Komisioner!<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>T\u00eb nderuar koleg\u00eb t\u00eb administrat\u00ebs s\u00eb KQZ-s\u00eb!<\/strong>&nbsp;<\/p>\n\n\n\n<p>N\u00eb kuad\u00ebr t\u00eb gjith\u00eb bashk\u00ebpunimit me ju lidhur me konsultimin paraprak t\u00eb projekt-akteve t\u00eb ndryshme, p\u00ebr t\u00eb cilin gjejm\u00eb rastin t\u2019ju falenderojm\u00eb s\u00ebrish, KRIIK ju paraqet shkurtimisht q\u00ebndrimin e tij lidhur me projekt-vendimin <em>\u201cP\u00ebr raportimin financiar n\u00eb platform\u00ebn elektronike t\u00eb raportimit financiar (PERF) nga subjektet zgjedhore p\u00ebr zgjedhjet e organeve t\u00eb qeverisjes vendore t\u00eb dat\u00ebs 14 Maj 2023\u201d<\/em>.&nbsp;<\/p>\n\n\n\n<p>Platforma Elektronike e Raportimit Financiar (PERF), \u00ebsht\u00eb nd\u00ebrtuar dhe lan\u00e7uar nga KQZ me asistenc\u00ebn e disa organizmave nd\u00ebrkomb\u00ebtar\u00eb, n\u00eb muajt shkurt dhe mars 2023, por t\u00eb gjitha diskutimet mbi nevoj\u00ebn dhe planin p\u00ebr nd\u00ebrtimin e saj kan\u00eb filluar vite m\u00eb par\u00eb, e m\u00eb intensivisht prej vitit 2021.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Duke qen\u00eb se PERF ka qen\u00eb gati n\u00eb muajin shkurt, referuar kjo trajnimit t\u00eb kryer p\u00ebr raportimin e monitoruesve t\u00eb fushat\u00ebs zgjedhore dhe financier\u00ebve t\u00eb partive politike, <strong>kjo vendimmarrje e Komisionerit duhet t\u00eb ishte kryer m\u00eb her\u00ebt<\/strong> me q\u00ebllim q\u00eb subjektet zgjedhore dhe kandidat\u00ebt e tyre t\u00eb kishin dijeni t\u00eb plot\u00eb t\u00eb detyrimeve q\u00eb do t\u00eb mbartnin, p\u00ebrpara se t\u00eb vendosnin t\u00eb hynin n\u00eb gar\u00ebn zgjedhore.&nbsp; Nj\u00eb gj\u00eb t\u00eb till\u00eb KRIIK e ka paraqitur si domosdoshm\u00ebri dhe sjell\u00eb n\u00eb v\u00ebmendjen e administrat\u00ebs s\u00eb KQZ-s\u00eb n\u00ebp\u00ebrmjet komunikimeve verbale qysh n\u00eb koh\u00ebn e zhvillimit t\u00eb trajnimit t\u00eb monitoruesve t\u00eb fushat\u00ebs e financier\u00ebve t\u00eb partive politike.&nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;Gjith\u00ebsesi, gjendur n\u00eb kushtet aktuale t\u00eb ngarkes\u00ebs me p\u00ebrgatitjen e pro\u00e7esit zgjedhor, KRIIK <strong>e vler\u00ebson k\u00ebt\u00eb vendimmarrje dhe ju paraqet n\u00eb vijim Rekomandimet e tij<\/strong> lidhur me t\u00eb.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nga shqyrtimi dhe vler\u00ebsimi i p\u00ebrmbajtjes s\u00eb projekt-vendimit, <strong>KRIIK <\/strong><strong>e gjykon<\/strong><strong> <\/strong><strong>t\u00eb pa vend mosp\u00ebrfshirjen n\u00eb t\u00eb<\/strong><strong> dhe mosdeklarimin n\u00eb m\u00ebnyr\u00eb eksplicite se pjes\u00eb e kategoris\u00eb s\u00eb subjekteve q\u00eb kan\u00eb detyrimin t\u00eb raportojn\u00eb n\u00eb PERF jan\u00eb edhe kandidat\u00ebt e listave shum\u00ebem\u00ebrore p\u00ebr k\u00ebshillat bashkiak\u00eb.<\/strong>&nbsp;<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr q\u00eb nj\u00eb gj\u00eb e till\u00eb ka qen\u00eb e parashikuar, planifikuar dhe paraqitur si detyrim edhe ndaj financier\u00ebve t\u00eb partive politike n\u00eb trajnimin e tyre p\u00ebr p\u00ebrdorimin e PERF q\u00eb n\u00eb muajin shkurt 2023.&nbsp;&nbsp;<\/p>\n\n\n\n<p>N\u00eb vijim t\u00eb t\u00ebr\u00eb diskutimeve t\u00eb b\u00ebra p\u00ebrpara lan\u00e7imit t\u00eb PERF, si dhe t\u00eb deklarimeve zyrtare dhe angazhimeve t\u00eb marra nga Komisioni Qendror i Zgjedhjeve, p\u00ebrfshir\u00eb ato n\u00eb eventet publike t\u00eb marra bashkarisht me ndihm\u00ebn e organizmave t\u00eb huaja partnere, \u00ebsht\u00eb b\u00ebr\u00eb e qart\u00eb se kjo platform\u00eb p\u00ebrmban t\u00ebr\u00eb programimet e duhura dhe kapacitet e mundshme p\u00ebr t\u00eb suportuar edhe raportimin e numrit t\u00eb lart\u00eb t\u00eb kandidat\u00ebve t\u00eb listave shum\u00ebem\u00ebrore p\u00ebr an\u00ebtar\u00eb t\u00eb k\u00ebshillave bashkiak\u00eb.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Q\u00ebllimi par\u00ebsor i nd\u00ebrtimit t\u00eb sistemit<\/strong> dhe i futjes s\u00eb tij n\u00eb procesin e raportimit financiar t\u00eb subjekteve zgjedhore, \u00ebsht\u00eb pik\u00ebrisht <strong>sigurimi dhe leht\u00ebsimi i realizimit t\u00eb procesit t\u00eb transparenc\u00ebs, verifikimi dhe p\u00ebrpunimi i t\u00eb dh\u00ebnave, si dhe i procesit aq t\u00eb munguar t\u00eb Kontrollit, mbi financimet e fushat\u00ebs zgjedhore<\/strong>.&nbsp;<\/p>\n\n\n\n<p>Vendosja e dy standarteve brenda t\u00eb nj\u00ebjtit raportim t\u00eb t\u00eb nj\u00ebjtit subjekt, ku nj\u00eb pjes\u00eb raportojn\u00eb n\u00ebp\u00ebrmjet PERF, nd\u00ebrsa pjesa tjet\u00ebr n\u00ebp\u00ebrmjet formave t\u00eb m\u00ebparshme, e v\u00ebshtir\u00ebson pun\u00ebn p\u00ebr kontrollin dhe verifikimin e k\u00ebtyre raportimeve nga administrata e KQZ dhe nga audit\u00ebt ligjor\u00eb. Duke patur n\u00eb konsiderat\u00eb numrin e lart\u00eb prej rreth 23,000 kandidat\u00ebsh, <strong>ky proces do t\u00eb jet\u00eb <\/strong><strong><em>de facto<\/em><\/strong><strong> i pamundur p\u00ebr tu kryer<\/strong>.&nbsp;<\/p>\n\n\n\n<p>Gjithashtu, theksojm\u00eb k\u00ebtu <strong>faktin se administrata e KQZ-s\u00eb<\/strong>, me qasjen dhe angazhimet e treguara n\u00eb dy proceset e m\u00ebparshme zgjedhore, <strong>d\u00ebshtoi ta nd\u00ebrmerrte dhe realizonte k\u00ebt\u00eb proces, madje kur kishte vet\u00ebm nj\u00eb num\u00ebr shum\u00eb m\u00eb t\u00eb vog\u00ebl subjektesh zgjedhore dhe kandidat\u00ebsh listash shum\u00ebem\u00ebrore<\/strong>.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>T\u00eb paturit e disa metodave t\u00eb raportimit e v\u00ebshtir\u00ebson p\u00ebrqasjen dhe p\u00ebrllogaritjen e t\u00eb dh\u00ebnave,<\/strong> dhe \u00e7\u2019\u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishmja, n\u00eb gjykimin e KRIIK, <strong>nuk i sh\u00ebrben aspak q\u00ebllimit t\u00eb nd\u00ebrtimit t\u00eb k\u00ebsaj platforme<\/strong>, leht\u00ebsis\u00eb s\u00eb kuptimit dhe p\u00ebrpunimit t\u00eb t\u00eb dh\u00ebnave n\u00eb funksion t\u00eb trasparenc\u00ebs e kontrollit.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nj\u00eb gj\u00eb e till\u00eb do ta b\u00ebj\u00eb t\u00eb pamundur realizimin n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb t\u00eb detyr\u00ebs dhe p\u00ebrgjegj\u00ebsis\u00eb q\u00eb ka KQZja p\u00ebr t\u00eb b\u00ebr\u00eb transparenc\u00eb, verifikuar e kontrolluar financimet e fushat\u00ebs zhgjedhore prej politik\u00ebs.&nbsp;<\/p>\n\n\n\n<p>KRIIK ju risjell n\u00eb v\u00ebmendje se Kodi Zgjedhor parashikon se \u201cKandidat\u201d \u00ebsht\u00eb nj\u00eb shtetas shqiptar, i regjistruar si kandidat p\u00ebr deputet ose p\u00ebr kryetar bashkie, ose p\u00ebr k\u00ebshillin e bashkis\u00eb, n\u00eb p\u00ebrputhje me k\u00ebt\u00eb Kod, p\u00ebr t\u00eb cilin do t\u00eb votohet n\u00eb zgjedhje (neni 2, pika 4) dhe se \u201cShpenzime t\u00eb fushat\u00ebs zgjedhore\u201d jan\u00eb shpenzimet e b\u00ebra nga ose n\u00eb em\u00ebr t\u00eb nj\u00eb subjekti zgjedhor, p\u00ebrfshir\u00eb kandidat\u00ebt dhe\/ose deg\u00ebt e tij, ose t\u00eb nj\u00eb kandidati t\u00eb pavarur, t\u00eb cilat kryhen p\u00ebr t\u00eb promovuar fushat\u00ebn e vet ose p\u00ebr t\u00eb d\u00ebmtuar fushat\u00ebn e nj\u00eb subjekti tjet\u00ebr, p\u00ebrfshir\u00eb kandidat\u00ebt e tij, pavar\u00ebsisht dat\u00ebs se kur jan\u00eb kryer (neni 2, pika 28).&nbsp;<\/p>\n\n\n\n<p>Gjithashtu, Kodi Zgjedhor parashikon se subjektet zgjedhore jan\u00eb t\u00eb detyruara t\u00eb paraqesin raport financiar p\u00ebr fushat\u00ebn zgjedhore n\u00eb KQZ brenda 60 dit\u00ebve nga shpallja e rezultatit t\u00eb zgjedhjeve dhe se Raportet Financiare hartohen sipas modeleve t\u00eb miratuara nga KQZ-ja e p\u00ebrmbajn\u00eb \u00e7do dhurim, hua ose kredi q\u00eb i \u00ebsht\u00eb dh\u00ebn\u00eb subjektit zgjedhor (duke p\u00ebrfshir\u00eb edhe deg\u00ebt dhe kandidat\u00ebt e tij) gjat\u00eb fushat\u00ebs zgjedhore dhe gjasht\u00eb muaj para fushat\u00ebs dhe burimin e tij, p\u00ebrfshir\u00eb edhe dhurimet apo sh\u00ebrbimet n\u00eb natyr\u00eb (neni 92\/3).&nbsp;<\/p>\n\n\n\n<p>Nga sa tashm\u00eb njihet gjer\u00ebsisht si detyrim ligjor, <strong>p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr raportimin e kandidat\u00ebve, t\u00eb \u00e7do lloji qofshin ata, e ka partia politike<\/strong> e cila i propozon dhe rregjistron.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Partit\u00eb politike jan\u00eb t\u00eb informuara q\u00eb t\u00eb gjith\u00eb kandidat\u00ebt e kan\u00eb k\u00ebt\u00eb detyrim raportimi, dhe kan\u00eb detyrimin e asistimit t\u00eb tyre n\u00eb procesin e plot\u00ebsimit t\u00eb k\u00ebtij detyrimi ligjor.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Pavar\u00ebsisht se numri i kandidat\u00ebve n\u00eb total p\u00ebr k\u00ebto zgjedhje \u00ebsht\u00eb i lart\u00eb, ai do duhet t\u00eb mendohet si nj\u00eb detyrim dhe p\u00ebrgjegj\u00ebsi e ndar\u00eb p\u00ebr \u00e7do parti politike q\u00eb ka marr\u00eb angazhimin p\u00ebr t\u00eb marr\u00eb p\u00ebrsip\u00ebr p\u00ebrgjegj\u00ebssi publike, p\u00ebrpos detyrimit dhe p\u00ebrgjegj\u00ebsis\u00eb individuale q\u00eb ka marr\u00eb \u00e7do kandidat i list\u00ebs shum\u00ebem\u00ebrore.&nbsp;<\/p>\n\n\n\n<p>Gjithashtu, koha q\u00eb subjektet kan\u00eb n\u00eb dispozicion p\u00ebr plot\u00ebsimin e pasqyrave financiare, pra 60 dit\u00eb pas shpalljes s\u00eb rezultatit p\u00ebrfundimtar t\u00eb zgjedhjeve, \u00ebsht\u00eb nj\u00eb koh\u00eb e konsiderueshme dhe m\u00eb se e mjaftueshme p\u00ebr t\u00eb p\u00ebrmbushur detyrimet e parashikuara.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Referuar gjith\u00eb sa m\u00eb sip\u00ebr, <strong>KRIIK ju rekomandon q\u00eb<\/strong>, n\u00eb kategorin\u00eb e subjekteve zgjedhore q\u00eb kan\u00eb detyrimin t\u00eb plot\u00ebsojn\u00eb dhe dor\u00ebzojn\u00eb n\u00eb Komisionin Qendror t\u00eb Zgjedhjeve raportin&nbsp;
