Mosrespektimin e afatit ligjor 5 ditor p\u00ebrpara zhvillimit t\u00eb aktivitetit; <\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>2. Kryerjen e veprimtarive publike, pavar\u00ebsisht se nuk jan\u00eb raportuar n\u00eb nd\u00ebrfaqen e raportimeve t\u00eb KQZ-s\u00eb;<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>3. Aktivitete t\u00eb raportuara nga institucionet, n\u00eb t\u00eb cilat jan\u00eb mbajtur fjalime me p\u00ebrmbajtje elektorale n\u00eb favor t\u00eb nj\u00eb subjekti zgjedhor apo t\u00eb nj\u00eb kandidati;<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>4. Kryerja e aktiviteteve t\u00eb ndaluara;<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>5. Raportimi pa detaje ose i pasakt\u00eb.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Konkretisht: &nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Raportimi i aktiviteteve me vones\u00eb<\/strong>&nbsp;<\/li><\/ol>\n\n\n\n<p>Praktika e raportimit t\u00eb aktiviteteve me vones\u00eb (m\u00eb pak se pes\u00eb dit\u00eb n\u00eb dispozicion t\u00eb KQZ-s\u00eb p\u00ebrpara dit\u00ebs s\u00eb aktivitetit) vijon edhe n\u00eb k\u00ebt\u00eb jav\u00eb t\u00eb tret\u00eb.\u00a0\u00a0Nga monitorimi i KRIIK rezulton se <strong>rreth 47.6% e raportimeve n\u00eb jav\u00ebn e tret\u00eb (27 janar &#8211; 2 shkurt) jan\u00eb me vones\u00eb.\u00a0<\/strong><\/p>\n\n\n\n<p>Specifikisht, nga 229 aktivitete t\u00eb raportuara nga data 27 janar deri n\u00eb dat\u00ebn 2 shkurt 2023, 109 jan\u00eb raportuar me vones\u00eb <em>(p\u00ebr m\u00eb shum\u00eb shih <\/em><strong><em>Lidhjen 1<\/em><\/strong><em>, e cila p\u00ebrmbledh t\u00eb dh\u00ebnat p\u00ebr raportimet me vones\u00eb, si dhe <\/em><strong><em>Lidhjen 2<\/em><\/strong><em> me list\u00ebn e detajuar t\u00eb k\u00ebtyre aktiviteteve, s\u00eb bashku me t\u00eb dh\u00ebnat p\u00ebrkat\u00ebse referuar nd\u00ebrfaqes s\u00eb aktiviteteve n\u00eb faqen e internetit t\u00eb KQZ-s\u00eb)<\/em>. Theksohet k\u00ebtu se p\u00ebrllogaritja e numrit t\u00eb dit\u00ebve \u201cn\u201d n\u00eb dispozicion t\u00eb KQZ-s\u00eb kryhet n\u00eb m\u00ebnyr\u00eb automatike, duke zbritur nga dita e aktivitetit t\u00eb planifikuar dit\u00ebn e raportimit, ashtu si\u00e7 ato jan\u00eb raportuar.&nbsp;<\/p>\n\n\n\n<p>Nga monitorimi \u00ebsht\u00eb v\u00ebrejtur se n\u00eb disa raste data e aktivitetit t\u00eb planifikuar \u00ebsht\u00eb raportuar gabim prej institucionit p\u00ebrkat\u00ebs. Si shembuj p\u00ebr k\u00ebt\u00eb sjellim raportimet m\u00eb posht\u00eb:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/aktivitete.kqz.gov.al\/2023\/01\/30\/takim-me-caritas-albania-2\/\">https:\/\/aktivitete.kqz.gov.al\/2023\/01\/30\/takim-me-caritas-albania-2\/<\/a>&nbsp;<\/li><li><a href=\"https:\/\/aktivitete.kqz.gov.al\/2023\/01\/30\/takim-me-oficeret-e-policise-durres\/\">https:\/\/aktivitete.kqz.gov.al\/2023\/01\/30\/takim-me-oficeret-e-policise-durres\/<\/a>&nbsp;<\/li><li><a href=\"https:\/\/aktivitete.kqz.gov.al\/2023\/01\/31\/me-kerkese-te-pales-turke-do-te-organizohet-takimi-i-minsitrit-te-drejtesise-z-ulsi-manja-me-ambasadorin-e-republikes-se-turqise-ne-shqiperi-z-tayyar-kagan-atay\/\">https:\/\/aktivitete.kqz.gov.al\/2023\/01\/31\/me-kerkese-te-pales-turke-do-te-organizohet-takimi-i-minsitrit-te-drejtesise-z-ulsi-manja-me-ambasadorin-e-republikes-se-turqise-ne-shqiperi-z-tayyar-kagan-atay\/<\/a>&nbsp;<\/li><\/ul>\n\n\n\n<p>K\u00ebto aktivitete, sipas raportimit, deklarohet se jan\u00eb t\u00eb planifikuara p\u00ebr tu zhvilluar dit\u00ebt e para t\u00eb janarit 2023.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Kjo pasakt\u00ebsi n\u00eb plot\u00ebsim, n\u00eb rastin m\u00eb t\u00eb mir\u00eb, mund t\u2019i faturohet neglizhenc\u00ebs apo mos seriozitetit n\u00eb plot\u00ebsim nga ana e personit t\u00eb ngarkuar.&nbsp;<\/p>\n\n\n\n<p>Por, sipas opinionit t\u00eb KRIIK, ky rast <strong>duhet t\u00eb sh\u00ebrbej\u00eb p\u00ebr KQZ-n\u00eb p\u00ebr t\u00eb parandaluar kryerjen n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebllimshme t\u00eb nj\u00eb raportimi t\u00eb till\u00eb n\u00eb t\u00eb ardhmen<\/strong>, duke synuar fshehjen e shkeljeve n\u00eb afat apo shmangur mund\u00ebsin\u00eb e monitorimit, dhe relativizimin e tij me argumentin e \u201cgabimit njer\u00ebzor\u201d.&nbsp;<\/p>\n\n\n\n<p>Lidhur me k\u00ebt\u00eb, <strong>KRIIK ju paraqet<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>&nbsp;<\/strong><strong>Rekomandimin 1.1.<\/strong><strong> q\u00eb n\u00eb fush\u00ebn e plot\u00ebsimit t\u00eb dat\u00ebs, sapo t\u00eb klikohet, t\u00eb <\/strong><strong>hapet nj\u00eb kalendar n\u00eb dispozicion<\/strong><strong>, i cili t\u00eb jap\u00eb opsionin e p\u00ebrzgjedhjes vet\u00ebm p\u00ebr datat q\u00eb pasojn\u00eb dat\u00ebn e dit\u00ebs s\u00eb plot\u00ebsimit shtuar numrin 5 <\/strong>(p\u00ebr sigurimin e 5 dit\u00ebshit t\u00eb plot\u00eb n\u00eb dispozicion t\u00eb KQZ-s\u00eb).<strong> <\/strong>&nbsp;<\/p>\n\n\n\n<p>KRIIK p\u00ebrg\u00ebzon, n\u00eb k\u00ebt\u00eb pik\u00eb, <strong>sakt\u00ebsimin e b\u00ebr\u00eb nga Drejtoresha e Drejtoris\u00eb Juridike, <\/strong>n\u00eb seanc\u00ebn publike t\u00eb mbledhjes t\u00eb KSHZ t\u00eb dat\u00ebs 1 shkurt 2023,<strong> <\/strong>se <em>&#8220;<\/em><strong><em>5 dit\u00eb jan\u00eb n\u00eb dispozicion t\u00eb KQZ-s\u00eb p\u00ebr t\u00eb marr\u00eb vendimin e tij p\u00ebr t\u00eb ndaluar apo jo<\/em><\/strong><em>. Pra me kalimin e 5 dit\u00ebve nga e nes\u00ebrmja mund t\u00eb zhvillohet veprimtaria. Pes\u00eb dit\u00eb jan\u00eb n\u00eb dispozicion t\u00eb KQZ. <\/em><strong><em>Me kalimin e k\u00ebtyre 5 dit\u00ebve nga e nes\u00ebrmja mund t\u00eb zhvillohen veprimtarit\u00eb<\/em><\/strong><em>\u201d.<\/em>\u00a0<\/p>\n\n\n\n<p>Pas sakt\u00ebsimit t\u00eb p\u00ebrllogaritjes s\u00eb afatit t\u00eb plot\u00eb 5 ditor n\u00eb dispozicion t\u00eb KQZ-s\u00eb, <strong>KRIIK ka rillogaritur p\u00ebrmbushjen e k\u00ebtij afati<\/strong> p\u00ebr aktivitetet e raportuara n\u00eb dy Raportimet e m\u00ebparshme t\u00eb d\u00ebrguara pran\u00eb KQZ-s\u00eb.&nbsp;<\/p>\n\n\n\n<p>Rezulton se <strong>p\u00ebr periudh\u00ebn nga 13-19 janar 2023 jan\u00eb tashm\u00eb 37 aktivitete<\/strong> t\u00eb raportuar me vones\u00eb dhe jo 24 sikurse jan\u00eb raportuar n\u00eb emailin e dat\u00ebs 21.01.2023.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><em>Gjeni bashk\u00eblidhur tabel\u00ebn e p\u00ebrdit\u00ebsuar me aktivitetet e raportuara me vones\u00eb p\u00ebr k\u00ebt\u00eb periudh\u00eb, t\u00eb titulluar \u201cUpdate_Lidhje_2-Raporti-I_KRIIK_AktiviteteTeRaportuaraMeVonese\u201d.<\/em>&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb <strong>p\u00ebr periudh\u00ebn 20 \u2013 26 janar 2023 jan\u00eb tashm\u00eb 113 aktivitete<\/strong> t\u00eb raportuara me vones\u00eb dhe jo 90 sikurse jan\u00eb raportuar n\u00eb emailin e dat\u00ebs 28.01.2023. <em>Gjeni bashk\u00eblidhur tabel\u00ebn e p\u00ebrdit\u00ebsuar me aktivitetet e raportuara me vones\u00eb p\u00ebr k\u00ebt\u00eb periudh\u00eb, t\u00eb titulluar \u201cUpdate_Lidhje_2-Raporti-II_KRIIK_AktiviteteTeRaportuaraMeVonese\u201d.<\/em>&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, <strong>shprehet s\u00ebrish shqet\u00ebsimi dhe nevoja p\u00ebr adresimin e duhur nga KQZ t\u00eb problematik\u00ebs<\/strong> <strong>s\u00eb vonesave n\u00eb raportime<\/strong>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ky adresim duhet b\u00ebr\u00eb sa m\u00eb par\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb ndikoj\u00eb n\u00eb m\u00ebnyr\u00eb efi\u00e7ente n\u00eb raportimin n\u00eb vijim p\u00ebr 14 jav\u00ebt e mbetura, ku, me shum\u00eb gjas\u00eb, <strong>problematikat do t\u00eb shtohen e masivizohen<\/strong> n\u00eb munges\u00eb t\u00eb nj\u00eb qasje proaktive prej Komisionit Qendror t\u00eb Zgjedhjeve.&nbsp;<\/p>\n\n\n\n<p>P\u00ebrsa i p\u00ebrket kontributit dhe p\u00ebrvoj\u00ebs s\u00eb KRIIK lidhur me m\u00ebnyrat e adresimit t\u00eb k\u00ebsaj problematike, <strong>juve ju jan\u00eb p\u00ebrcjell\u00eb Rekomandime konkrete<\/strong>, qoft\u00eb n\u00eb nivel politik e t\u00eb p\u00ebrgjithsh\u00ebm, qoft\u00eb n\u00eb nivel teknik e konkret, n\u00ebp\u00ebrmjet e-maileve t\u00eb d\u00ebrguara p\u00ebr Raportet e Monitorimit t\u00eb jav\u00ebs s\u00eb par\u00eb dhe t\u00eb jav\u00ebs s\u00eb dyt\u00eb t\u00eb monitorimit, konkretisht n\u00eb datat 21 dhe 28 janar 2023.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Konkretisht, <strong>nevojitet ende t\u2019ju risjellim n\u00eb v\u00ebmendje<\/strong>, n\u00eb m\u00ebnyr\u00eb t\u00eb shkurtuar:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Rekomandimin nr. 3<\/strong><strong> t\u00eb<\/strong><a href=\"https:\/\/kriik.al\/home\/2023\/01\/28\/konstatime-raporti-ii-i-gjetjeve-dhe-rekomandimeve-per-javen-20-26-janar-2023-lidhur-me-raportimet-ne-nderfaqen-e-raportimeve-te-kqz-se-te-veprimtarive-me-karakter-publik%ef%bf%bc\/\"><strong> <\/strong><strong>Raportit t\u00eb Gjetjeve dhe Rekomandimeve nr. II<\/strong><\/a><strong>,<\/strong> t\u00eb p\u00ebrcjell\u00eb tek ju me email-in e dat\u00ebs 28 janar 2023, <strong>lidhur me afatet e parashikuara<\/strong><strong> <\/strong>p\u00ebr raportimin e veprimtarive t\u00eb institucioneve publike.&nbsp;<\/li><\/ol>\n\n\n\n<p>KRIIK vler\u00ebson sakt\u00ebsimin e b\u00ebr\u00eb nga Drejtoria Juridike, n\u00eb seanc\u00ebn e dat\u00ebs 1 shkurt 2023, por gjykon se <strong>nevojitet domosdoshm\u00ebrisht q\u00eb KQZ-ja t\u00eb sakt\u00ebsoj\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb detajuar p\u00ebrllogaritjen e afateve<\/strong> dhe unifikimin n\u00eb parashikim t\u00eb tyre, n\u00ebp\u00ebrmjet nj\u00eb komunikimi zyrtar, i cili duhet t\u2019i p\u00ebrcillet n\u00eb m\u00ebnyr\u00eb zyrtare \u00e7do institucioni. Gjithashtu sugjerohet q\u00eb ky sakt\u00ebsim t\u00eb publikohet masivisht n\u00ebp\u00ebrmjet formave q\u00eb p\u00ebrdor KQZ-ja p\u00ebr t\u2019ia b\u00ebr\u00eb me dije t\u00ebr\u00eb opinionit publik.\u00a0<\/p>\n\n\n\n<p>Procesi i depozitimit t\u00eb indicieve apo denoncimeve q\u00eb mund t\u00eb vijn\u00eb nga aktor\u00eb t\u00eb tret\u00eb, p\u00ebrfshir\u00eb qytetar\u00ebt, k\u00ebrkon <strong>s\u00eb pari qart\u00ebsimin e afateve<\/strong> ligjore t\u00eb parashikuara, nd\u00ebrkoh\u00eb q\u00eb \u00ebsht\u00eb <strong>KQZ-ja institucioni q\u00eb ka detyrimin p\u00ebr t\u00eb b\u00ebr\u00eb interpretimin e duhur<\/strong>, si dhe p\u00ebr t\u2019ua b\u00ebr\u00eb me dije n\u00eb nj\u00eb form\u00eb sa m\u00eb t\u00eb thjeshtuar qytetar\u00ebve.&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong>Rekomandimin<\/strong> lidhur me <strong>nj\u00eb vendimmarrje t\u00eb menj\u00ebhershme sanksionuese<\/strong> nga ana e KQZ-s\u00eb, i cili ju \u00ebsht\u00eb p\u00ebrcjell\u00eb i argumentuar edhe n\u00eb e-mail-et pararend\u00ebse.&nbsp;<\/li><\/ol>\n\n\n\n<p>KRIIK e <strong>vler\u00ebson fillimin e procedurave administrative dhe thirrjet e Komisionerit<\/strong> n\u00eb seancat publike t\u00eb zhvilluara, madje i nxit m\u00eb tej ato n\u00eb volum dhe intensitet.&nbsp;&nbsp;<\/p>\n\n\n\n<p>KRIIK gjykon se, vendimmarrja sanksionuese, si nj\u00eb veprim ligjor n\u00eb vetvete, <strong>do t\u00eb zhduk\u00eb \u00e7do paqart\u00ebsi apo perceptim t\u00eb krijuar p\u00ebr zbatimin ose jo t\u00eb ligjit<\/strong> lidhur me k\u00ebt\u00eb proces n\u00eb k\u00ebto zgjedhje.&nbsp;<\/p>\n\n\n\n<p>Nga ana tjet\u00ebr kjo vendimmarrje, <strong>do t\u00eb nxis\u00eb vet\u00eb strukturat dhe administrat\u00ebn e KQZ-s\u00eb p\u00ebr t\u00eb shuar \u00e7do dyshim lidhur me k\u00ebt\u00eb qasje<\/strong>, si dhe nxis\u00eb m\u00eb tej at\u00eb n\u00eb nj\u00eb qasje proaktive m\u00eb pas, n\u00eb em\u00ebr t\u00eb <strong>sigurimit t\u00eb parimit t\u00eb barazis\u00eb p\u00ebrpara ligjit<\/strong> p\u00ebr \u00e7do titullar apo n\u00ebpun\u00ebs i cili shkel apo nuk zbaton ligjin.&nbsp;&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li><strong>Rekomandimi<\/strong> i p\u00ebrcjell\u00eb n\u00eb dy email-et pararend\u00ebse <strong>p\u00ebr integrimin e nj\u00eb<\/strong> <strong>mekanizmi sigurie automatik \u201cndalimi\u201d<\/strong><strong> n\u00eb rast raportimi t\u00eb nj\u00eb veprimtarie n\u00eb nj\u00eb periudh\u00eb m\u00eb t\u00eb shkurt\u00ebr se afati i k\u00ebrkuar <\/strong>(5 dit\u00eb t\u00eb plota n\u00eb dispozicion t\u00eb KQZ-s\u00eb).&nbsp;<\/li><\/ol>\n\n\n\n<p>Ky rekomandim<strong> mund t\u00eb shkrihet tashm\u00eb brenda Rekomandimit 1.<\/strong>1 t\u00eb b\u00ebr\u00eb m\u00eb sip\u00ebr.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Thjesht<strong> nevojitet q\u00eb n\u00eb rast moslejimi nga sistemi p\u00ebr t\u00eb zgjedhur nj\u00eb dat\u00eb t\u00eb m\u00ebhershme, t\u00eb jepet opsioni shtes\u00eb p\u00ebr t\u00eb zgjedhur\/argumentuar domosdoshm\u00ebrin\u00eb e zhvillimit t\u00eb aktivitetit, si rast emergjence. <\/strong>Madje,&nbsp; mund\u00ebsisht duke i parashikuar edhe alternativat e mundshme p\u00ebr t\u00eb zgjedhur llojin e aktivitetit p\u00ebr shkak emergjence n\u00eb m\u00ebnyr\u00eb shteruese.&nbsp;&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"4\"><li><strong>Rekomandimet&nbsp;
