t\u00eb aft\u00ebsis\u00eb p\u00ebr t\u00eb zhvilluar p\u00ebrgjegj\u00ebsit\u00eb politike e institucionale n\u00eb funksion t\u00eb nj\u00eb dialogu t\u00eb v\u00ebrtet\u00eb i cili duhet t\u00eb zhvillohet s\u00eb pari n\u00eb sall\u00ebn e parlamentit;&nbsp; t\u00eb mund\u00ebsis\u00eb p\u00ebr nj\u00eb funksionim normal t\u00eb Parlamentit t\u00eb Shqip\u00ebris\u00eb, Institucionit m\u00eb t\u00eb Lart\u00eb t\u00eb Republik\u00ebs i cili ushtron dhe p\u00ebrfaq\u00ebson sovranitetin e popullit shqiptar.&nbsp;&nbsp;<\/p>\n\n\n\n<p>K\u00ebto zgjedhje <strong>afektohen drejtp\u00ebrdrejt edhe nga mbajtja n\u00eb nj\u00eb kontekst paq\u00ebndrueshm\u00ebrie t\u00eb sken\u00ebs politike, p\u00ebrsa koh\u00eb q\u00eb t\u00ebr\u00eb sistemi politiko-institucional \u00ebsht\u00eb ngritur mbi baz\u00ebn e parimit t\u00eb balanc\u00ebs politike t\u00eb dy forcave m\u00eb t\u00eb m\u00ebdha<\/strong>, Partis\u00eb Socialiste dhe Partis\u00eb Demokratike, i shtrir\u00eb ky n\u00eb t\u00ebr\u00eb kapilar\u00ebt e shtetit n\u00eb vend, duke mos l\u00ebn\u00eb n\u00eb asnj\u00eb \u00e7ast hap\u00ebsir\u00ebn e nevojshme p\u00ebr rritjen dhe konsolidimin e institucioneve dhe t\u00eb shtetit ligjor, sikurse aspironte Kushtetuta e Republik\u00ebs e miratuar me referendumin popullor t\u00eb 1998-\u00ebs.<\/p>\n\n\n\n<p>Situata e komplikuar n\u00eb kampin e partis\u00eb m\u00eb t\u00eb madhe opozitare, Partis\u00eb Demokratike, e cila ka n\u00eb thelb problemin e demokracis\u00eb s\u00eb brendshme, problem i cili manifestohet gjer\u00ebsisht n\u00eb t\u00eb gjitha partit\u00eb politike n\u00eb vend, p\u00ebrshir\u00eb Partin\u00eb Socialiste, duket se do t\u00eb ket\u00eb impaktin e saj n\u00eb administrimin e procesit zgjedhor, konkretisht n\u00eb pik\u00ebpamje t\u00eb <strong>besueshm\u00ebris\u00eb q\u00eb do t\u00eb manifestoj\u00eb procesi pas v\u00ebshtir\u00ebsis\u00eb konkrete p\u00ebr t\u00eb balancuar politikisht me komisioner\u00eb komisionet e administrimit t\u00eb nivelit t\u00eb dyt\u00eb dhe t\u00eb tret\u00eb<\/strong>, sikurse u evidentua gjat\u00eb Zgjedhjeve t\u00eb Pjesshme Vendore t\u00eb 6 marsit 2022.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kontekst politik e institucional t\u00eb agravuar e t\u00eb vazhduesh\u00ebm, ku p\u00ebrgjegj\u00ebsia \u00ebsht\u00eb t\u00ebr\u00ebsisht e klas\u00ebs politike, ve\u00e7an\u00ebrisht e partive parlamentare dhe lidershipit t\u00eb tyre,&nbsp; duket se <strong>lidershipi i partive politike kryesore ka nisur s\u00ebrish turra-vrapin elektoral p\u00ebr t\u00eb legjitimuar n\u00eb zgjedhjet e rradh\u00ebs establishmentin politik si dhe dominanc\u00ebn n\u00eb pushtet<\/strong>. Konkretisht, Kandidati i Koalicionit \u201cSht\u00ebpia e Liris\u00eb\u201d n\u00eb Bashkin\u00eb Shkod\u00ebr z. Bardh Spahia;&nbsp; Kandidati i Partis\u00eb Socialiste n\u00eb Bashkin\u00eb Dib\u00ebr z. Rahim Spahiu; si dhe Kandidati i Partis\u00eb Demokratike n\u00eb Bashkin\u00eb Lushnje z. Indrit Sefa.<\/p>\n\n\n\n<p>Nj\u00eb fenomen i ngjash\u00ebm ndodhi edhe n\u00eb Zgjedhjet e Parakohshme p\u00ebr Kryetarin e Bashkis\u00eb Dib\u00ebr t\u00eb 11 shtatorit 2016. Kandidati i propozuar nga Aleanca Popullore p\u00ebr Pun\u00eb dhe Dinjitet, z. Sherefedin Shehu, nuk mundi t\u00eb votonte pasi e kishte ndryshuar vendbanimin e p\u00ebrhersh\u00ebm n\u00eb dat\u00eb 12 gusht 2016, kat\u00ebr dit\u00eb pasi kishte kaluar afati p\u00ebrfundimtar p\u00ebr gjenerimin e list\u00ebs finale t\u00eb zgjedh\u00ebsve.
