vullnetit p\u00ebr dialog e kompromis t\u00eb hapur politik, qasje e papranueshme dhe t\u00ebr\u00ebsisht e d\u00ebmshme p\u00ebr nd\u00ebrmarrjen e reformave jetike n\u00eb interes t\u00eb t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb, duket se s\u00ebrish <strong>klasa politike po shkon drejt d\u00ebshtimit t\u00eb nj\u00eb amendimi t\u00eb thelluar t\u00eb kuadrit ligjor p\u00ebr zgjedhjet, n\u00eb shkelje t\u00eb hapur t\u00eb angazhimeve t\u00eb marra<\/strong> n\u00eb vijim\u00ebsi, e n\u00eb ve\u00e7anti p\u00ebrgjat\u00eb Legjislatur\u00ebs aktuale t\u00eb Kuvendit.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; Me sa \u00ebsht\u00eb b\u00ebr\u00eb me dije publikisht, pritet q\u00eb Grupi i Dialogut t\u2019i paraqes\u00eb Kuvendit nj\u00eb projektligj t\u00eb dakord\u00ebsuar p\u00ebr t\u00eb adresuar dy nga tri vendimet e detyrueshme p\u00ebr zbatim t\u00eb Gjykat\u00ebs Kushtetuese, nd\u00ebrkoh\u00eb q\u00eb ky amendim minimalist dhe q\u00eb \u00ebsht\u00eb nj\u00eb detyrim imperativ i Kuvendit t\u00eb Shqip\u00ebris\u00eb, <strong>po trumbetohet n\u00eb m\u00ebnyr\u00eb retorike si nj\u00eb marr\u00ebveshje dhe arritje politike p\u00ebr reform\u00ebn zgjedhore<\/strong>.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, kryesisht <strong>ky d\u00ebshtim i faturohet maxhoranc\u00ebs aktuale, e cila n\u00eb vijim\u00ebsi ka refuzuar t\u00eb vijoj\u00eb angazhimet e nd\u00ebrmarra n\u00eb qershor t\u00eb vitit 2020<\/strong>, me Marr\u00ebveshjen Politike t\u00eb 5 qershorit 2020, madje duke ridikulizuar tashm\u00eb edhe \u00e7do referim ndaj saj.&nbsp;&nbsp; Nd\u00ebrkoh\u00eb q\u00eb kjo Marr\u00ebveshje, e negociuar n\u00ebp\u00ebrmjet nj\u00eb investimi madhor t\u00eb partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb strategjik\u00eb t\u00eb vendit, vendos nj\u00eb num\u00ebr piketash konkrete p\u00ebr vijimin e pun\u00ebs dhe reformave, t\u00eb cilat mbeten t\u00eb domosdoshme p\u00ebr t\u2019u zbatuar nga aktor\u00ebt politik\u00eb sikurse duhet t\u00eb jet\u00eb administrimi jo-politik i zgjedhjeve t\u00eb vitit 2025, por jo vet\u00ebm.<\/p>\n\n\n\n<p>Ky d\u00ebshtim i radh\u00ebs p\u00ebr nj\u00eb reformim t\u00eb thelluar dhe gjith\u00ebp\u00ebrfshir\u00ebs t\u00eb kuadrit ligjor p\u00ebr zgjedhjet, n\u00eb raport me kontekstin n\u00eb t\u00eb cilin vendi gjendet aktualisht, angazhimet politike t\u00eb marra n\u00eb vijim\u00ebsi prej aktor\u00ebve politik\u00eb dhe sjelljen <em>de facto<\/em> t\u00eb tyre ndaj k\u00ebtyr\u00eb angazhimeve,&nbsp; <strong>p\u00ebrb\u00ebn nj\u00eb qasje totalisht t\u00eb papranueshme q\u00eb ngre shqet\u00ebsime t\u00eb forta lidhur me seriozitetin e k\u00ebsaj klase politike dhe t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb ndaj<\/strong> sfidave m\u00eb t\u00eb cilat p\u00ebrballet vendi,&nbsp; p\u00ebrmbushjes s\u00eb detyrimeve t\u00eb shtetit shqiptar, si edhe ndaj, \u00e7ka \u00ebsht\u00eb dhe mbetet m\u00eb thelb\u00ebsore, <strong>detyrimit p\u00ebr t\u00eb garantuar q\u00eb zgjedh\u00ebsit shqiptar\u00eb t\u00eb mund t\u00eb votojn\u00eb plot\u00ebsisht t\u00eb lir\u00eb e t\u00eb pandikuar dhe q\u00eb vullneti i tyre t\u00eb respektohet kat\u00ebrcip\u00ebrisht<\/strong>.<\/p>\n\n\n\n<p>N\u00eb vijim t\u00eb Deklarat\u00ebs, theksohet se Klasa Politike shqiptare n\u00eb m\u00eb shum\u00eb se nj\u00eb rast e ka treguar se, <strong>kur ka vullnet politik dhe arrihet nj\u00eb konsensus<\/strong>, amendimet konkrete ligjore mund t\u00eb realizohen n\u00eb nj\u00eb koh\u00eb mjaft t\u00eb shkurt\u00ebr.<\/p>\n\n\n\n<p>KRIIK beson <strong>se po kjo<\/strong> <strong>klas\u00eb politike n\u00ebp\u00ebrmjet nj\u00eb dialogu konstruktiv dhe Kuvendi i Shqip\u00ebris\u00eb i kan\u00eb t\u00eb gjitha mund\u00ebsit\u00eb dhe mjetet<\/strong> q\u00eb t\u00eb kryej\u00eb amendimet e duhura p\u00ebr Zgjedhjet e ardhshme parlamentare t\u00eb vitit 2025 me synimin madhor p\u00ebr t\u00eb forcuar integritetin e zgjedhjeve e t\u00eb demokracis\u00eb n\u00eb vend.&nbsp;<\/p>\n\n\n\n<p>Kjo k\u00ebrkon adresimin e menj\u00ebhersh\u00ebm t\u00eb problematikave madhore negative q\u00eb afektojn\u00eb k\u00ebt\u00eb integritet, por, ne ve\u00e7anti, KRIIK thekson me forc\u00eb se, <strong>s\u00eb pari dhe n\u00eb thelbin e vet, kjo reform\u00eb zgjedhore do t\u00eb duhet t\u00eb synoj\u00eb e garantoj\u00eb se partia dhe shteti jan\u00eb qart\u00ebsisht t\u00eb ndara<\/strong>, n\u00eb p\u00ebrputhje me paragrafin 5.4. t\u00eb Dokumentit t\u00eb Kopenhag\u00ebs dhe me aspiratat e nj\u00eb shteti ligjor e t\u00eb s\u00eb drejt\u00ebs, e t\u00eb nj\u00eb demokracie t\u00eb konsoliduar.<\/p>\n\n\n\n<p>Deklarata thekson se Aktor\u00ebt politik\u00eb, n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb <strong>p\u00ebrfaq\u00ebsuesit m\u00eb t\u00eb lart\u00eb t\u00eb partive politike<\/strong> t\u00eb p\u00ebrfaq\u00ebsuara n\u00eb Kuvendin e Shqip\u00ebris\u00eb, <strong>nevojitet t\u00eb b\u00ebjn\u00eb dhe zhvillojn\u00eb m\u00eb tej m\u00ebnyr\u00ebn e t\u00eb b\u00ebrit politik\u00eb, duke jet\u00ebsuar rrug\u00ebn e dialogut politik dhe kompromisit t\u00eb nevojsh\u00ebm<\/strong>, n\u00eb p\u00ebrmbushje t\u00eb p\u00ebrgjegj\u00ebsive dhe angazhimeve publike t\u00eb marra p\u00ebrsip\u00ebr<\/p>\n\n\n\n<p>N\u00eb p\u00ebrfundim t\u00eb Deklarat\u00ebs, KRIIK <strong>i b\u00ebn thirrje, s\u00eb pari lidershipit t\u00eb maxhoranc\u00ebs socialiste, por edhe t\u00eb opozit\u00ebs<\/strong>, q\u00eb <strong>t\u00eb angazhohen n\u00eb dialog n\u00eb m\u00ebnyr\u00eb konstruktive dhe t\u00eb hapur<\/strong>, duke evituar retorik\u00ebn boshe politike dhe zgjidhjet afatshkurtra, t\u00eb cilat pavar\u00ebsisht se mund t\u00eb duken pragmatiste dhe eficiente n\u00eb nj\u00eb moment kohor, shkat\u00ebrrojn\u00eb themelet e demokracis\u00eb liberale, dialogun politik dhe gjith\u00ebp\u00ebrfshirjen.<\/p>\n\n\n\n<p><strong>U b\u00ebhet thirrje gjithashtu aktor\u00ebve nd\u00ebrkomb\u00ebtar\u00eb, specifikisht partner\u00ebve strategjik\u00eb t\u00eb vendit<\/strong> n\u00eb rrug\u00ebtimin drejt vlerave t\u00eb demokracis\u00eb euro-atlantike, q\u00eb, n\u00eb frym\u00ebn e bashk\u00ebpunimit nd\u00ebrkomb\u00ebtar p\u00ebr forcimin e demokracis\u00eb dhe mbrojtjen e t\u00eb drejtave t\u00eb njeriut e k\u00ebrkesave t\u00eb Dokumentit t\u00eb Kopenhag\u00ebs<strong>, t\u00eb jen\u00eb t\u00eb v\u00ebmendsh\u00ebm dhe t\u00eb reagojn\u00eb<\/strong> ndaj d\u00ebshtimit t\u00eb radh\u00ebs s\u00eb reformimit t\u00eb kuadrit ligjor mbi zgjedhjet, si dhe <strong>t\u00eb mb\u00ebshtetin edhe m\u00eb shum\u00eb politikisht aktor\u00ebt vendas q\u00eb punojn\u00eb drejt forcimit t\u00eb demokracis\u00eb dhe shtetit ligjor e t\u00eb s\u00eb drejt\u00ebs<\/strong>, si institucionet publike t\u00eb pavarura n\u00eb radh\u00eb t\u00eb par\u00eb, por po aq edhe aktor\u00ebt e pavarur nd\u00ebrkomb\u00ebtar\u00eb, qoft\u00eb ata vendas, <\/strong>p\u00ebrfshir\u00eb organizatat e shoq\u00ebris\u00eb civile, mediat, p\u00ebrfaq\u00ebsues t\u00eb bot\u00ebs akademike, etj.,&nbsp; <strong>q\u00eb t\u00eb mbajn\u00eb q\u00ebndrim kritik e konstruktiv duke k\u00ebrkuar nga Kuvendi i Shqip\u00ebris\u00eb e \u00e7do deputet, ve\u00e7an\u00ebrisht nga mazhoranca aktuale, nj\u00eb proces dialogu dhe politik\u00ebb\u00ebrjeje gjith\u00ebp\u00ebrfshir\u00ebse<\/strong>, p\u00ebr t\u00eb adresuar sa m\u00eb par\u00eb dhe n\u00eb koh\u00eb problematikat madhore me t\u00eb ket\u00eb dakord\u00ebsi p\u00ebr nj\u00eb t\u00eb till\u00eb, do t\u00eb paraqitet n\u00eb momentet e fundit, <strong>duke mos mund\u00ebsuar diskutim e konsultim publik, n\u00eb kund\u00ebrshtim me at\u00eb q\u00eb k\u00ebrkon nj\u00eb proces kaq i r\u00ebnd\u00ebsish\u00ebm<\/strong> si\u00e7 \u00ebsht\u00eb ndryshimi i rregullave p\u00ebr procesin zgjedhor. &nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">N\u00eb vazhd\u00ebn e tradit\u00ebs s\u00eb Komisionit Parlamentar p\u00ebr Reform\u00ebn Zgjedhore t\u00eb ngritur n\u00eb vitin 2022, apo t\u00eb t\u00eb tjera reformave t\u00eb tentuara m\u00eb par\u00eb dhe t\u00eb d\u00ebshtuara, edhe puna e <strong>Grupit t\u00eb Dialogut<\/strong>, megjith\u00ebse i ngritur mbi premisat e nj\u00eb dakord\u00ebsie politike, <strong>u karakterizua nga mungesa e vullnetit politik p\u00ebr t\u00eb adresuar problematikat madhore<\/strong> q\u00eb v\u00ebrehen me integritetin e zgjedhjeve n\u00eb vend, n\u00eb p\u00ebrmbushje t\u00eb rekomandimeve t\u00eb OSBE\/ODIHR-it, apo t\u00eb aktor\u00ebve vendas q\u00eb v\u00ebzhgojn\u00eb e vler\u00ebsojn\u00eb procesin zgjedhor. &nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">P\u00ebrgjat\u00eb gjith\u00eb periudh\u00ebs s\u00eb aktivitetit t\u00eb k\u00ebtij Grupi <strong>u v\u00ebrejt\u00ebn t\u00eb nj\u00ebjtat forma t\u00eb faj\u00ebsimit t\u00eb kund\u00ebrshtar\u00ebve politik\u00eb p\u00ebr munges\u00ebn e vullnetit dhe bllokimin e procesit, nga t\u00eb gjitha pal\u00ebt e p\u00ebrfaq\u00ebsuara<\/strong>, duke shkelur k\u00ebsisoj angazhimet e nd\u00ebrmarra nga lidershipi politik p\u00ebr nj\u00eb reformim t\u00eb plot\u00eb t\u00eb kuadrit ligjor mbi zgjedhjet, \u00e7ka do t\u00eb k\u00ebrkonte ndryshime t\u00eb qen\u00ebsishme jo vet\u00ebm n\u00eb Kodin Zgjedhor, por edhe n\u00eb ligje t\u00eb tjera, si Ligji p\u00ebr Partit\u00eb Politike, Ligji p\u00ebr N\u00ebpun\u00ebsin Civil, nj\u00eb ligj i dedikuar p\u00ebr financimin e partive politike dhe fushatave zgjedhore, nj\u00eb ligj p\u00ebr referendumet, etj.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">N\u00eb gjykimin e KRIIK, <strong>kryesisht ky
