Q\u00ebllimi i tij \u00ebsht\u00eb <strong>verifikimi i ligjshm\u00ebris\u00eb dhe sakt\u00ebsis\u00eb s\u00eb kryerjes s\u00eb detyrave prej komisioner\u00ebve zgjedhor\u00eb<\/strong> me q\u00ebllim nxitjen e p\u00ebrgjegjshm\u00ebris\u00eb s\u00eb tyre, si dhe <strong>eliminimin e kultur\u00ebs s\u00eb pand\u00ebshkueshm\u00ebris\u00eb ndaj \u00e7do shkel\u00ebsi t\u00eb ligjit, pjes\u00eb e administrat\u00ebs s\u00eb zgjedhjeve<\/strong>, pavar\u00ebsisht p\u00ebrkat\u00ebsis\u00eb partiake apo lidhjeve politike q\u00eb mund t\u00eb ket\u00eb.<\/p>\n\n\n\n<p>Ky proces pwrbwn nj\u00eb nd\u00ebr mekanizmat qw forcojn\u00eb rolin dhe pozicionin e Institucionit t\u00eb KQZ-s\u00eb n\u00eb p\u00ebrpjekjen shtetformuese t\u00eb vendit, duke siguruar integritetin e funksionimit t\u00eb tij si institucion i pavaruar si dhe pranimin e zbatimin e vendimeve t\u00eb tij si institucioni kompetent i ngarkuar nga ligji, duke i dh\u00ebn\u00eb k\u00ebshtu frym\u00ebmarrje shtetit ligjor, e nj\u00ebkoh\u00ebsisht <strong>dh\u00ebn\u00eb fund edhe tradit\u00ebs ciklike gati 30-vje\u00e7are t\u00eb mbivendosjes s\u00eb vullneteve partiake bipartizane ndaj ligjzbatimit<\/strong><\/p>\n\n\n\n<p>KRIIK ka sjell\u00eb n\u00eb vazhdim\u00ebsi n\u00eb v\u00ebmendje t\u00eb opinionit publik, ve\u00e7an\u00ebrisht t\u00eb vendimmarr\u00ebsve dhe politik\u00ebb\u00ebr\u00ebsve, <strong>domosdoshm\u00ebrin\u00eb p\u00ebr dialog politik dometh\u00ebn\u00ebs e t\u00eb vazhduesh\u00ebm<\/strong>, si dhe p\u00ebr sigurimin e jet\u00ebsimit t\u00eb proceseve demokratike me integritet n\u00eb funksion vet\u00ebm t\u00eb interesave t\u00eb qytetar\u00ebve dhe <strong>t\u00eb krijimit t\u00eb p\u00ebrvojave demokratike t\u00eb sh\u00ebndetshme, duke patur p\u00ebrher\u00eb n\u00eb themel lirit\u00eb dhe t\u00eb drejtat e individit si dhe vlerat demokratike euro-atlantike<\/strong> t\u00eb aspiruara n\u00eb Kushtetut\u00ebn e vendit.<\/p>\n\n\n\n<p>Nj\u00eb qasje e till\u00eb <strong>parashtron nevoj\u00ebn p\u00ebr nj\u00eb mentalitet dhe sjellje t\u00eb re, ve\u00e7an\u00ebrisht prej klas\u00ebs politike<\/strong>, e cila duhet t\u00eb ket\u00eb <strong>n\u00eb themel t\u00eb saj moralitetin, legjitimitetin, ligjshm\u00ebrin\u00eb si dhe integritet t\u00eb plot\u00eb,<\/strong> duke u distancuar n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme, t\u00eb v\u00ebrtet\u00eb dhe publikisht prej kujtdo q\u00eb shkel ligjin apo abuzon n\u00eb \u00e7far\u00ebdollojforme me t\u00eb apo me p\u00ebrgjegj\u00ebsit\u00eb publike t\u00eb marra p\u00ebrsip\u00ebr.<\/p>\n\n\n\n<p><strong>Standardi i ndjekur deri m\u00eb sot prej politik\u00ebs shqiptare \u201cgjith\u00e7ka p\u00ebr t\u00eb fituar, me \u00e7do mjet e form\u00eb\u201d duhet zhb\u00ebr\u00eb e duhet l\u00ebn\u00eb pas<\/strong>, pasi realiteti i sot\u00ebm socio-politiko-ekonomik dhe sfidat e m\u00ebdha e t\u00eb r\u00ebnda me t\u00eb cilat p\u00ebrballet shoq\u00ebria shqiptare k\u00ebrkojn\u00eb siguri n\u00eb funksionimin e nj\u00eb shtetiligjor, si dhe t\u00eb nj\u00eb republike demokratike t\u00eb gjall\u00eb e funksionale n\u00eb interes t\u00eb qytetar\u00ebve.<\/p>\n\n\n\n<p>Nd\u00ebrsa gjer\u00ebsisht dhe vazhdimisht shprehet shqet\u00ebsimi dhe nevoja p\u00ebr sigurimin e integritetit t\u00eb zgjedhjeve, <strong>konstatohet me shqet\u00ebsim se ndaj procesit t\u00eb auditimi paszgjedhor pati nj\u00eb indiferenc\u00eb totale nga t\u00ebr\u00eb aktor\u00ebt, politik\u00eb e jopolitik\u00eb<\/strong>, jo vet\u00ebm duke mos e v\u00ebzhguar apo ndjekur at\u00eb, por edhe duke mos treguar asnj\u00eb interes p\u00ebr gjetjet e dala n\u00eb p\u00ebrfundim t\u00eb tij.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, <strong>kjo indiferenc\u00eb p\u00ebrb\u00ebn nj\u00eb tregues shqet\u00ebsues, i cili evidenton munges\u00ebn e interesit real, ve\u00e7an\u00ebrisht t\u00eb partive politike<\/strong>, p\u00ebr cil\u00ebsin\u00eb e zhvillimit dhe t\u00eb administrimit t\u00eb procesit zgjedhor, duke u fokusuar n\u00eb m\u00ebnyr\u00eb t\u00eb kufizuar vet\u00ebm n\u00eb rezultatin zgjedhor apo edhe n\u00eb shqet\u00ebsimet e evidentuara n\u00eb periudh\u00ebn p\u00ebrpara shpalljes s\u00eb tij.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; Nga ana tjet\u00ebr, duket qart\u00eb se kjo munges\u00eb interesi \u00ebsht\u00eb n\u00eb linj\u00eb me qasjet e m\u00ebparshme politike <strong>p\u00ebr t\u00eb minimizuar apo edhe mohuar shkeljet e b\u00ebra prej p\u00ebrfaq\u00ebsuesve t\u00eb partive politike si an\u00ebtar\u00eb t\u00eb komisioneve zgjedhore<\/strong> pas shpalljes s\u00eb rezultatit zgjedhor, duke nxitur nd\u00ebrkoh\u00eb moszbatimin e ligjit dhe fenomenin e pand\u00ebshkueshm\u00ebris\u00eb.<\/p>\n\n\n\n<p>KRIIK, si nj\u00eb aktor i cili ndjek n\u00eb m\u00ebnyr\u00eb t\u00eb pand\u00ebrprer\u00eb prej m\u00eb shum\u00eb se nj\u00eb dekade t\u00ebr\u00eb zhvillimet politiko-institucionale me efekt integritetin e zgjedhjeve, ka theksuar dhe vazhdon t\u00eb sjell\u00eb n\u00eb v\u00ebmendje se <strong>integriteti i zgjedhjeve \u00ebsht\u00eb i lidhur ngusht\u00ebsisht me sigurimin e integritetit t\u00eb t\u00ebr\u00eb proceseve p\u00ebrb\u00ebr\u00ebse t\u00eb tij<\/strong>, p\u00ebrfshir\u00eb integritetin e kontributeve t\u00eb t\u00eb gjith\u00eb institucioneve q\u00eb kan\u00eb rol n\u00eb proces, integritetin e ofertave elektorale p\u00ebrfshir\u00eb integritetin e kandidat\u00ebve e t\u00eb partive politike, integritetin e vendimmarrjeve dhe funksionimit t\u00eb vet\u00eb institucionit t\u00eb KQZ-s\u00eb, etj.<\/p>\n\n\n\n<p>N\u00eb t\u00ebr\u00eb k\u00ebto procese, <strong>Komisioni Qendror i Zgjedhjeve ka nj\u00eb rol ky\u00e7<\/strong>. <strong>Reforma n\u00eb drejt\u00ebsi dhe ajo zgjedhore e 2020-\u00ebs<\/strong>, n\u00eb ve\u00e7anti ri-organizimi i Institucionit t\u00eb KQZ-s\u00eb, <strong>sh\u00ebnoi nj\u00eb hap konkret e de\u00e7iziv n\u00eb p\u00ebrpjekjen shtetformuese t\u00eb vendit si dhe vendosi nd\u00ebrtimin e nj\u00eb standardi t\u00eb ri politik e institucional<\/strong>, ku ligjzbatimi \u00ebsht\u00eb i plot\u00eb dhe ku integriteti i institucioneve, s\u00eb pari ai atyre ligjzbatuese dhe t\u00eb pavaruara, duhet t\u00eb jet\u00eb i siguruar.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; Ky standard <strong>parashtroi nevoj\u00ebn p\u00ebr nj\u00eb mentalitet dhe sjellje t\u00eb re, ve\u00e7an\u00ebrisht t\u00eb klas\u00ebs politike<\/strong>, e cila duhet t\u00eb ket\u00eb <strong>n\u00eb themel t\u00eb saj moralitetin, legjitimitetin, ligjshm\u00ebrin\u00eb dhe integritet t\u00eb plot\u00eb<\/strong> duke u distancuar n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme, t\u00eb v\u00ebrtet\u00eb dhe publikisht prej kujtdo q\u00eb shkel ligjin apo abuzon n\u00eb \u00e7far\u00ebdollojforme me t\u00eb apo me p\u00ebrgjegj\u00ebsit\u00eb publike t\u00eb marra p\u00ebrsip\u00ebr.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; Nj\u00eb qasje e till\u00eb \u00ebsht\u00eb e domosdoshme <strong>t\u00eb tregohet s\u00eb pari prej t\u00eb gjitha partive politike ndaj t\u00eb gjith\u00eb p\u00ebrfaq\u00ebsuesve t\u00eb vet<\/strong>, qofshin k\u00ebta funksionar\u00eb, an\u00ebtar\u00eb, aktivist\u00eb apo kandidat\u00eb, q\u00eb ndodhen n\u00eb konflikt apo akuz\u00eb prej ligjit n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb sigurojn\u00eb hap\u00ebsir\u00ebn e nevojshme, objektive e t\u00eb pa ndikuar, t\u00eb funksionimit t\u00eb institucioneve dhe t\u00eb zbatimit n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb dhe t\u00eb paekuivok t\u00eb ligjit.<\/p>\n\n\n\n<p><strong>Standardi i ndjekur deri m\u00eb sot prej politik\u00ebs shqiptare \u201cgjith\u00e7ka p\u00ebr t\u00eb fituar, me \u00e7do mjet e form\u00eb\u201d duhet zhb\u00ebr\u00eb e duhet l\u00ebn\u00eb pas<\/strong>, pasi realiteti i sot\u00ebm socio-politiko-ekonomik dhe sfidat e m\u00ebdha e t\u00eb r\u00ebnda me t\u00eb cilat p\u00ebrballet n\u00eb vijim shoq\u00ebria shqiptare k\u00ebrkojn\u00eb siguri n\u00eb funksionimin e nj\u00eb shtetiligjor, si dhe t\u00eb nj\u00eb republike demokratike t\u00eb gjall\u00eb e funksionale n\u00eb interes t\u00eb qytetar\u00ebve.<\/p>\n\n\n\n<p>Aktualisht, <strong>KRIIK shpreh shqet\u00ebsimin e tij p\u00ebr gjendjen alarmante t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb<\/strong>, p\u00ebr sjelljen dhe munges\u00ebn e maturis\u00eb s\u00eb faktorit politik parlamentar, ve\u00e7an\u00ebrisht t\u00eb maxhoranc\u00ebs socialiste.&nbsp; Thirrjet s\u00eb fundi prej partner\u00ebve kryesor\u00eb nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr dialog politik konstruktiv e nj\u00eb Parlament funksional n\u00eb zbatim t\u00eb parimeve dhe aspiratave kushtetuese <strong>duket se po bien n\u00eb vesh t\u00eb shurdh\u00ebr<\/strong><a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a>, sikurse edhe thirrjet publike<a href=\"#_ftn4\" id=\"_ftnref4\">[4]<\/a> t\u00eb b\u00ebra m\u00eb par\u00eb nga KRIIK gjat\u00eb k\u00ebtij nj\u00eb viti e gjys\u00ebm.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Partit\u00eb parlamentare nevojitet <strong>t\u00eb reflektojn\u00eb sa m\u00eb par\u00eb e tregojn\u00eb vizion e<\/strong> <strong>pjekuri politike p\u00ebr ta nxjerr\u00eb vendin menj\u00ebher\u00eb nga ky ng\u00ebr\u00e7 absurd politik<\/strong>.<\/p>\n\n\n\n<p>Nj\u00ebkoh\u00ebsisht ato nevojitet <strong>tu tregojn\u00eb qytetar\u00ebve se kan\u00eb kapacitetet e nevojshme p\u00ebr t\u00eb zhvilluar p\u00ebrgjegj\u00ebsit\u00eb<\/strong> publike t\u00eb marra e treguar koherenc\u00eb <strong>n\u00eb ndjekjen e proceseve t\u00eb tjera institucionale e politike t\u00eb nevojshme p\u00ebr ecurin\u00eb demokratike t\u00eb vendit<\/strong>.<\/p>\n\n\n\n<p><strong>Auditimi paszgjedhor vler\u00ebsohet si nj\u00eb proces shum\u00eb dometh\u00ebn\u00ebs<\/strong> n\u00eb funksion t\u00eb ligjzbatimit, i cili \u00ebsht\u00eb pranuar dhe dakord\u00ebsuar nga vet\u00eb k\u00ebto forca politike p\u00ebr tu b\u00ebr\u00eb pjes\u00eb e mekanizmave garantues t\u00eb Kodit Zgjedhor, <strong>por q\u00eb tashm\u00eb duket se \u00ebsht\u00eb totalisht jasht\u00eb interesit t\u00eb tyre<\/strong><a href=\"#_ftn5\" id=\"_ftnref5\">[5]<\/a>. Kjo n\u00eb nj\u00eb situat\u00eb kur partit\u00eb politike opozitare kan\u00eb kryer denoncime publike t\u00eb vazhdueshme duke k\u00ebrkuar hetime t\u00eb thelluara nga organet kompetente, nd\u00ebrkoh\u00eb q\u00eb vazhdojn\u00eb t\u00eb ken\u00eb pjes\u00eb t\u00eb p\u00ebrditshme t\u00eb diskursit t\u00eb tyre publik pik\u00ebrisht manipulimet e ndodhura n\u00eb procesin zgjedhor.<\/p>\n\n\n\n<p>Nd\u00ebrsa gjer\u00ebsisht dhe vazhdimisht shprehet shqet\u00ebsimi dhe nevoja p\u00ebr sigurimin e integritetit t\u00eb zgjedhjeve, <strong>konstatohet me shqet\u00ebsim se ndaj procesit t\u00eb auditimi paszgjedhor pati nj\u00eb indiferenc\u00eb totale nga t\u00ebr\u00eb aktor\u00ebt, politik\u00eb e jopolitik\u00eb<\/strong>, jo vet\u00ebm duke mos e v\u00ebzhguar apo ndjekur at\u00eb, por edhe duke mos treguar asnj\u00eb interes p\u00ebr gjetjet e dala n\u00eb p\u00ebrfundim t\u00eb tij<a href=\"#_ftn6\" id=\"_ftnref6\">[6]<\/a>.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, <strong>kjo indiferenc\u00eb p\u00ebrb\u00ebn nj\u00eb tregues shqet\u00ebsues, i cili evidenton munges\u00ebn e interesit real, ve\u00e7an\u00ebrisht t\u00eb partive politike<\/strong>, p\u00ebr cil\u00ebsin\u00eb e zhvillimit dhe t\u00eb administrimit t\u00eb procesit zgjedhor, duke u fokusuar n\u00eb m\u00ebnyr\u00eb t\u00eb kufizuar vet\u00ebm n\u00eb rezultatin zgjedhor apo edhe n\u00eb shqet\u00ebsimet e evidentuara n\u00eb periudh\u00ebn p\u00ebrpara shpalljes s\u00eb tij.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp; Nga ana tjet\u00ebr, duket qart\u00eb se kjo munges\u00eb interesi \u00ebsht\u00eb n\u00eb linj\u00eb me qasjet e m\u00ebparshme politike <strong>p\u00ebr t\u00eb minimizuar apo edhe mohuar shkeljet e b\u00ebra prej p\u00ebrfaq\u00ebsuesve t\u00eb partive politike si an\u00ebtar\u00eb t\u00eb komisioneve zgjedhore<\/strong> pas shpalljes s\u00eb rezultatit zgjedhor, duke nxitur nd\u00ebrkoh\u00eb moszbatimin e ligjit dhe fenomenin e pand\u00ebshkueshm\u00ebris\u00eb.<\/p>\n\n\n\n<p>KRIIK, si nj\u00eb aktor i cili ndjek n\u00eb m\u00ebnyr\u00eb t\u00eb pand\u00ebrprer\u00eb prej m\u00eb shum\u00eb se nj\u00eb dekade t\u00ebr\u00eb zhvillimet politiko-institucionale me efekt integritetin e zgjedhjeve, ka theksuar dhe vazhdon t\u00eb sjell\u00eb n\u00eb v\u00ebmendje se <strong>integriteti i zgjedhjeve \u00ebsht\u00eb i lidhur ngusht\u00ebsisht me sigurimin e integritetit t\u00eb t\u00ebr\u00eb proceseve p\u00ebrb\u00ebr\u00ebse t\u00eb tij<\/strong>, p\u00ebrfshir\u00eb integritetin e kontributeve t\u00eb t\u00eb gjith\u00eb institucioneve q\u00eb kan\u00eb rol n\u00eb proces, integritetin e ofertave elektorale p\u00ebrfshir\u00eb integritetin e kandidat\u00ebve e t\u00eb partive politike, integritetin e vendimmarrjeve dhe funksionimit t\u00eb vet\u00eb institucionit t\u00eb KQZ-s\u00eb, etj.<\/p>\n\n\n\n<p>N\u00eb t\u00ebr\u00eb k\u00ebto procese, <strong>Komisioni Qendror i Zgjedhjeve ka nj\u00eb rol ky\u00e7<\/strong>. Ai \u00ebsht\u00eb nj\u00eb Institucion i Pavarur i krijuar me ligj <strong>por me nj\u00eb r\u00ebnd\u00ebsi dhe natyr\u00eb t\u00eb ve\u00e7ant\u00eb<\/strong>, i cili nevojitet t\u00eb konsiderohet dhe trajtohet si i till\u00eb. KQZ-s\u00eb i duhet jo vet\u00ebm t\u00eb organizoj\u00eb e administroj\u00eb t\u00ebr\u00eb procesin zgjedhor, por \u00ebsht\u00eb i ngarkuar edhe me detyra t\u00eb tjera shum\u00eb t\u00eb r\u00ebnd\u00ebsishme si procesi i dekriminalizimit, apo edhe ushtrimi i rolit si mbikqyr\u00ebs dhe kontrollues i financimit t\u00eb partive politike e fushatave zgjedhore.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kuad\u00ebr, <strong>KQZ-ja \u00ebsht\u00eb i vetmi institucion i ngarkuar nga ligji i cili sanksionon drejtp\u00ebrdrejt administrativisht dhe kall\u00ebzon n\u00eb prokurori<\/strong> p\u00ebr vepra penale t\u00eb konstatuara individ\u00eb, pjes\u00eb e politik\u00ebs ose t\u00eb lidhur me t\u00eb, si edhe vet\u00eb partit\u00eb politike n\u00eb rastet e shkeljes s\u00eb ligjit, duke c\u00ebnuar standardet e zgjedhjeve apo t\u00eb financimit t\u00eb rregullt.<\/p>\n\n\n\n<p>Vendimmarrja dhe <strong>ligjzbatimi i plot\u00eb dhe pa ekuivok prej KQZ-s\u00eb ndaj politik\u00ebs dhe zyrtar\u00ebve t\u00eb lart\u00eb t\u00eb institucionave shtet\u00ebrore<\/strong>, \u00ebsht\u00eb nj\u00eb kontribut i qen\u00ebsish\u00ebm dhe i menj\u00ebhersh\u00ebm p\u00ebr zhb\u00ebrjen jo vet\u00ebm t\u00eb praktik\u00ebs 30 vje\u00e7are t\u00eb pand\u00ebshkueshm\u00ebris\u00eb e moszbatimit t\u00eb ligjit, por edhe nj\u00eb <strong>ndihm\u00eb konkrete dhe e drejtp\u00ebrdrejt p\u00ebr efikasitetin e Reform\u00ebs n\u00eb Drejt\u00ebsi dhe pun\u00ebs s\u00eb organeve t\u00eb saj<\/strong>, duke krijuar klim\u00ebn e ligjzbatimit t\u00eb plot\u00eb dhe t\u00eb barazis\u00eb para ligjit.<\/p>\n\n\n\n<p><strong>N\u00eb k\u00ebt\u00eb mision madhor, procesi i auditimit paszgjedhor dhe nd\u00ebrmarrja e sanksioneve bazuar n\u00eb gjetjet e tij, \u00ebsht\u00eb nj\u00eb proces i cili duhet t\u00eb mb\u00ebshtet hapur <\/strong>dhe publikisht prej t\u00ebr\u00eb partive politike dhe aktor\u00ebve vendor\u00eb, si nj\u00eb proces i merituar nd\u00ebshkimi ndaj kujto individi, pavar\u00ebsisht p\u00ebrkat\u00ebsis\u00eb partiake apo lidhjeve m\u00eb pushtetin, q\u00eb <strong>ka guxuar t\u00eb manipuloj\u00eb vullnetin e votuesit apo q\u00eb ka abuzuar me p\u00ebrgjegj\u00ebsin\u00eb ligjore<\/strong> t\u00eb marr\u00eb p\u00ebrsip\u00ebr duke shkelur rregullat e procedurat ligjore, e c\u00ebnuar k\u00ebshtu cil\u00ebsin\u00eb dhe standardin e procesit zgjedhor.<\/p>\n\n\n\n<p>KRIIK vazhdon t\u00eb theksoj\u00eb se <strong>Komisioni Qendror i Zgjedhjeve nevojitet t\u00eb monitorohet e mb\u00ebshtetet fort nga t\u00eb gjith\u00eb aktor\u00ebt e partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb<\/strong>, si nj\u00eb institucion model i ligjzbatimit dhe integritetit.&nbsp;&nbsp;<\/p>\n\n\n\n<p>KQZ duhet t\u00eb shqyrtoj\u00eb me vendosm\u00ebri dhe transparenc\u00eb t\u00eb plot\u00eb t\u00eb gjitha gjetjet, duke i m\u00ebshuar realizimit t\u00eb q\u00ebllimit t\u00eb procesit <strong>pa amnistuar ask\u00ebnd e mos relativizuar asnj\u00eb shkelje t\u00eb ligjit t\u00eb konstatuar<\/strong>.<\/p>\n\n\n\n<p>Rasti i mos sanksionimit t\u00eb an\u00ebtar\u00ebve t\u00eb komisioneve zgjedhore n\u00eb Puk\u00eb e Mallakast\u00ebr, t\u00eb cil\u00ebt u provuan qartazi gjat\u00eb procesit ankimor se kishin manipuluar me nd\u00ebrgjegje rezultatet e votimit<a href=\"#_ftn7\" id=\"_ftnref7\">[7]<\/a>, <strong>nuk duhet t\u00eb sh\u00ebrbej\u00eb si precendent p\u00ebr t\u00eb mosvepruar apo toleruar shkeljet<\/strong>. Madje KRIIK e nxit s\u00ebrish KQZ-n\u00eb t\u00eb veproj\u00eb duke i sanksionuar t\u00ebr\u00eb komisioner\u00ebt e p\u00ebrfshir\u00eb n\u00eb k\u00ebto raste, n\u00eb p\u00ebrmbushje t\u00eb detyrimeve ligjore t\u00eb parashikuara.<\/p>\n\n\n\n<p>KRIIK <strong>sjell n\u00eb v\u00ebmendje t\u00eb KQZ-s\u00eb, partive politike<\/strong> dhe t\u00ebr\u00eb opinionit publik se devijimi i nj\u00eb vote t\u00eb vetme nga nj\u00ebri subjekt tek nj\u00eb tjet\u00ebr <strong>p\u00ebrb\u00ebn prodhim t\u00eb nj\u00eb rezultati zgjedhor t\u00eb falsifikuar, i cili p\u00ebrmban n\u00eb vetvete dy manipulime t\u00eb kryera<\/strong> prej komisioner\u00ebve p\u00ebrkat\u00ebs. Nj\u00eb q\u00eb i faturohet pak\u00ebsimit t\u00eb rezultatit t\u00eb subjektit zgjedhor nga hiqet vota dhe nj\u00eb q\u00eb i faturohet shtimit t\u00eb rezultatit t\u00eb subjektit zgjedhor ku shtohet kjo vot\u00eb.<\/p>\n\n\n\n<p>KQZ-ja duhet gjithashtu t\u00eb shqyrtoj\u00eb e vler\u00ebsoj\u00eb me objektivitet \u00e7do parregullsi t\u00eb evidentuar gjat\u00eb auditimit t\u00eb materialeve zgjedhore duke marr\u00eb masa administrative e b\u00ebr\u00eb kallzim penal pa hezitim ndaj t\u00eb gjith\u00eb shkel\u00ebsve sipas parashikimeve t\u00eb ligjit.<\/p>\n\n\n\n<p><strong>Zem\u00ebrgjer\u00ebsia e treguar prej KQZ-s\u00eb n\u00eb proceset e m\u00ebparshme<\/strong> t\u00eb auditimeve t\u00eb kryera, n\u00eb em\u00ebr t\u00eb munges\u00ebs s\u00eb informimit, edukimit apo edhe t\u00eb risis\u00eb s\u00eb mekanizmit, <strong>s&#8217;duhet t\u00eb ket\u00eb m\u00eb vend n\u00eb k\u00ebt\u00eb auditim paszgjedhor<\/strong>. Tashm\u00eb t\u00ebr\u00eb partit\u00eb politike dhe komisioner\u00ebt zgjedhor\u00eb jan\u00eb n\u00eb dijeni t\u00eb parashikimeve ligjore t\u00eb cilat nuk jan\u00eb m\u00eb risi. \u00c7do veprim i kryer prej tyre, n\u00eb dijeni ose jo t\u00eb subjektit politik q\u00eb i ka propozuar, \u00ebsht\u00eb nj\u00eb veprim i b\u00ebr\u00eb me p\u00ebrgjegjshm\u00ebri t\u00eb plot\u00eb. P\u00ebr rrjedhoj\u00eb, <strong>\u00e7do shkelje e kryer me veprim apo mosveprim nuk \u00ebsht\u00eb gj\u00eb tjet\u00ebr ve\u00e7se nj\u00eb sfid\u00eb e hapur ndaj ligjit<\/strong>, duke relativizuar parashikimin ligjor dhe zhb\u00ebr\u00eb efi\u00e7enc\u00ebn e mekanizmit ligjor garantues t\u00eb nd\u00ebrtuar.<\/p>\n\n\n\n<p>Vendimi<a href=\"#_ftn8\" id=\"_ftnref8\">[8]<\/a> p\u00ebr kryerjen e Auditimit Paszgjedhor p\u00ebr Zgjedhjet Vendore t\u00eb 14 majit 2023, u miratua nga Komisioneri Shtet\u00ebror i Zgjedhjeve m\u00eb dat\u00ebn 20 tetor 2023, duke marr\u00eb n\u00eb konsiderat\u00eb dhe p\u00ebrfshir\u00eb pjes\u00ebrisht<a href=\"#_ftn9\" id=\"_ftnref9\">[9]<\/a> n\u00eb t\u00eb edhe rekomandimet<a href=\"#_ftn10\" id=\"_ftnref10\">[10]<\/a> e depozituara nga KRIIK.<\/p>\n\n\n\n<p>KQZ-ja auditoi 533 QV<a href=\"#_ftn11\" id=\"_ftnref11\">[11]<\/a>, nga t\u00eb cilat 40 QV iu p\u00ebrkisnin KZAZ-ve n\u00eb juridiksionin e bashkive ku u zhvillua votim-num\u00ebrimi elektronik, nd\u00ebrsa 7 QV zgjedhjeve t\u00eb pjesshme t\u00eb zhvilluara n\u00eb Bashkin\u00eb Kuk\u00ebs. QV-t\u00eb u p\u00ebrzgjodh\u00ebn me short duke p\u00ebrfshir\u00eb 10% t\u00eb QV-ve p\u00ebr \u00e7do KZAZ.<\/p>\n\n\n\n<p>Lidhur me auditimin e QV-ve ku u implementua votim-num\u00ebrimi elektronik Komisioneri shprehu publikisht gatishm\u00ebrin\u00eb e KQZ-s\u00eb p\u00ebr t\u00eb audituar edhe m\u00eb shum\u00eb se 10% t\u00eb QV-ve apo Qendra Votimi t\u00eb ve\u00e7anta t\u00eb p\u00ebrzgjedhura me p\u00ebrcaktim n\u00eb rast k\u00ebrkese nga ana e partive politike.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Procesi i rinum\u00ebrimit nga KQZ u krye nga 6 grupe num\u00ebrimi, pjes\u00eb e stafit t\u00eb KQZ, t\u00eb cil\u00ebt u deklarua se ishin trajnuar paraprakisht.&nbsp; Procesi u trasmetua <em>live<\/em> n\u00eb faqet zyrtare t\u00eb KQZ n\u00eb youtube dhe facebook.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; T\u00eb dh\u00ebnat lidhur me numrin e votave u hodh\u00ebn n\u00eb faqen zyrtare t\u00eb internetit t\u00eb KQZ-s\u00eb, por ende jan\u00eb t\u00eb paaksesueshme n\u00eb format t\u00eb p\u00ebrpunuesh\u00ebm<a href=\"#_ftn12\" id=\"_ftnref12\">[12]<\/a>. Nd\u00ebrkoh\u00eb t\u00eb dh\u00ebnat q\u00eb lidhen me vler\u00ebsimin cil\u00ebsor u plot\u00ebsuan nga grupet e num\u00ebrimit n\u00ebp\u00ebrmjet nj\u00eb sistemi elektronik t\u00eb brendsh\u00ebm t\u00eb KQZ dhe nuk jan\u00eb publike.&nbsp;<\/p>\n\n\n\n<p><strong>KRIIK sjell n\u00eb v\u00ebmendje se nga v\u00ebzhgimi i dy proceseve t\u00eb m\u00ebparshme<\/strong> t\u00eb auditimit t\u00eb kryer p\u00ebr zgjedhjet e vitit 2021 dhe 2022<a href=\"#_ftn13\" id=\"_ftnref13\">[13]<\/a>,&nbsp; v\u00ebrejti disa problematika<a href=\"#_ftn14\" id=\"_ftnref14\">[14]<\/a> <strong>duke e konsideruar procesin n\u00eb t\u00eb dy rastet si jo eficient<\/strong>. Theksohet k\u00ebtu konstatimi i diferencave nga 1 &#8211; 29 vota n\u00eb vitin 2021 lidhur me auditimin sasior t\u00eb votave, nd\u00ebrsa p\u00ebrsa i p\u00ebrket verifikimit cil\u00ebsor t\u00eb procesit u konstatua se s\u00eb paku n\u00eb 60% t\u00eb Qendrave t\u00eb Votimit kishte s\u00eb paku nj\u00eb problematik\u00eb.<\/p>\n\n\n\n<p>Nga monitorimi i b\u00ebr\u00eb prej KRIIK auditimit<a href=\"#_ftn15\" id=\"_ftnref15\">[15]<\/a> paszgjedhor 2023, u evidentua se diferencat n\u00eb t\u00eb dh\u00ebnat statistikore t\u00eb votave <strong>ishin m\u00eb shum\u00eb prezent\u00eb n\u00eb rezultatet p\u00ebr an\u00ebtar\u00ebt e k\u00ebshillave bashkiake<\/strong> dhe shum\u00eb m\u00eb pak n\u00eb ato p\u00ebr kryetar bashkie.<\/p>\n\n\n\n<p>Rezultoi se<strong> 61 qendra votimi kishin diferenca nga 3 \u2013 56 vota<\/strong> krahasuar me rezultatet e num\u00ebrimit t\u00eb procesit t\u00eb 14 majit<a href=\"#_ftn16\" id=\"_ftnref16\">[16]<\/a> 2023.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &#8211; rritjen e numrit t\u00eb qendrave t\u00eb votimit t\u00eb cilat do t\u2019i n\u00ebnshtroheshin auditimit, duke e \u00e7uar at\u00eb n\u00eb 10% nga 5% q\u00eb ishte parashikuar n\u00eb projektvendim;<\/p>\n\n\n\n<p class=\"has-small-font-size\">&nbsp; &#8211; aplikimin e hedhjes s\u00eb t\u00eb dh\u00ebnave t\u00eb verifikimit cil\u00ebsor nga vet\u00eb grupet e rinum\u00ebrimit n\u00ebp\u00ebrmjet p\u00ebrdorimit t\u00eb teknologjis\u00eb;<\/p>\n\n\n\n<p class=\"has-small-font-size\">&nbsp; &#8211; p\u00ebrfshirjen n\u00eb shortim edhe t\u00eb Qendrave t\u00eb Votimit p\u00ebr t\u00eb cilat nj\u00ebra prej kutive (ajo e votimit p\u00ebr kryetar apo ajo e votimit p\u00ebr k\u00ebshillin e bashkis\u00eb) ishte rihapur gjat\u00eb procesit t\u00eb ankimimeve;<\/p>\n\n\n\n<p class=\"has-small-font-size\">&nbsp; &#8211; angazhimin publikisht t\u00eb administrat\u00ebs s\u00eb KQZ-s\u00eb p\u00ebr t\u00eb marr\u00eb n\u00eb konsiderat\u00eb t\u00ebr\u00eb rekomandimet e KRIIK duke plot\u00ebsuar dhe detajuar m\u00eb tej pyet\u00ebsorin e vler\u00ebsimit cil\u00ebsor q\u00eb do t\u00eb p\u00ebrdorej p\u00ebr gjykuar sjelljen dhe pun\u00ebn e b\u00ebr\u00eb nga administrata zgjedhore, duke e b\u00ebr\u00eb m\u00eb t\u00eb kuptuesh\u00ebm k\u00ebt\u00eb pyet\u00ebsor, ruajtur logjik\u00ebn e pyetje-p\u00ebrgjigjeve dhe identifikuar drejt\u00ebp\u00ebrdrejt\u00eb parregullsit\u00eb e ndodhura, e rrjedhimisht edhe p\u00ebrgjegj\u00ebsit\u00eb ligjore p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Nd\u00ebrkoh\u00eb lidhur me rekomandimin e KRIIK p\u00ebr ri-hapjen e t\u00eb gjitha QV-ve ku ishte implementuar votimi dhe num\u00ebrimi elektronik, KQZ u p\u00ebrgjigj duke deklaruar publikisht se n\u00eb rast se ndonj\u00eb nga subjektet zgjedhore do t\u00eb shprehte interes p\u00ebr t\u00eb hapur QV t\u00eb caktuara apo t\u00eb gjitha QV-t\u00eb ku u votua elektronikisht, ajo do ta realizonte k\u00ebt\u00eb k\u00ebrkes\u00eb menj\u00ebher\u00eb dhe pa asnj\u00eb kosto.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Theksohet k\u00ebtu se p\u00ebrsa i p\u00ebrket rekomandimeve teknike lidhur me p\u00ebrmbatjen e pyet\u00ebsor\u00ebve p\u00ebr t\u00eb cil\u00ebt administrata e KQZ-s\u00eb u shpreh n\u00eb seanc\u00eb publike se do t\u00eb konsideroheshin dhe implementoheshin prej tyre, nga monitorimi i b\u00ebr\u00eb, rezultoi se nj\u00eb pjes\u00eb e konsiderueshme e rekomandimeve nuk ishin aplikuar, \u00e7ka b\u00ebri q\u00eb pyet\u00ebsori i p\u00ebrdorur, p\u00ebr rrjedhoj\u00eb edhe t\u00eb dh\u00ebnat e mbledhura,&nbsp;
