Komisioner!<\/strong><\/p>\n\n\n\n<p><strong>\u00a0\u00a0 T\u00eb nderuar Drejtues t\u00eb Administrat\u00ebs s\u00eb KQZ-s\u00eb!<\/strong><\/p>\n\n\n\n<p><strong>N\u00eb kuad\u00ebr t\u00eb bashk\u00ebpunimit me ju lidhur me konsultimin paraprak t\u00eb projekt-akteve, p\u00ebr t\u00eb cilin gjejm\u00eb rastin t\u2019ju fal\u00ebnderojm\u00eb s\u00ebrish<\/strong>, pas marrjes s\u00eb njoftimit dit\u00ebn e sotme, dat\u00eb 17.10.2024 ora 16.14, p\u00ebr zhvillimin e mbledhjes s\u00eb Komisionit Rregullator dit\u00ebn e nes\u00ebrme, dat\u00eb 18.10.2024 ora 10.00, me rend dite \u201c<em>P\u00ebr miratimin e rregullave p\u00ebr regjistrimin e zgjedh\u00ebsve nga jasht\u00eb vendit dhe p\u00ebrgatitjen e list\u00ebs s\u00eb zgjedh\u00ebsve<\/em>\u201d,<\/p>\n\n\n\n<p><strong>KRIIK ju paraqet m\u00eb posht\u00eb q\u00ebndrimin e vet lidhur me k\u00ebt\u00eb Projektvendim<\/strong>.<\/p>\n\n\n\n<p>Nga shqyrtimi i Relacionit dhe Projektvendimit, <strong>vler\u00ebsohet paraprakisht<\/strong> se n\u00eb sesionin \u201cBashk\u00ebrendimi i projektvendimit me pal\u00ebt e interesuara\u201d t\u00eb Relacionit, nuk p\u00ebrmendet takimi konsultues online i zhvilluar m\u00eb dat\u00ebn 30.09.2024, n\u00eb t\u00eb cilin merrnin pjes\u00eb edhe aktor\u00eb t\u00eb tjer\u00eb, p\u00ebrpos atyre q\u00eb ju kishin d\u00ebrguar opinione me shkrim mbi projektvendimin. &nbsp;&nbsp;N\u00eb Relacion nuk p\u00ebrmenden as propozimet dhe rekomandimet e b\u00ebra gjat\u00eb k\u00ebtij takimi, megjith\u00ebse n\u00eb takim u deklarua se diskutimet e b\u00ebra do t\u00eb zbardheshin dhe do t\u00eb shqyrtoheshin prej administrat\u00ebs p\u00ebr tu marr ose jo n\u00eb konsiderat\u00eb n\u00eb variantin final t\u00eb projektvendimit.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; KRIIK ishte nj\u00eb nd\u00ebr aktor\u00ebt pjes\u00ebmarr\u00ebs n\u00eb k\u00ebt\u00eb takim online, ku, q\u00eb n\u00eb hyrje t\u00eb tij, theksoi se <strong>paqart\u00ebsia mbi draftin e projektvendimit t\u00eb p\u00ebrcjell\u00eb dhe pik\u00ebpyetjet mbi mir\u00ebfunksionimin e t\u00ebr\u00eb mekanizmit e b\u00ebnin t\u00eb pamundur d\u00ebrgimin e nj\u00eb materiali konciz e konkret me shkrim<\/strong>. Pasi n\u00ebse do t\u00eb d\u00ebrgohej nj\u00eb material i till\u00eb do t\u00eb ishte supozues mbi disa alternativa q\u00eb do t\u00eb merreshin me mend se mund t\u00eb aplikoheshin, duke e ber\u00eb materialin t\u00eb zgjatur e t\u00eb lodhsh\u00ebm p\u00ebr tu kuptuar.<\/p>\n\n\n\n<p>P\u00ebr k\u00ebt\u00eb arsye KRIIK vendosi q\u00eb t\u00ebr\u00eb pik\u00ebpyetjet dhe opinionet e tij t\u2019i paraqiste n\u00eb takimin e paralajm\u00ebruar q\u00eb do t\u00eb zhvillohej, e d\u00ebrgimin m\u00eb pas t\u00eb nj\u00eb materiali t\u00eb shkruar n\u00ebse do t\u00eb ishte nevoja.<\/p>\n\n\n\n<p>Nga shqyrtimi i draftit final t\u00eb aktit, <strong>v\u00ebrehet se ka disa p\u00ebrmir\u00ebsime t\u00eb b\u00ebra<\/strong>, por, n\u00eb gjykimin e KRIIK, <strong>s\u00ebrish mbeten disa pika t\u00eb cilat nevojiten t\u00eb merren n\u00eb konsiderat\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb t\u00eb mundur nd\u00ebrtimin e nj\u00eb procesi sa m\u00eb efikas, t\u00eb sigurt e t\u00eb besuesh\u00ebm.<\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong><u>I.<\/u><\/strong>&nbsp;&nbsp;&nbsp; Kodi Zgjedhor n\u00eb nenin 24 t\u00eb tij p\u00ebrcakton se <em>votimi nga jasht\u00eb territorit t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb organizohet dhe administrohet nga KQZ-ja n\u00eb t\u00eb gjith\u00eb komponent\u00ebt e tij, pasi Rregullatori t\u00eb ket\u00eb miratuar t\u00eb gjitha aktet n\u00ebnligjore q\u00eb k\u00ebrkohen p\u00ebr votimin nga jasht\u00eb vendit, sipas k\u00ebtij Kodi. &nbsp;\u00c7do organ shtet\u00ebror shqiptar dhe \u00e7do ent tjet\u00ebr shtet\u00ebror ose privat q\u00eb p\u00ebrfshihet n\u00eb k\u00ebt\u00eb proces jan\u00eb t\u00eb detyruar t\u00eb zbatojn\u00eb rregullat e p\u00ebrcaktuara n\u00eb k\u00ebt\u00eb Kod dhe n\u00eb aktet n\u00ebnligjore q\u00eb miraton KQZ-ja n\u00eb zbatim t\u00eb tij <\/em>(pika 3) dhe se <em>procedurat e detajuara t\u00eb votimit nga jasht\u00eb vendit miratohen me akt normativ t\u00eb Rregullatorit, me propozimin e Komisionerit, brenda 90 dit\u00ebsh nga data e hyrjes n\u00eb fuqi t\u00eb k\u00ebtij ligji<\/em> (pika 5).<\/p>\n\n\n\n<p>Nisur nga ky parashikim i Kodit, duke patur n\u00eb konsiderat\u00eb faktin q\u00eb realizimi i procesit t\u00eb votimit p\u00ebr shtetasit shqiptar\u00eb q\u00eb jetojn\u00eb jasht\u00eb kufijve t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb realizohet p\u00ebr her\u00eb t\u00eb par\u00eb, e p\u00ebr rrjedhim e gjith\u00eb paketa e akteve n\u00ebnligjore \u00ebsht\u00eb e re, n\u00eb kontekstin aktual institucional e politik t\u00eb vendit, si dhe n\u00eb kushtet e nj\u00eb p\u00ebrgjegj\u00ebsie t\u00eb vendosur tek KQZ p\u00ebr mir\u00ebadministrimin e procesit, k\u00ebto <strong>akte n\u00ebnligjore duhet t\u00eb p\u00ebrmbajn\u00eb t\u00eb reflektuar jo vet\u00ebm \u00e7do detaj t\u00eb realizimit t\u00eb procesit n\u00eb t\u00eb t\u00ebr\u00ebn e tij e institucionet me t\u00eb cilat do jet\u00eb i nevojsh\u00ebm nd\u00ebrveprimi p\u00ebrgjat\u00eb procesit, por sidomos edhe p\u00ebrcaktimin e p\u00ebrgjegj\u00ebsive konkrete p\u00ebr secilin prej tyre, si dhe p\u00ebrgjegj\u00ebsin\u00eb ligjore n\u00eb rast t\u00eb problematikave eventuale p\u00ebrgjat\u00eb ecuris\u00eb s\u00eb procesit<\/strong>.<\/p>\n\n\n\n<p>Votimi i shtetasve q\u00eb jetojn\u00eb jasht\u00eb Shqip\u00ebris\u00eb, \u00ebsht\u00eb nj\u00eb proces q\u00eb p\u00ebrmban disa hallka deri n\u00eb realizimin total t\u00eb tij, p\u00ebrmban disa institucione q\u00eb do duhet t\u00eb nd\u00ebrveprojn\u00eb, kompani private t\u00eb cilat mund apo do t\u00eb duhet t\u00eb kontraktohen, etj.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; N\u00eb k\u00ebto kushte, p\u00ebr t\u00eb patur nj\u00eb panoram\u00eb m\u00eb t\u00eb qart\u00eb dhe m\u00eb t\u00eb plot\u00eb t\u00eb gjith\u00eb procesit, duke eliminuar pik\u00ebpyetjet n\u00eb lidhje me t\u00eb tjer\u00eb element\u00eb dhe diskutimet mbi harmonizimin e komponent\u00ebve t\u00eb ndrysh\u00ebm, &nbsp;<\/p>\n\n\n\n<p><strong>do t\u00eb ishte e udh\u00ebs q\u00eb t\u00eb gjitha aktet n\u00ebnligjore q\u00eb rregullojn\u00eb votimin e shqiptar\u00ebve jasht\u00eb vendit t\u00eb hartoheshin, konsultoheshin dhe miratoheshin si nj\u00eb paket\u00eb e vetme, <\/strong>duke p\u00ebrfshir\u00eb aktet n\u00ebnligjore p\u00ebr t\u00eb gjitha fazat. &nbsp;<\/p>\n\n\n\n<p>Duke marr\u00eb n\u00eb konsiderat\u00eb faktin se afati fundor p\u00ebr miratimin e akteve n\u00eb lidhje me votimin e shqiptar\u00ebve q\u00eb jetojn\u00eb jasht\u00eb vendit \u00ebsht\u00eb data 13 n\u00ebntor 2024, <strong>gjykohet se ka koh\u00eb t\u00eb mjaftueshme q\u00eb t\u00eb gjitha aktet t\u00eb shihen n\u00eb integral dhe t\u00eb votohen n\u00eb nj\u00eb paket\u00eb t\u00eb vetme<\/strong>. Aktet mund t\u00eb p\u00ebrgatiten dhe konsultohen nj\u00eb nga nj\u00eb, por aprovimi i tyre nga ana e Komisionit Rregullator do t\u00eb duhet t\u00eb kryhet vet\u00ebm n\u00eb momentin e fundit, pasi i gjith\u00eb kuadri rregullator t\u00eb jet\u00eb i plot\u00ebsuar.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb do t\u00eb minimizohet mund\u00ebsia q\u00eb t\u00eb ket\u00eb nevoj\u00eb p\u00ebr nd\u00ebrhyrje t\u00eb m\u00ebvonshme n\u00eb aktet e miratuara tanim\u00eb, pasi gjat\u00eb p\u00ebrgatitjes s\u00eb akteve t\u00eb m\u00ebvonshme mund t\u00eb dalin \u00e7\u00ebshtje t\u00eb cilat nuk jan\u00eb parashikuar n\u00eb momentin e par\u00eb t\u00eb p\u00ebrgatitjes s\u00eb nj\u00eb akti t\u00eb caktuar. Ashtu sikurse mund t\u00eb ndodh\u00eb q\u00eb hartimi i akteve n\u00eb vijim t\u00eb mbetet peng i mos parashikimit n\u00eb m\u00ebnyr\u00ebn e duhur n\u00eb aktet e miratuara tashm\u00eb.<\/p>\n\n\n\n<p><strong><u>II.<\/u><\/strong>&nbsp;&nbsp;&nbsp; N\u00eb projektvendim, parashikohet realizimi i procesit t\u00eb regjistrimit t\u00eb votuesve q\u00eb jetojn\u00eb jasht\u00eb <strong>n\u00ebp\u00ebrmjet Platform\u00ebs Elektronike t\u00eb Regjistrimit (PER), platform\u00eb e cila me shum\u00eb gjas\u00eb, p\u00ebr munges\u00eb t\u00eb kapaciteteve n\u00eb dispozicion,&nbsp; do t\u00eb kontraktohet nga KQZ-ja tek kontraktor\u00eb privat\u00eb<\/strong>.<\/p>\n\n\n\n<p>Por pavar\u00ebsisht se kjo platform\u00eb \u00ebsht\u00eb praktikisht baza e realizimit t\u00eb procesit t\u00eb regjistrimit, deri n\u00eb k\u00ebto momente, t\u00eb pakt\u00ebn publikisht, <strong>nuk ka asnj\u00eb akt n\u00ebnligjor t\u00eb detajuar<\/strong> se si do t\u00eb jet\u00eb e nd\u00ebrtuar, kush do t\u00eb mbaj\u00eb barr\u00ebn e p\u00ebrgjegj\u00ebsis\u00eb n\u00eb rast t\u00eb problematikave eventuale n\u00eb funksionimin e saj, rolin mbik\u00ebqyr\u00ebs t\u00eb KQZ-s\u00eb mbi t\u00eb, sigurin\u00eb e t\u00eb dh\u00ebnave q\u00eb do t\u00eb p\u00ebrpunohen e administrohen, siodomos n\u00eb rast kontraktimi, etj.<\/p>\n\n\n\n<p>Gjith\u00eb sa m\u00eb sip\u00ebr, por jo vet\u00ebm, jan\u00eb hallka shum\u00eb t\u00eb r\u00ebnd\u00ebsishme, pas kolaudimit t\u00eb t\u00eb cilave, mund t\u00eb vijohet me m\u00ebnyr\u00ebn e p\u00ebrdorimit t\u00eb Platform\u00ebs dhe vijimin e regjistrimit t\u00eb votuesve n\u00eb t\u00eb.&nbsp;<\/p>\n\n\n\n<p>KRIIK <strong>sugjeron q\u00eb n\u00eb Projektvendim t\u00eb p\u00ebrcaktohet se sistemet e teknologjis\u00eb s\u00eb informacionit q\u00eb sigurojn\u00eb procesin e regjistrimit t\u00eb votuesve nga jasht\u00eb t\u00eb jen\u00eb t\u00eb miratuara n\u00ebp\u00ebrmjet nj\u00eb akti t\u00eb Komisionerit Shtet\u00ebror<\/strong>, duke udh\u00ebzuar k\u00ebt\u00eb t\u00eb fundit q\u00eb n\u00eb aktin e miratuar prej tij t\u00eb p\u00ebrshkruaj\u00eb n\u00eb detaje, programet, modulet e aksesit, protokollet e siguris\u00eb, kontrollin e tyre n\u00eb \u00e7do koh\u00eb, si dhe parashikimin e <strong>procesit periodik t\u00eb hartimit t\u00eb raporteve t\u00eb auditimit <\/strong>nga vet\u00eb kompania e kontraktuar, raporte t\u00eb cilat t\u2019i dor\u00ebzohen KQZ-s\u00eb e mbi t\u00eb cilat t\u00eb ken\u00eb akses t\u00ebr\u00eb aktor\u00ebt politik\u00eb e ato monitorues, e ve\u00e7an\u00ebrisht parashikimin e auditimit t\u00eb plot\u00eb t\u00eb t\u00ebr\u00eb sistemit p\u00ebrpara e pas zgjedhjeve.<\/p>\n\n\n\n<p><strong><u>III.<\/u><\/strong>&nbsp;&nbsp;&nbsp; <strong>Procesi i regjistrimit t\u00eb zgjedh\u00ebsve jasht\u00eb vendit do t\u00eb realizohet n\u00eb koordinim me Ministrin\u00eb e Brendshme dhe Drejtorin\u00eb e P\u00ebrgjithshme t\u00eb Gjendjes Civile<\/strong>, por nuk \u00ebsht\u00eb e qart\u00eb n\u00ebse KQZ ka patur nj\u00eb konsultim paraprak me k\u00ebt\u00eb institucion lidhur me procesin n\u00eb fjal\u00eb. &nbsp;Kodi Zgjedhor, n\u00eb nenin 25 pika 13 p\u00ebrcakton se \u201c<em>Komisioneri dhe Ministri p\u00ebrgjegj\u00ebs p\u00ebr gjendjen civile, brenda 60 dit\u00ebsh nga hyrja n\u00eb fuqi e k\u00ebtij ligji, p\u00ebrcaktojn\u00eb me akt t\u00eb p\u00ebrbashk\u00ebt m\u00ebnyr\u00ebn e bashk\u00ebpunimit mes KQZ-s\u00eb dhe Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Gjendjes Civile p\u00ebr \u00e7regjistrimin e shtetasve q\u00eb votojn\u00eb jasht\u00eb territorit t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb n\u00eb list\u00ebn e zgjedh\u00ebsve brenda vendit<\/em>\u201d.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb q\u00eb projekt-vendimi i KQZ-s\u00eb p\u00ebrcakton m\u00ebnyr\u00ebn e \u00e7\u2019regjistrimit t\u00eb zgjedh\u00ebsve nga lista e zgjedh\u00ebsve, nuk \u00ebsht\u00eb e ditur, s\u00eb paku publikisht, n\u00ebse \u00ebsht\u00eb hartuar nj\u00eb akt i p\u00ebrbashk\u00ebt deri n\u00eb k\u00ebt\u00eb moment.<\/p>\n\n\n\n<p><strong>Ka disa pyetje, p\u00ebrgjigjet e t\u00eb cilave mund t\u00eb k\u00ebrkoj\u00eb orientim n\u00eb k\u00ebt\u00eb projektvendim q\u00eb do t\u00eb miratohet nga Rregullatori<\/strong>, si psh:&nbsp; regjistrimi \/ \u00e7\u2019regjistrimi do t\u00eb jet\u00eb automatik apo me nd\u00ebrhyrje njer\u00ebzore? N\u00ebse me nd\u00ebrhyrje njer\u00ebzore (aprovim) kush e verifikon? KQZ apo DPGJC? <em>(shih gjithashtu m\u00eb posht\u00eb pik\u00ebn IV t\u00eb k\u00ebtij Opinioni).<\/em><\/p>\n\n\n\n<p>KRIIK sugjeron se duhen bashk\u00ebrenduar hapat me Ministrin\u00eb e Brendshme (RKGJC) p\u00ebr kryerjen e nj\u00eb procesi regjistrimi dhe verifikimi t\u00eb shpejt\u00eb, t\u00eb sakt\u00eb dhe n\u00eb koh\u00eb. Eksperienca jo fort pozitive e komunikimit nd\u00ebrinstitucional n\u00eb raport me verifikimet e p\u00ebrb\u00ebr\u00ebsve zgjedhore t\u00eb kandidat\u00ebve p\u00ebr efekt t\u00eb ligjit t\u00eb ashtuquajtur t\u00eb dekriminalizimit nuk duhet t\u00eb p\u00ebrs\u00ebritet edhe n\u00eb k\u00ebt\u00eb rast. Procesi i verifikimit dhe regjistrimit nuk duhet cedoj\u00eb p\u00ebr shkak t\u00eb mosfunksionimit t\u00eb marr\u00ebdh\u00ebnies nd\u00ebr-institucionale, e cila duhet t\u00eb jet\u00eb e mir\u00ebvendosur paraprakisht.<\/p>\n\n\n\n<p><strong><u>IV.<\/u><\/strong><strong>&nbsp;&nbsp; Evidentohet paqart\u00ebsi n\u00eb verifikimin e t\u00eb dh\u00ebnave sipas parashikimeve t\u00eb b\u00ebr\u00eb n\u00eb pikat IV.1 dhe IV.2 t\u00eb Projektvendimit<\/strong>.<\/p>\n\n\n\n<p>Sipas pik\u00ebs IV.1 <em>\u201cPER p\u00ebrmes nd\u00ebrveprimit n\u00eb koh\u00eb reale me Regjistrin Komb\u00ebtar t\u00eb Gjendjes Civile (RKGjC), kontrollon sakt\u00ebsin\u00eb dhe p\u00ebrputhshm\u00ebrin\u00eb e t\u00eb dh\u00ebnave t\u00eb zgjedh\u00ebsit q\u00eb u p\u00ebrftuan sipas pik\u00ebs 3, shkronja \u201ca\u201d, t\u00eb kreut III, t\u00eb k\u00ebtij vendimi\u201d<\/em>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; <strong>Ka paqart\u00ebsi n\u00eb lidhje me kriteret p\u00ebr miratimin ose jo nga KQZ-ja t\u00eb k\u00ebrkes\u00ebs s\u00eb shtetasit p\u00ebr tu regjistruar si zgjedh\u00ebs<\/strong> <strong>n\u00eb list\u00ebn paraprake t\u00eb zgjedh\u00ebsve q\u00eb votojn\u00eb jasht\u00eb vendit<\/strong>, p\u00ebr t\u00eb cil\u00ebn p\u00ebrcaktohet afati 5 ditor t\u00eb parashikuara n\u00eb pikat 3, 4 dhe 5 t\u00eb kreut IV t\u00eb projektvendimit.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kre t\u00eb projektvendimit, n\u00eb nj\u00eb pik\u00eb shtes\u00eb t\u00eb tij nr. 6, konsiderohet e nevojshme <strong>t\u00eb parashikohet qart\u00ebsisht se kur KQZ-ja mund ta rr\u00ebzoj\u00eb k\u00ebrkes\u00ebn e shtetasit p\u00ebr tu p\u00ebrfshir\u00eb n\u00eb list\u00ebn paraprake t\u00eb zgjedh\u00ebsve q\u00eb votojn\u00eb jasht\u00eb vendit<\/strong>, n\u00eb rastin kur t\u00eb dh\u00ebnat e identitetit t\u00eb shtetasit jan\u00eb t\u00eb sakta dhe p\u00ebrputhen me t\u00eb dh\u00ebnat q\u00eb RKGJC ka p\u00ebr k\u00ebt\u00eb zgjedh\u00ebs.<\/p>\n\n\n\n<p>N\u00ebse mbetet vet\u00ebm verifikimi i dokumentit t\u00eb adres\u00ebs s\u00eb shtetasit, at\u00ebher\u00eb <strong>duhet p\u00ebrcaktuar qart\u00eb se vet\u00ebm pasakt\u00ebsia e k\u00ebtij dokumentacioni mund t\u00eb sjell\u00eb mosp\u00ebrfshirjen<\/strong> e shtetasit n\u00eb list\u00ebn e zgjedh\u00ebsve q\u00eb votojn\u00eb jasht\u00eb vendit.<\/p>\n\n\n\n<p>\u00cbsht\u00eb e natyrshme n\u00eb k\u00ebt\u00eb pik\u00eb <strong>t\u00eb parashikohet dhe p\u00ebrcaktohet se si, n\u00eb \u00e7\u2019m\u00ebnyr\u00eb, me \u00e7far\u00eb mjetesh, si dhe se kush do t\u00eb b\u00ebj\u00eb shqyrtimin dhe verifikimet<\/strong> e nevojshme t\u00eb dokumentit t\u00eb dor\u00ebzuar q\u00eb p\u00ebrcakton adres\u00ebn e vendbanimit t\u00eb shtetasit.<\/p>\n\n\n\n<p>Ky parashikim <strong>\u00ebsht\u00eb i nevojsh\u00ebm t\u00eb b\u00ebhet n\u00eb k\u00ebt\u00eb projektvendim<\/strong>, pasi n\u00eb aktin tjet\u00ebr t\u00eb ve\u00e7ant\u00eb t\u00eb Rregullatorit, q\u00eb do t\u00eb merret n\u00eb zbatim t\u00eb pik\u00ebs 3\/b t\u00eb kreut III t\u00eb k\u00ebtij projektvendimi, parashikohet vet\u00ebm miratimi i List\u00ebs s\u00eb dokumenteve q\u00eb v\u00ebrteton q\u00ebndrimin e shtetasit jasht\u00eb territorit t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb.<\/p>\n\n\n\n<p><strong><u>VI.<\/u><\/strong>&nbsp;&nbsp; Kodi Zgjedhor n\u00eb pik\u00ebn 3 t\u00eb nenit 45 t\u00eb tij parashikon se: <em>\u201cDrejtoria e P\u00ebrgjithshme e Gjendjes Civile, krahas p\u00ebrb\u00ebr\u00ebsve zgjedhor\u00eb t\u00eb zgjedh\u00ebsve sipas pik\u00ebs 1 t\u00eb k\u00ebtij neni, d\u00ebrgon n\u00eb KQZ edhe fotografin\u00eb e \u00e7do zgjedh\u00ebsi t\u00eb depozituar gjat\u00eb aplikimit p\u00ebr let\u00ebrnjoftim elektronik ose pasaport\u00eb biometrike. &nbsp;Institucioni p\u00ebrgjegj\u00ebs p\u00ebr prodhimin dhe shp\u00ebrndarjen e dokumenteve biometrike, me k\u00ebrkes\u00eb t\u00eb DPGJC-s\u00eb, i d\u00ebrgon foton e fundit t\u00eb p\u00ebrdorur p\u00ebr prodhimin e dokumenteve biometrike t\u00eb secilit zgjedh\u00ebs\u201d.<\/em><\/p>\n\n\n\n<p>Ky nen, i parashikuar jo m\u00eb kot nga ligjv\u00ebn\u00ebsi<strong>, lidhet drejtp\u00ebrdrejt\u00eb me verifikimin e identitetit t\u00eb votuesit, nd\u00ebrkoh\u00eb q\u00eb n\u00eb projektvendimin e paraqitur, nuk ka asnj\u00eb referenc\u00eb ndaj k\u00ebtij neni dhe t\u00ebr\u00eb procesit q\u00eb ai mbart<\/strong>.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, <strong>v\u00ebrtetimi i identitetit t\u00eb votuesit \u00ebsht\u00eb nj\u00eb nga element\u00ebt m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe m\u00eb thelb\u00ebsor t\u00eb k\u00ebtij procesi<\/strong>, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb evitohet votimi p\u00ebr nj\u00eb person tjet\u00ebr (ve\u00e7an\u00ebrisht n\u00eb situat\u00ebn aktuale, kur t\u00eb dh\u00ebnat personale t\u00eb qytetar\u00ebve shqiptar\u00eb jan\u00eb tanim\u00eb publike si rrjedhim i disa episodeve t\u00eb nxjerrjes s\u00eb tyre).
