Ilirjan Celibashi.<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Takimi me Komisionerin Celibashi, n\u00eb vijim t\u00eb nj\u00eb komunikimi e bashk\u00ebpunimi t\u00eb pand\u00ebrprer\u00eb m\u00eb institucionin e KQZ-s\u00eb, nd\u00ebrmerret sot nga KRIIK&nbsp;<strong>n\u00eb vigjilje t\u00eb nisjes s\u00eb periudh\u00ebs zgjedhore p\u00ebr Zgjedhjet p\u00ebr Kuvendin e Shqip\u00ebris\u00eb, data e mbajtjes s\u00eb t\u00eb cilave pritet t\u00eb dekretohet nga momenti n\u00eb moment prej Presidentit t\u00eb Republik\u00ebs<\/strong>. fokus t\u00eb ve\u00e7ant\u00eb n\u00eb forcimin e kontrollit mbi financimin e partive politike e fushatave zgjedhore, parandalimit t\u00eb p\u00ebrdorimit t\u00eb burimeve shtet\u00ebrore p\u00ebr avantazh elektoral, si dhe t\u00eb aplikimit me sukses t\u00eb procesit rregullator q\u00eb do t\u00eb siguroj\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb votimin e zgjedh\u00ebsve shqiptar\u00eb q\u00eb jetojn\u00eb jasht\u00eb vendit.<\/p>\n\n\n\n<p>N\u00eb kushtet kur procesi i ardhsh\u00ebm zgjedhor duket se do t\u00eb realizohet s\u00ebrish me nj\u00eb kuad\u00ebr ligjor i cili ka nj\u00eb num\u00ebr boshll\u00ebqesh e problematikash, KRIIK shprehu dhe nxiti Komisionin Qendror t\u00eb Zgjedhjeve p\u00ebr&nbsp;<strong>r\u00ebnd\u00ebsin\u00eb e ve\u00e7ant\u00eb q\u00eb ka tashm\u00eb plot\u00ebsimi apo p\u00ebrmir\u00ebsimi i akteve n\u00ebnligjore, brenda kornizave q\u00eb kuadri ligjor par\u00ebsor vendos, me element\u00eb t\u00eb nevojsh\u00ebm q\u00eb rrisin e forcojn\u00eb integritetin e zgjedhjeve t\u00eb ardhshme<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;N\u00eb k\u00ebt\u00eb aspekt, KRIIK vler\u00ebsoi dhe i vuri nj\u00eb theks t\u00eb ve\u00e7ant\u00eb r\u00ebnd\u00ebsis\u00eb q\u00eb ka vijim\u00ebsia dhe p\u00ebrmir\u00ebsimi i m\u00ebtejsh\u00ebm i procesit t\u00eb konsultimit t\u00eb miratimit\/amendimit t\u00eb akteve n\u00ebnligjore t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve, n\u00eb plot\u00ebsim t\u00eb kuadrit ligjor par\u00ebsor, n\u00eb radh\u00eb t\u00eb par\u00eb me partit\u00eb politike por edhe me aktor\u00eb t\u00eb shoq\u00ebris\u00eb civile me kontribut dhe ekspertiz\u00eb, apo edhe me organizma e ekspert\u00eb nd\u00ebrkomb\u00ebtar\u00eb q\u00eb angazhohen n\u00eb k\u00ebt\u00eb vot\u00ebn e shqiptar\u00ebve q\u00eb jetojn\u00eb jasht\u00eb vendit, p\u00ebrgjegj\u00ebsi e jasht\u00ebzakonshme e KQZ-s\u00eb e cila \u00ebsht\u00eb duke u p\u00ebrmbyllur, KRIIK paraqiti&nbsp;<strong>nevoj\u00ebn e plot\u00ebsimit t\u00eb akteve rregullatore t\u00eb KQZ-s\u00eb t\u00eb cilat mund t\u00eb p\u00ebrmir\u00ebsojn\u00eb akoma m\u00eb tej rritjen e transparenc\u00ebn dhe t\u00eb kontrollit mbi financat e partive politike e fushat\u00ebs zgjedhore, si dhe ato q\u00eb mund\u00ebsojn\u00eb parandalimin me efektivitet t\u00eb p\u00ebrdorimit t\u00eb ofiqit publik dhe burimeve shtet\u00ebrore p\u00ebr avantazh elektoral<\/strong><a p\u00ebrpara zgjedhjeve t\u00eb ardhshme parlamentare.<\/p>\n\n\n\n<p>N\u00eb funksion t\u00eb k\u00ebtij p\u00ebrmir\u00ebsimi, p\u00ebrfaq\u00ebsuesit e KRIIK nxit\u00ebn dhe parashtruan&nbsp;<strong>domosdoshm\u00ebrin\u00eb p\u00ebr nd\u00ebrveprimin mes tri organeve drejtuese t\u00eb KQZ-s\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e kuadrit ligjor dyt\u00ebsor mbi zgjedhjet<\/strong>, bazuar n\u00eb p\u00ebrvoj\u00ebn kat\u00ebrvje\u00e7are t\u00eb ushtrimit t\u00eb funksioneve prej tyre, nd\u00ebrthurur kjo me analizat vjetore q\u00eb vet\u00eb institucioni i KQZ-s\u00eb ka zhvilluar, sikurse edhe duke marr\u00eb n\u00eb konsiderat\u00eb gjetjet dhe rekomandimet e b\u00ebr\u00eb nga misionet nd\u00ebrkomb\u00ebtare t\u00eb v\u00ebzhgimit dhe ato vendase, p\u00ebrfshir\u00eb ato t\u00eb KRIIK.<\/p>\n\n\n\n<p>KRIIK vler\u00ebsoi dhe mb\u00ebshteti fort angazhimin e shprehur prej Komisionerit Shtet\u00ebror t\u00eb Zgjedhjeve p\u00ebr rritjen e m\u00ebtejshme t\u00eb transparenc\u00ebs n\u00eb veprimtarin\u00eb e KQZ-s\u00eb e t\u00eb nd\u00ebrveprimit me t\u00eb gjith\u00eb aktor\u00ebt relevant\u00eb n\u00eb funksion t\u00eb arritjes s\u00eb k\u00ebtij q\u00ebllimi, si dhe lidhur me disa iniciativave konkrete q\u00eb KQZ-ja \u00ebsht\u00eb duke nd\u00ebrmarr\u00eb n\u00eb k\u00ebt\u00eb drejtim p\u00ebrpara Zgjedhjeve t\u00eb ardhshme p\u00ebr Kuvendin e Shqip\u00ebris\u00eb.<\/p>\n\n\n\n<p><strong>N\u00eb vijim t\u00eb problematikave t\u00eb cekura edhe n\u00eb k\u00ebt\u00eb takim, si dhe t\u00eb ndjekjes nga af\u00ebr t\u00eb t\u00ebr\u00eb procesit politiko-institucional q\u00eb po i paraprin nisjes s\u00eb periudh\u00ebs zgjedhore<\/strong>&nbsp;t\u00eb Zgjedhjeve t\u00eb ardhshme Parlamentare,&nbsp;<strong>KRIIK konsideron me vend dhe ndan shqet\u00ebsimet publike t\u00eb ngritura<\/strong>&nbsp;n\u00eb lidhje me v\u00ebshtir\u00ebsit\u00eb logjistike q\u00eb mund t\u00eb pengojn\u00eb vot\u00ebn e shqiptar\u00ebve q\u00eb jetojn\u00eb jasht\u00eb vendit si pasoj\u00eb e vonesave t\u00eb d\u00ebrgimit t\u00eb flet\u00ebve t\u00eb votimit.<\/p>\n\n\n\n<p>Lidhur me adresimin e k\u00ebsaj \u00e7\u00ebshtjeje, KRIIK&nbsp;<strong>u b\u00ebn thirrje Partive Politike Parlamentare, Institucionit t\u00eb Kuvendit dhe \u00e7do Deputeti,&nbsp;<\/strong>t\u00eb zhvillojn\u00eb p\u00ebrgjegj\u00ebsit\u00eb e tyre n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb dhe koherente me p\u00ebrmbushjen e detyrimit<strong>&nbsp;p\u00ebr t\u00eb siguruar votimin e shtetasve q\u00eb jetojn\u00eb jasht\u00eb vendit, larg qasjeve meskine politike e partiake, e t\u00eb kalkulimeve t\u00eb ngushta elektorale.<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Ata duhet t\u00eb sigurojn\u00eb medoemos suksesin e k\u00ebtij procesi, e jo n\u00eb nj\u00eb m\u00ebnyr\u00eb apo nj\u00eb tjet\u00ebr t\u00eb nxisin parealizueshm\u00ebrin\u00eb e tij, duke justifikuar me pas d\u00ebshtimin e q\u00ebllimsh\u00ebm t\u00eb tij, me arsyen e mos q\u00ebnies ende gati p\u00ebr nj\u00eb proces t\u00eb till\u00eb.<\/p>\n\n\n\n<p><strong>KRIIK u b\u00ebn thirrje urgjentisht p\u00ebr t\u2019u angazhuar n\u00eb ndryshimin e kuadrit ligjor par\u00ebsor, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb minimizohet mund\u00ebsia q\u00eb votat e d\u00ebrguara nga jasht\u00eb vendit t\u00eb shpallen t\u00eb pavlefshme<\/strong>&nbsp;si pasoj\u00eb e afateve postare, pasi kjo do t\u00eb krijonte nj\u00eb precedent tejet negativ n\u00eb aplikimin p\u00ebr her\u00eb t\u00eb par\u00eb t\u00eb votimit nga jasht\u00eb vendit.<\/p>\n\n\n\n<p>Madje n\u00eb ndryshimet q\u00eb do t\u00eb konsiderohen t\u00eb nevojshme p\u00ebr tu nd\u00ebrmarr\u00eb,&nbsp;<strong>KRIIK gjykon dhe u b\u00ebn thirrje q\u00eb Kodi Zgjedhor t\u00eb parashikoj\u00eb mbulimin t\u00ebr\u00ebsisht t\u00eb kostos s\u00eb sh\u00ebrbimit postar prej shtetit shqiptar,&nbsp;<\/strong>sado qoft\u00eb ajo, t\u00eb pakt\u00ebn p\u00ebr k\u00ebto zgjedhje, duke siguruar d\u00ebrgimin dhe marrjen e flet\u00ebs s\u00eb votimit me sh\u00ebrbim postar t\u00eb shpejt\u00eb.<\/p>\n\n\n\n<p>Gjithashtu, KRIIK gjykon se pavar\u00ebsisht koh\u00ebs s\u00eb pak\u00ebt n\u00eb dispozicion p\u00ebrpara zgjedhjeve t\u00eb ardhshme parlamentare,&nbsp;<strong>ende \u00ebsht\u00eb e mundur t\u00eb kryhen nd\u00ebrhyrje n\u00eb kuadrin ligjor p\u00ebr zgjedhjet apo n\u00eb ligje t\u00eb tjera t\u00eb caktuara<\/strong>, referuar edhe kalendarit t\u00eb miratuar nga Konferenca e Kryetar\u00ebve t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb, me q\u00ebllim&nbsp;<strong>forcimin e transparenc\u00ebs s\u00eb financimit politik dhe parandalimit t\u00eb p\u00ebrdorimit t\u00eb burimeve shtet\u00ebrore<\/strong>&nbsp;p\u00ebr q\u00ebllime elektorale.<\/p>\n\n\n\n<p>Angazhimi p\u00ebr t\u00eb kryer nd\u00ebrhyrje n\u00eb vijim n\u00eb kuadrin ligjor p\u00ebr zgjedhjet, i shprehur nga disa prej an\u00ebtar\u00ebve t\u00eb Komisionit t\u00eb Ligjeve n\u00eb seanc\u00ebn e dat\u00ebs 24 korrik 2024 t\u00eb k\u00ebtij Komisioni<a href=\"https:\/\/outlook.office.com\/mail\/inbox\/id\/AAQkAGVhZGJkY2U1LTI2ZDktNGY3NC04NzFkLWJlMjg1ZGNmMGY0OAAQAJPT68BAv0SFl6UIP%2Be3M7s%3D#x__edn2\"><sup>[ii]<\/sup><\/a>, ku u votuan p\u00ebr t\u00eb kaluar n\u00eb seanc\u00eb plenare amendimet e Kodit Zgjedhor, deri n\u00eb k\u00ebt\u00eb moment nuk \u00ebsht\u00eb pasuar me hapa konkret\u00eb.<\/p>\n\n\n\n<p>Pavar\u00ebsisht koh\u00ebs s\u00eb shkurt\u00ebr n\u00eb dispozicion,&nbsp;<strong>ndryshime minore n\u00eb legjislacion mund t\u00eb kryhen ende n\u00ebse do t\u00eb ket\u00eb vullnet serioz prej partive kryesore politike p\u00ebr t\u00eb konkretizuar deklarimet publike t\u00eb tyre n\u00eb nj\u00eb dakord\u00ebsi politike institucionale<\/strong>, e cila t\u00eb shkoj\u00eb jo vet\u00ebm n\u00eb legjislacionin zgjedhor, por edhe n\u00eb kontribute konkret\u00eb n\u00eb aktet n\u00ebnligjore q\u00eb do t\u00eb miratoj\u00eb apo amendoj\u00eb KQZ-ja, n\u00eb funksion t\u00eb rritjes cil\u00ebsore t\u00eb standardeve t\u00eb procesit zgjedhor 2025.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp; KRIIK sjell n\u00eb v\u00ebmendje se dakord\u00ebsia politike midis dy partive kryesore politike<\/strong>, PS e PD, e nxitur p\u00ebr t\u00eb adresuar tre vendimet e Gjykat\u00ebs Kushtetuese,&nbsp;<strong>u gjet dhe shkoi m\u00eb tej me amendimet e korrikut, pasi arriti t\u00eb shfuqizonte edhe nenin 183 t\u00eb Kodit Zgjedhor<\/strong>, konkretisht t\u00eb pik\u00ebs 7 t\u00eb tij, duke zhb\u00ebr\u00eb procesin e p\u00ebrt\u00ebritjes s\u00eb pjesshmme t\u00eb nj\u00ebrit prej organeve drejtuese t\u00eb KQZ-s\u00eb, konkretisht t\u00eb Komisionit t\u00eb Ankimimeve e Sanksioneve dhe&nbsp;<strong>duke ceduar k\u00ebshtu n\u00eb aspirat\u00ebn p\u00ebr t\u00eb cilin ishte parashikuar kjo dispozit\u00eb, sigurimin e mir\u00ebfunksionimit dhe pavar\u00ebsis\u00eb s\u00eb k\u00ebtij organi drejtues t\u00eb KQZ-s\u00eb<\/strong><a href=\"https:\/\/outlook.office.com\/mail\/inbox\/id\/AAQkAGVhZGJkY2U1LTI2ZDktNGY3NC04NzFkLWJlMjg1ZGNmMGY0OAAQAJPT68BAv0SFl6UIP%2Be3M7s%3D#x__edn3\"><sup>[iii]<\/sup><\/a>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;Po ashtu, ende sot, asnj\u00eb prej k\u00ebtyre aktor\u00ebve&nbsp;<strong>nuk ka marr\u00eb asnj\u00eb nism\u00eb p\u00ebr z\u00ebvend\u00ebsimin apo rizgjedhjen e N\u00ebnkomisionerit Shtet\u00ebror t\u00eb Zgjedhjeve, mandati i t\u00eb cilit ka p\u00ebrfunduar m\u00eb dat\u00ebn 5 tetor 2024<\/strong>.<\/p>\n\n\n\n<p>N\u00eb p\u00ebrfundim t\u00eb k\u00ebsaj Deklarate,&nbsp;<strong>KRIIK u b\u00ebn thirrje aktor\u00ebve nd\u00ebrkomb\u00ebtar\u00eb<\/strong>, si p\u00ebrfaq\u00ebsive diplomatike t\u00eb vendeve partnere t\u00eb Shqip\u00ebris\u00eb aq edhe organizatave nd\u00ebrkomb\u00ebtare me ekspertiz\u00eb dhe eksperienc\u00eb, q\u00eb,&nbsp;<strong>p\u00ebrpos nxitjes e presionit q\u00eb nevojitet t\u2019iu b\u00ebjn\u00eb faktor\u00ebve politik\u00eb e institucional\u00eb&nbsp;<\/strong>p\u00ebr t\u00eb adresuar shqet\u00ebsimet madhore t\u00eb evidentuara nga ODIHR,&nbsp;<strong>t\u00eb mb\u00ebshtetin Komisionin Qendror t\u00eb Zgjedhjeve n\u00eb misionin e vet p\u00ebr forcimin e integriteti t\u00eb zgjedhjeve<\/strong>, si duke i dh\u00ebn\u00eb mb\u00ebshtetje publike p\u00ebrpjekjeve t\u00eb KQZ-s\u00eb, aq edhe duke ofruar asistenc\u00eb teknike apo edhe financiare n\u00eb mb\u00ebshtetjen e veprimtaris\u00eb s\u00eb tij.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p
