\u00eb korrikut 2024, pavar\u00ebsisht se pozitive n\u00eb thelb, nuk adresuan as rekomandimet minore t\u00eb shprehura n\u00eb vijim\u00ebsi nga KRIIK apo t\u00eb tjer\u00eb aktor\u00eb vendas, duke adresuar vet\u00ebm problematika t\u00eb diktuara n\u00eb thelb nga vendimet p\u00ebrkat\u00ebse t\u00eb Gjykat\u00ebs Kushtetuese.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebto kushte, duke qen\u00eb se zgjedhjet e ardhshme duket se do t\u00eb mbahen me t\u00eb nj\u00ebjtin kuad\u00ebr ligjor, n\u00eb gjykimin e KRIIK,&nbsp;<strong>Komisioni Qendror i Zgjedhjeve do t\u00eb duhet tregoje iniciativ\u00eb dhe t\u00eb ngrihet n\u00eb lart\u00ebsin\u00eb e misionit t\u00eb vet si garantor i integritetit t\u00eb zgjedhjeve<\/strong>, duke amenduar aktet n\u00ebnligjore, brenda kuadrit ligjor ekzistues, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb garantohet nj\u00eb proces zgjedhor sa m\u00eb i arrir\u00eb dhe me standarde t\u00eb p\u00ebrmir\u00ebsuara n\u00eb pranver\u00ebn e vitit t\u00eb ardhsh\u00ebm.&nbsp;&nbsp; P\u00ebr m\u00eb tep\u00ebr q\u00eb nj\u00eb gj\u00eb e till\u00eb paraqitet tashm\u00eb edhe si nj\u00eb nevoj\u00eb e drejt\u00ebp\u00ebrdrejt\u00eb p\u00ebr t\u00eb ndihmuar ecurin\u00eb e procesit t\u00eb integrimit t\u00eb vendit n\u00eb Bashkimin Europian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bazuar n\u00eb gjith\u00eb sa m\u00eb sip\u00ebr, KRIIK&nbsp;<strong>ju k\u00ebrkon t\u00eb Nderuar An\u00ebtar\u00eb t\u00eb Trupave Drejtuese t\u00eb KQZ-s\u00eb q\u00eb, n\u00eb frym\u00ebn e bashk\u00ebrendimit si organe t\u00eb t\u00eb nj\u00ebjtit Institucion,&nbsp; t\u00eb nxisni bashk\u00ebpunimin dhe t\u00eb nd\u00ebrveproni sa m\u00eb par\u00eb me nj\u00ebri-tjetrin p\u00ebr t\u00eb adresuar,&nbsp;<\/strong>n\u00eb m\u00ebnyr\u00ebn m\u00eb t\u00eb p\u00ebrshtatshme t\u00eb mundshme, t\u00ebr\u00eb problematikat e evidentuara n\u00eb proceset zgjedhore t\u00eb m\u00ebparshme, bazuar n\u00eb s\u00eb paku kat\u00ebr element\u00eb:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Boshll\u00ebqet dhe paqart\u00ebsit\u00eb e evidentuara gjat\u00eb procesit t\u00eb shqyrtimit t\u00eb ankimimeve nga KAS;<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Ng\u00ebr\u00e7et e evidentuara nga vet\u00eb ju si Organe Drejtuese t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve, n\u00eb m\u00eb shum\u00eb se nj\u00eb rast, gjat\u00eb proceseve t\u00eb m\u00ebparshme zgjedhore;<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Rekomandimet e aktor\u00ebve vendas e nd\u00ebrkomb\u00ebtar\u00eb,\u00a0<em>si dhe<\/em><\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li><strong>Rezultatet e analizave vjetore t\u00eb kryera nga vet\u00eb Institucioni i KQZ-s\u00eb.\u00a0<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK gjykon se k\u00ebto kat\u00ebr burime informacioni mund t\u00eb sh\u00ebrbejn\u00eb m\u00eb s\u00eb miri si baz\u00eb p\u00ebr t\u00eb nxitur nj\u00eb diskutim dhe proces amendimi t\u00eb akteve rregullator\u00eb n\u00eb vijim, pavar\u00ebsisht mungesave t\u00eb l\u00ebna nga kuadri ligjor par\u00ebsor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kompencat e dh\u00ebna nga Kodi Zgjedhor si dhe fryma e ligjit dhe Kushtetut\u00ebs n\u00eb t\u00ebr\u00ebsi, s\u00eb bashku me p\u00ebrgatitjen tuaj profesionale tejet t\u00eb vler\u00ebsueshme,&nbsp;<strong>jan\u00eb m\u00eb se t\u00eb mjaftueshme p\u00ebr nj\u00eb amendim dhe p\u00ebrmir\u00ebsim cil\u00ebsor t\u00eb kuadrit rregullator t\u00ebr\u00ebsor mbi zgjedhjet<\/strong>, duke ndikuar drejtp\u00ebrdrejt n\u00eb p\u00ebrmir\u00ebsimin e standardeve t\u00eb procesit t\u00eb ardhsh\u00ebm zgjedhor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK do t\u2019u drejtohet juve n\u00eb vijim, si Organe Drejtuese t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve, me rekomandime konkrete p\u00ebr nj\u00eb num\u00ebr problematikash q\u00eb meritojn\u00eb v\u00ebmendje dhe adresim sa m\u00eb t\u00eb plot\u00eb dhe t\u00eb shpejt\u00eb, bazuar n\u00eb p\u00ebrvoj\u00ebn dhe problematikat e v\u00ebrejtura n\u00eb proceset pararend\u00ebse zgjedhore, nd\u00ebrkoh\u00eb q\u00eb&nbsp;<strong>paraprakisht Ju paraqet m\u00eb posht\u00eb p\u00ebrmbledhtas disa element\u00eb t\u00eb kuadrit ligjor<\/strong>, t\u00eb cilat, n\u00eb gjykimin e KRIIK,&nbsp;<strong>jan\u00eb n\u00eb p\u00ebrgjegj\u00ebsin\u00eb dhe kompetenc\u00ebn e KQZ-s\u00eb dhe se nevojiten t\u00eb merren n\u00eb shqyrtim dhe t\u00eb rishikohen<\/strong>&nbsp;p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar n\u00eb m\u00ebnyr\u00eb dometh\u00ebn\u00ebse gjith\u00eb kuadrin rregullator t\u00eb mundsh\u00ebm p\u00ebr tu adresuar p\u00ebr Zgjedhjet p\u00ebr Kuvendin e Shqip\u00ebris\u00eb t\u00eb vitit 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Theksohet se asnj\u00eb prej rekomandimeve t\u00eb m\u00ebposhtme nuk \u00ebsht\u00eb i ri, pasi ato jan\u00eb sjell\u00eb n\u00eb v\u00ebmendjen tuaj edhe n\u00eb vigjilje t\u00eb Zgjedhjeve p\u00ebr Organet e Qeverisjes Vendore t\u00eb vitit 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK vijon t\u2019i q\u00ebndroj\u00eb ides\u00eb se&nbsp;<strong>nj\u00eb adresim s\u00eb paku n\u00eb k\u00ebta element\u00eb do t\u00eb sjell\u00eb p\u00ebrmir\u00ebsime t\u00eb dukshme n\u00eb disa fusha t\u00eb procesit zgjedhor<\/strong>, ndon\u00ebse nuk \u00ebsht\u00eb i krahasuesh\u00ebm dhe as mund t\u00eb z\u00ebvend\u00ebsoj\u00eb nj\u00eb amendim t\u00eb plot\u00eb t\u00eb kuadrit ligjor mbi zgjedhjet.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Konkretisht disa nga element\u00ebt<sup data-fn=\"f74578bb-691c-4b6b-b3f5-fce96d4bdffb\" class=\"fn\"><a href=\"#f74578bb-691c-4b6b-b3f5-fce96d4bdffb\" id=\"f74578bb-691c-4b6b-b3f5-fce96d4bdffb-link\">3<\/a><\/sup>\u00a0q\u00eb rekomandohen t\u00eb merren n\u00eb konsiderat\u00eb p\u00ebr tu shqyrtuar jan\u00eb:<\/p>\n\n\n\n<ol start=\"1\" style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li><strong>P\u00ebrmir\u00ebsimi i transparenc\u00ebs nga KQZ-ja dhe administrata zgjedhore n\u00eb p\u00ebrgjith\u00ebsi.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Sugjerohet q\u00eb transparenca t\u00eb jet\u00eb m\u00eb e plot\u00eb dhe e vazhdueshme n\u00eb t\u00eb gjitha aspektet e procesit zgjedhor, duke p\u00ebrfshir\u00eb gjith\u00eb procesin e komunikimit t\u00eb KQZ-s\u00eb me DPGJC-n\u00eb n\u00eb lidhje me auditimin e listave t\u00eb zgjedh\u00ebsve apo me institucionet e tjera t\u00eb ngarkuara me detyra nga Kodi Zgjedhor;&nbsp; publikimin n\u00eb koh\u00eb t\u00eb raporteve t\u00eb monitorimit t\u00eb fushat\u00ebs nga monitoruesit e angazhuar nga KQZ-ja; publikimin n\u00eb koh\u00eb reale t\u00eb vendimeve t\u00eb marra nga Komisionet Zonalet t\u00eb Administrimit Zgjedhor;&nbsp; publikimin e komunikimit me subjektet zgjedhore; etj.<\/p>\n\n\n\n<ol start=\"2\" style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li><strong>Parandalimi i abuzimit me burimet shtet\u00ebrore dhe ofiqin publik.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Rekomandohet ri-shikimi i Vendimit nr. 9 dat\u00eb 24.12.2020, duke patur nj\u00eb koordinim p\u00ebrmbajt\u00ebsor me KAS dhe administrat\u00ebn e KQZ-s\u00eb p\u00ebr t\u00eb reflektuar \u201cm\u00ebsimet e nxjerra\u201d nga i gjith\u00eb procesi i denoncimeve, ankimimeve dhe shqyrtimeve nga Komisioneri dhe KAS lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KQZ nevojitet dhe duhet gjithashtu t\u00eb koordinohet me Komisionerin p\u00ebr Mbik\u00ebqyrjen e Sh\u00ebrbimit Civil lidhur me sjelljen n\u00ebpun\u00ebsve publik\u00eb gjat\u00eb fushat\u00ebs zgjedhore, etj.<\/p>\n\n\n\n<ol start=\"3\" style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li><strong>Sqarimi i kritereve p\u00ebr regjistrimin e subjekteve zgjedhor.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Kriteret p\u00ebr regjistrimin e partive politike si subjekte zgjedhore duhet t\u00eb kusht\u00ebzohen me plot\u00ebsimin nga ana e tyre t\u00eb detyrimeve ligjore, t\u00eb tilla si paraqitja e nj\u00eb llogarie bankare funksionale n\u00eb KQZ, plot\u00ebsimi i detyrimeve statutore nga ana e tyre, etj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjithashtu modelet tip t\u00eb akt-marr\u00ebveshjeve midis KQZ dhe subjekteve zgjedhore, apo edhe nd\u00ebrmjet partive p\u00ebrb\u00ebr\u00ebse t\u00eb nj\u00eb koalicioni n\u00eb funksion t\u00eb regjistrimit t\u00eb tij, apo edhe modele t\u00eb tjera tip, duhet t\u00eb ri-shikohen duke reflektuar n\u00eb to elemente p\u00ebr t\u00eb cilat p\u00ebrgjat\u00eb proceseve pararend\u00ebse jan\u00eb v\u00ebrejtur mang\u00ebsi e gjeneruar problematika.<\/p>\n\n\n\n<ol start=\"4\" style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li><strong>Rritja e transparenc\u00ebs s\u00eb financimit t\u00eb fushat\u00ebs zgjedhore.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Nevojitet:&nbsp; &#8211; fillimi i menj\u00ebhersh\u00ebm i procedurave p\u00ebr rekrutimin dhe em\u00ebrimin e monitorues\u00ebve t\u00eb fushat\u00ebs zgjedhore;&nbsp; &#8211; rishikimi i formateve t\u00eb raportimit si p\u00ebr monitoruesit, ashtu edhe p\u00ebr subjektet zgjedhore;&nbsp; &#8211; konkludimi se si do t\u00eb vijohet me implementimin e PERF;&nbsp; &#8211; sakt\u00ebsimi apo plot\u00ebsimi i kuadrit rregullator mbi m\u00ebnyr\u00ebn se si administrata e KQZ-s\u00eb do t\u00eb kryej\u00eb procesin e verifikimit dhe auditimit; etj.<\/p>\n\n\n\n<ol start=\"5\" style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li><strong>Monitorimi i sjelljes s\u00eb medias.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Nevojitet:&nbsp;
