<\/strong><strong>T\u00eb nderuar An\u00ebtar\u00eb t\u00eb Organeve Drejtuese t\u00eb KQZ-s\u00eb!<\/strong><\/p>\n\n\n\n<p><strong>&nbsp; <\/strong><strong>T\u00eb nderuar Koleg\u00eb t\u00eb Administrat\u00ebs s\u00eb KQZ-s\u00eb!<\/strong>&nbsp;<\/p>\n\n\n\n<p>N\u00eb vazhd\u00ebn e monitorimit t\u00eb procesit p\u00ebr Zgjedhjet p\u00ebr Organet e Qeverisjes Vendore t\u00eb 14 majit 2023, KRIIK ka marr\u00eb dijeni, n\u00ebp\u00ebrmjet raporteve t\u00eb audit\u00ebve teknicien\u00eb dhe takimeve me zyrtar\u00eb t\u00eb DPGJC dhe t\u00eb Ministris\u00eb s\u00eb Brendshme se rreth 1.28 milion\u00eb zgjedh\u00ebsve (p\u00ebraf\u00ebrsisht 35% e tyre) iu \u00ebsht\u00eb nd\u00ebrruar Qendra e Votimit (QV) nga ekstrakti i dyt\u00eb n\u00eb list\u00ebn p\u00ebrfundimtare t\u00eb zgjedh\u00ebsve.<\/p>\n\n\n\n<p>Kjo gj\u00eb <strong>mund t\u00eb sjell\u00eb jo vet\u00ebm konfuzion tek zgjedh\u00ebsit<\/strong> apo v\u00ebshtir\u00ebsi p\u00ebr t\u00eb votuar n\u00eb dit\u00ebn e zgjedhjeve, por edhe mundet q\u00eb ta b\u00ebj\u00eb praktikisht <strong>t\u00eb pamundur ushtrimin e s\u00eb drejt\u00ebs s\u00eb vot\u00ebs prej tyre<\/strong>.<\/p>\n\n\n\n<p>Na lejoni t\u00eb sjellim n\u00eb v\u00ebmendjen tuaj se sigurimi i s\u00eb drejt\u00ebs s\u00eb qytetarit p\u00ebr t\u00eb votuar aty ku ka vendbanimin, si dhe leht\u00ebsimi i procesit t\u00eb korrigjimit t\u00eb p\u00ebrb\u00ebr\u00ebsve zgjedhor\u00eb pas shpalljes s\u00eb list\u00ebs finale t\u00eb zgjedh\u00ebsve, <strong>\u00ebsht\u00eb jo vet\u00ebm nj\u00eb detyrim ligjor, por edhe nj\u00eb e drejt\u00eb thelb\u00ebsore q\u00eb shteti duhet t\u2019i siguroj\u00eb qytetarit, t\u00eb drejt\u00ebn p\u00ebr t\u00eb votuar<\/strong>.<\/p>\n\n\n\n<p>N\u00eb frym\u00ebn e sa m\u00eb sip\u00ebr, KRIIK <strong>Ju drejtohet me k\u00ebt\u00eb K\u00ebrkes\u00eb, mbi disa hapa q\u00eb<\/strong>, n\u00eb gjykimin ton\u00eb, KQZ-ja, si Institucioni m\u00eb i lart\u00eb q\u00eb ka n\u00ebn p\u00ebrgjegj\u00ebsi garantimin e nj\u00eb procesi zgjedhor brenda standardeve, <strong>mund t\u00eb nd\u00ebrmarr\u00eb p\u00ebr t\u00eb adresuar k\u00ebt\u00eb \u00e7\u00ebshtje<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Kujtojm\u00eb gjithashtu se KQZ-ja \u00ebsht\u00eb institucioni i ngarkuar nga ligji p\u00ebr mbikqyrjen e procesit t\u00eb hartimit t\u00eb listave t\u00eb zgjedh\u00ebsve (neni 50 dhe 61 i Kodit Zgjedhor).<\/p>\n\n\n\n<p><strong><em><u>S\u00eb pari,<\/u><\/em><\/strong> n\u00eb gjykimin e KRIIK, <strong>nevojitet sa m\u00eb par\u00eb nj\u00eb sqarim i plot\u00eb p\u00ebr publikun<\/strong> n\u00eb lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje nga ana e KQZ-s\u00eb, dhe konkretisht nga ana e Komisionerit, duke qen\u00eb se kjo \u00e7\u00ebshtje nuk \u00ebsht\u00eb trajtuar n\u00eb m\u00ebnyr\u00eb publike n\u00eb asnj\u00eb rast, madje as shqyrtimi i gjetjeve t\u00eb raporteve t\u00eb audit\u00ebve teknicien\u00eb.<\/p>\n\n\n\n<p>Ky sqarim do t\u00eb ishte e udh\u00ebs t\u00eb p\u00ebrmbante detaje n\u00eb lidhje me arsyet dhe m\u00ebnyr\u00ebn se si ky ndryshim n\u00eb adresat e Qendrave t\u00eb Votimit ku ata do t\u00eb votojn\u00eb \u00ebsht\u00eb b\u00ebr\u00eb, sikurse edhe mund t\u00eb jepet nj\u00eb informacion i p\u00ebrdit\u00ebsuar n\u00eb lidhje me numrin e qytetar\u00ebve q\u00eb jan\u00eb drejtuar n\u00ebp\u00ebr KZAZ p\u00ebr t\u00eb k\u00ebrkuar informacion mbi QV-n\u00eb ku do t\u00eb votojn\u00eb.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, informacioni n\u00eb lidhje me pik\u00ebn e par\u00eb do t\u00eb ishte e udh\u00ebs t\u00eb ofrohej n\u00eb m\u00ebnyra proaktive nga Drejtoria e P\u00ebrgjithshme e Gjendjes Civile, ku edhe jan\u00eb kryer ndryshimet, por, n\u00eb \u00e7do rast, gjykohet se Komisioneri Shtet\u00ebror i Zgjedhjeve, si zyrtari m\u00eb i lart\u00eb shtet\u00ebror p\u00ebr p\u00ebrgatitjen e zgjedhjeve, duhet ta k\u00ebrkoj\u00eb k\u00ebt\u00eb informacion nga DPGJC-ja dhe ta b\u00ebj\u00eb me dije p\u00ebr publikun, n\u00eb em\u00ebr t\u00eb transparenc\u00ebs.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Theksohet se n\u00eb historikun e zgjedhjeve t\u00eb deritanishme, \u00ebsht\u00eb hera e par\u00eb kur b\u00ebhet ndryshim i Udh\u00ebzimit t\u00eb Ministrit t\u00eb Brendsh\u00ebm n\u00eb mes t\u00eb procesit t\u00eb hartimit t\u00eb listave, duke sjell\u00eb si rrjedhoj\u00eb zhvendosjen e qendr\u00ebs s\u00eb votimit p\u00ebr 1,28 milion\u00eb zgjedh\u00ebs.<\/p>\n\n\n\n<p><strong><em><u>S\u00eb dyti,<\/u><\/em><\/strong> KRIIK gjykon se, n\u00eb k\u00ebto rrethana,&nbsp; <strong>fushata e informimit p\u00ebr qytetar\u00ebt<\/strong> q\u00eb KQZ ka nd\u00ebrmarr\u00eb n\u00ebp\u00ebrmjet spoteve, posterave, etj., do t\u00eb duhet t\u00eb jet\u00eb shum\u00eb m\u00eb intensive dhe <strong>e fokusuar n\u00eb ve\u00e7anti n\u00eb informimin e qytetar\u00ebve p\u00ebr t\u00eb kontrolluar <\/strong>sa m\u00eb par\u00eb emrin e tyre n\u00eb list\u00eb, si dhe qendr\u00ebn e votimit ku jan\u00eb parashikuar t\u00eb votojn\u00eb.<\/p>\n\n\n\n<p><strong><em><u>S\u00eb treti,<\/u><\/em><\/strong> Kodi Zgjedhor n\u00eb nenin 57 \u201cVendimet gjyq\u00ebsore pas hartimit t\u00eb list\u00ebs s\u00eb zgjedh\u00ebsve\u201d p\u00ebrcakton se:<\/p>\n\n\n\n<p><em>\u201c1. Kur zgjedh\u00ebsi v\u00ebren se p\u00ebrb\u00ebr\u00ebsi i tij zgjedhor p\u00ebrmban pasakt\u00ebsi, nuk \u00ebsht\u00eb i regjistruar n\u00eb list\u00ebn e zgjedh\u00ebsve t\u00eb zon\u00ebs s\u00eb qendr\u00ebs s\u00eb votimit t\u00eb vendbanimit t\u00eb tij ose nuk \u00ebsht\u00eb regjistruar fare n\u00eb ndonj\u00eb nga listat e nj\u00ebsis\u00eb s\u00eb qeverisjes vendore ku ai ka vendbanimin, ai ka t\u00eb drejt\u00eb t\u00eb paraqes\u00eb k\u00ebrkes\u00eb n\u00eb gjykat\u00ebn e rrethit gjyq\u00ebsor p\u00ebrkat\u00ebs deri 24 or\u00eb p\u00ebrpara dat\u00ebs s\u00eb zgjedhjeve. K\u00ebrkesa, sipas k\u00ebsaj pike, p\u00ebrjashtohet nga taksat gjyq\u00ebsore. &#8230;<\/em><\/p>\n\n\n\n<p><em>3. Gjykatat e rretheve gjyq\u00ebsore shqyrtojn\u00eb dhe vendosin n\u00eb lidhje me k\u00ebrkesat, sipas pik\u00ebs 1 t\u00eb k\u00ebtij neni, si n\u00eb dit\u00ebn e fundit para zgjedhjeve, edhe n\u00eb dit\u00ebn e zgjedhjeve, por jo m\u00eb von\u00eb se 6 or\u00eb p\u00ebrpara mbylljes s\u00eb votimit. N\u00eb rastin kur vendimi gjyq\u00ebsor b\u00ebn korrigjimin e p\u00ebrb\u00ebr\u00ebsve zgjedhor\u00eb, p\u00ebrcaktohet qart\u00eb p\u00ebrb\u00ebr\u00ebsi zgjedhor q\u00eb ndryshohet. Kur sakt\u00ebsohet qendra e votimit ose zgjedh\u00ebsi shtohet n\u00eb list\u00eb, vendimi gjyq\u00ebsor p\u00ebrcakton qendr\u00ebn e votimit ku zgjedh\u00ebsi do t\u00eb votoj\u00eb dhe numrin e dokumentit t\u00eb identifikimit. &#8230;\u201d.<\/em><\/p>\n\n\n\n<p>Ky mekaniz\u00ebm njihet tashm\u00eb si mund\u00ebsi nga qytetar\u00ebt, megjith\u00ebse pranohet se n\u00eb zgjedhjet e m\u00ebparshme numri i zgjedh\u00ebsve q\u00eb kan\u00eb votuar me vendim gjykate nuk ka qen\u00eb i konsideruesh\u00ebm.&nbsp;&nbsp;&nbsp; Ashtu sikurse pranohet se ka patur raste q\u00eb zgjedh\u00ebs, t\u00eb cil\u00ebt nuk kishin nj\u00eb Gjykat\u00eb t\u00eb Rrethit Gjyq\u00ebsor pran\u00eb vendbanimit t\u00eb tyre, nuk e kan\u00eb shfryt\u00ebzuar k\u00ebt\u00eb mekaniz\u00ebm, t\u00eb fundit n\u00eb dispozicion, duke ngelur pa votuar.<\/p>\n\n\n\n<p>Aktualisht n\u00eb k\u00ebto zgjedhje, p\u00ebr shkak t\u00eb situat\u00ebs s\u00eb lartp\u00ebrmendur, me gjas\u00eb numri i qytetar\u00ebve q\u00eb mund t\u00eb k\u00ebrkojn\u00eb t\u00eb votojn\u00eb me vendim gjykate mund t\u00eb jet\u00eb m\u00eb i lart\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, me aplikimin e hart\u00ebs s\u00eb re gjyq\u00ebsore q\u00eb hyn n\u00eb fuqi m\u00eb dat\u00ebn 1 maj 2023, qasja e qytetar\u00ebve n\u00eb gjykata do t\u00eb jet\u00eb m\u00eb e v\u00ebshtir\u00eb, duke qen\u00eb se disa prej gjykatave do t\u00eb shkrihen.<\/p>\n\n\n\n<p>Lidhur me gjith\u00eb sa m\u00eb sip\u00ebr, KRIIK zhvilloi nj\u00eb takim m\u00eb dat\u00eb 13 mars 2023 me p\u00ebrfaq\u00ebsues t\u00eb K\u00ebshillit t\u00eb Lart\u00eb Gjyq\u00ebsor (KLGJ) ku parashtroi shqet\u00ebsimin e m\u00ebsip\u00ebrm dhe diskutoi p\u00ebr m\u00ebnyrat e adresimit t\u00eb \u00e7\u00ebshtjes.<\/p>\n\n\n\n<p>M\u00eb dat\u00ebn 14 prill 2023, KRIIK i d\u00ebrgoi nj\u00eb K\u00ebrkes\u00eb zyrtare KLGJ-s\u00eb ku i k\u00ebrkonte <strong>t\u00eb nd\u00ebrmarr\u00eb hapat e nevojsh\u00ebm procedural\u00eb e institucional\u00eb, <\/strong>duke siguruar q\u00eb Gjykatat e Shkall\u00ebs s\u00eb Par\u00eb n\u00eb t\u00eb gjith\u00eb vendin t\u00eb jen\u00eb t\u00eb v\u00ebmendshme ndaj k\u00ebsaj situate dhe <strong>t\u00eb marrin masat e duhura p\u00ebr t\u00eb trajtuar me prioritet dhe n\u00eb koh\u00ebn m\u00eb t\u00eb shkurt\u00ebr k\u00ebrkesat e qytetar\u00ebve q\u00eb k\u00ebrkojn\u00eb t\u00eb votojn\u00eb me vendim gjykate (gjeni bashk\u00eblidhur shkres\u00ebn zyrtare t\u00eb nisur).<\/strong><\/p>\n\n\n\n<p>Pavar\u00ebsisht angazhimit t\u00eb KLGJ-s\u00eb n\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje, n\u00ebse do t\u00eb ket\u00eb nj\u00eb t\u00eb till\u00eb nga ana e k\u00ebtij Institucioni, KRIIK vler\u00ebson se <strong>angazhimi i KQZ-s\u00eb \u00ebsht\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr adresimin konkret dhe t\u00eb menj\u00ebhersh\u00ebm t\u00eb problematik\u00ebs<\/strong>.<\/p>\n\n\n\n<p>KRIIK i ka parashtruar disa k\u00ebrkesa konkrete KLGJ-s\u00eb q\u00eb n\u00eb opinionin e tij vlejn\u00eb t\u00eb merren n\u00eb konsiderat\u00eb (lutemi referojuni shkres\u00ebs bashk\u00eblidhur), por e <strong>gjykon t\u00eb domosdosh\u00ebm nd\u00ebrveprimin dhe koordinimin e menj\u00ebhersh\u00ebm t\u00eb KQZ-s\u00eb<\/strong> <strong>me t\u00eb<\/strong>, me q\u00ebllim krijimin e leht\u00ebsive t\u00eb nevojshme p\u00ebr t\u00eb siguruar aksesin n\u00eb gjykat\u00eb t\u00eb qytetar\u00ebve e mund\u00ebsuar respektimin e s\u00eb drejt\u00ebs s\u00eb tyre p\u00ebr t\u00eb votuar.<\/p>\n\n\n\n<p>N\u00eb p\u00ebrfundim sillet n\u00eb v\u00ebm\u00ebndje se, n\u00eb \u00e7do rast, Kushtetuata dhe ligji parashikojn\u00eb detyrimin e shtetit shqiptar dhe institucioneve t\u00eb tij q\u00eb t\u2019i sigurojn\u00eb t\u00eb drejt\u00ebn e ushtrimit t\u00eb vot\u00ebs \u00e7do zgjedh\u00ebsi, ndaj n\u00eb k\u00ebt\u00eb pik\u00ebpamje, kjo e drejt\u00eb nuk mund t\u2019i mohohet p\u00ebr asnj\u00eb shkak qoft\u00eb edhe nj\u00eb qytetari t\u00eb vet\u00ebm.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkarko Dokumentin e d\u00ebrguar KQZ-s\u00eb.
