paraqet KQZ-s\u00eb paraqet shkurtimisht q\u00ebndrimin e tij lidhur me m\u00ebnyr\u00ebn e parashikuar p\u00ebr shp\u00ebrndarjen e fondeve vjetore ndaj partive politike p\u00ebr vitin 2023.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, ka nj\u00eb paqart\u00ebsi lidhur me parashikimet ligjore aktuale n\u00eb ligjin e partive politike me ndryshimet e b\u00ebra n\u00eb Kodin Zgjedhor n\u00eb tetor 2020, si pasoj\u00eb e ndryshimeve kushtetuese t\u00eb korrikut 2020, mbi m\u00ebnyr\u00ebn e garimit si koalicion n\u00eb zgjedhjet e p\u00ebrgjithshme parlamentare.<\/p>\n\n\n\n<p>N\u00eb munges\u00eb t\u00eb koh\u00ebs s\u00eb mjaftueshme p\u00ebr nj\u00eb analiz\u00eb t\u00eb plot\u00eb, si dhe t\u00eb kopjes s\u00eb marr\u00ebveshjes s\u00eb Koalicionit \u201cPD-AN\u201d p\u00ebr zgjedhjet parlamentare t\u00eb vitit 2021, <strong>sugjerohet q\u00eb KQZ, ta shtyj\u00eb vendimmarrjen e saj lidhur me k\u00ebt\u00eb projekt-vendim<\/strong>, p\u00ebr nj\u00eb analiz\u00eb m\u00eb t\u00eb plot\u00eb t\u00eb argumentimit t\u00eb b\u00ebr\u00eb dhe precedentit q\u00eb mund t\u00eb krijohet.<\/p>\n\n\n\n<p>Neni 19 i ligjit \u201cP\u00ebr partit\u00eb politike\u201d, i cili parashikon m\u00ebnyr\u00ebn e shp\u00ebrndarjes s\u00eb fondeve vjetore ndaj partive politike, \u00ebsht\u00eb ndryshuar m\u00eb dat\u00ebn 10.02.2011 dhe kuptimi i pik\u00ebs 2 g\u00ebrma \u201ca\u201d tek ky nen i referohet rregullimit dhe kontekstit ligjor t\u00eb asaj kohe.<\/p>\n\n\n\n<p>Sipas KRIIK, mb\u00ebshtetja financiare nuk \u00ebsht\u00eb gj\u00eb tjet\u00ebr ve\u00e7se mb\u00ebshtetja n\u00eb para nga buxheti i shtetit p\u00ebr partit\u00eb politike t\u00eb cilat garojn\u00eb n\u00eb zgjedhje dhe fitojn\u00eb nj\u00eb num\u00ebr t\u00eb caktuar mandatesh sipas rregullave t\u00eb paracaktuara.<\/p>\n\n\n\n<p><strong>Masa e mb\u00ebshtetjes nga sovrani<\/strong>, e p\u00ebrkthyer n\u00eb num\u00ebr mandatesh parlamentare \u00ebsht\u00eb <strong>sipas rezultatit t\u00eb dal\u00eb dhe <em>fotografis\u00eb<\/em> s\u00eb shp\u00ebrndarjes s\u00eb mandateve t\u00eb p\u00ebrfaq\u00ebsimit parlamentar<\/strong> t\u00eb b\u00ebra n\u00eb p\u00ebrfundim t\u00eb procesit zgjedhor nga Komisioni Qendror i Zgjedhjeve.<\/p>\n\n\n\n<p>N\u00eb gjykimin e KRIIK, <strong>vet\u00ebm kjo shp\u00ebrndarje mandatesh p\u00ebrfaq\u00ebsimi parlamentar ka legjitimitetin e plot\u00eb t\u00eb votuesit\/sovranit<\/strong>, e cila p\u00ebrkthehet m\u00eb pas n\u00eb mb\u00ebshtetje financiare vjetore p\u00ebr partit\u00eb respektive, sipas parashikimeve ligjore.<\/p>\n\n\n\n<p>M\u00ebnyrat e l\u00ebvizjes s\u00eb nj\u00eb apo m\u00eb shum\u00eb mandateve m\u00eb pas, sipas procedurave t\u00eb tjera t\u00eb ligjshme apo edhe marr\u00ebveshjet paraprake q\u00eb mund t\u00eb jen\u00eb b\u00ebr\u00eb, &nbsp;nuk mund t\u00eb rr\u00ebzojn\u00eb k\u00ebt\u00eb verdikt dhe mb\u00ebshtetje t\u00eb sovranit p\u00ebr forc\u00ebn politike apo koalicionin, e cila \u00ebsht\u00eb p\u00ebrkthyer n\u00eb mandate p\u00ebrfaq\u00ebsimi parlamentar n\u00eb momentin e p\u00ebrllogaritjes s\u00eb b\u00ebr\u00eb bazuar n\u00eb rezultatin e final t\u00eb votave t\u00eb marra, sipas sistemit zgjedhor.<\/p>\n\n\n\n<p><strong>\u00c7do ndryshim i m\u00ebvonsh\u00ebm nuk mund t\u00eb zhb\u00ebj\u00eb k\u00ebt\u00eb vullnet p\u00ebrfaq\u00ebsimi<\/strong>, e rrjedhimisht edhe mb\u00ebshtetjen financiare vjetore e cila duhet t\u00eb jepet nga buxheti i shtetit p\u00ebr kat\u00ebr vitet e ardhshme bazuar vet\u00ebm n\u00eb k\u00ebt\u00eb fotografi t\u00eb p\u00ebrfaq\u00ebsimit parlamentar menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb zgjedhjeve t\u00eb p\u00ebrgjithshme parlamentare, n\u00eb rastin konkret, atyre t\u00eb vitit 2021.<\/p>\n\n\n\n<p><strong>Marrja n\u00eb konsiderat\u00eb e ndryshimeve t\u00eb m\u00ebvonshme<\/strong> n\u00eb numrin e mandateve parlamentare, p\u00ebr efekt t\u00eb mb\u00ebshtetjes vjetore financiare t\u00eb partive politike, n\u00eb gjykimin e KRIIIK, <strong>\u00ebsht\u00eb e pasakt\u00eb<\/strong>, madje l\u00eb shteg dhe <strong>krijon precedent negativ, q\u00eb nuk pasqyrojn\u00eb vullnetit e sovranit, por e b\u00ebn at\u00eb pre t\u00eb makinacioneve ligjore apo
