T\u00ebr\u00eb kjo n\u00eb p\u00ebrmbushje t\u00eb synimit madhor p\u00ebr ndalimin e krijimit t\u00eb avantazhit elektoral nga partia politike n\u00eb pushtet.<\/p>\n\n\n\n<p><strong>Sektori\/\u00ebt p\u00ebrkat\u00ebs t\u00eb administrat\u00ebs s\u00eb KQZ-s\u00eb<\/strong>, t\u00eb ngarkuar p\u00ebr t\u00eb zbatuar mekanizmin e raportimit dhe monitorimit <strong>nevojitet t\u00eb b\u00ebjn\u00eb organizimin e duhur t\u00eb pun\u00ebs<\/strong> p\u00ebr ta ndjekur at\u00eb me v\u00ebmendje, kujdes dhe rigozitet n\u00eb t\u00ebr\u00eb hallkat p\u00ebrb\u00ebr\u00ebse t\u00eb tij.<\/p>\n\n\n\n<p>Gjithashtu <strong>nd\u00ebrveprimi i k\u00ebtyre sektor\u00ebve me Monitoruresit e fushat\u00ebs<\/strong> n\u00eb terren nevojitet t\u00eb jet\u00eb n\u00eb qend\u00ebr t\u00eb procesit verifikues e monitorues, p\u00ebrpara apo gjat\u00eb zhvillimit t\u00eb veprimtarive, p\u00ebrpos procesit t\u00eb verifikimit\/informimit m\u00eb t\u00eb plot\u00eb q\u00eb duhet b\u00ebr\u00eb paraprakisht apo aposteriori nga vet\u00eb n\u00ebpun\u00ebsit e k\u00ebtyre sektor\u00ebve.<\/p>\n\n\n\n<p>N\u00eb funksion t\u00eb k\u00ebtij q\u00ebllimi, n\u00eb gjykimin e KRIIK, <strong>nevojitet q\u00eb KQZ-ja t\u00eb v\u00ebr\u00eb n\u00eb dispozicion<\/strong> <strong>n\u00eb shkall\u00ebn m\u00eb t\u00eb lart\u00eb teknologjin\u00eb e informacionit<\/strong> q\u00eb ekziston sot n\u00eb treg p\u00ebr t\u00eb siguruar avantazhe dometh\u00ebn\u00ebse p\u00ebr monitorimin, p\u00ebrpunimin dhe kryq\u00ebzimin e t\u00eb dh\u00ebnave dhe informacioneve, verifikimin apo shp\u00ebrndarjen e tyre.<\/p>\n\n\n\n<p>Gjithashtu, <strong>t\u00eb angazhoj\u00eb burime njer\u00ebzore shtes\u00eb<\/strong> nga n\u00ebpun\u00ebsit e p\u00ebrkohsh\u00ebm t\u00eb parashikuar, n\u00ebse gjykohet e nevojshme, p\u00ebr t\u00eb ndihmuar stafin tashm\u00eb t\u00eb angazhuar n\u00eb p\u00ebrmbushjen e plot\u00eb t\u00eb detyrimeve t\u00eb parashikuara, duke u kujdesur s\u00eb pari p\u00ebr trajnimin e duhur dhe t\u00eb thelluar t\u00eb tyre.<\/p>\n\n\n\n<p>N\u00eb kuad\u00ebr t\u00eb gjith\u00eb sa m\u00eb sip\u00ebr, nd\u00ebr t\u00eb tjera, KRIIK \u00ebsht\u00eb duke monitoruar me shum\u00eb kujdes raportimet e publikuara n\u00eb <a href=\"https:\/\/aktivitete.kqz.gov.al\/\">nd\u00ebrfaqen e <strong>raportimeve<\/strong><\/a><strong> t\u00eb veprimtarive me karakter publik t\u00eb institucioneve publike, agjencive dhe\/ose nd\u00ebrmarrjeve shtet\u00ebrore.<\/strong><\/p>\n\n\n\n<p>Gjat\u00eb monitorimit t\u00eb jav\u00ebs s\u00eb par\u00eb t\u00eb funksionimit t\u00eb nd\u00ebrfaqes (13-19 janar 2023), KRIIK ka evidentuar disa problematika t\u00eb cilat lidhen me:<\/p>\n\n\n\n<p><strong>1. mosrespektimin e afatit ligjor 5 ditor p\u00ebrpara zhvillimit t\u00eb aktivitetit;<\/strong><\/p>\n\n\n\n<p><strong>2. kryerjen e veprimtarive publike, pavar\u00ebsisht se nuk jan\u00eb raportuar n\u00eb nd\u00ebrfaqen e raportimeve n\u00eb KQZ;<\/strong><\/p>\n\n\n\n<p><strong>3. zhvillimin e veprimtarive qartazi t\u00eb ndaluara p\u00ebr t\u2019u zhvilluar nga institucionet;<\/strong><\/p>\n\n\n\n<p><strong>4. domosdoshm\u00ebrin\u00eb e analizimit t\u00eb informacionit t\u00eb p\u00ebrcjell\u00eb dhe kryerja e investigimit paraprak mbi veprimtarit\u00eb potencialisht n\u00eb shkelje me ligjin.<\/strong><\/p>\n\n\n\n<p>Konkretisht:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li><strong>Raportimi i aktiviteteve me vones\u00eb<\/strong><\/li><\/ol>\n\n\n\n<p>Praktika e raportimit t\u00eb aktiviteteve me vones\u00eb (m\u00eb pak se pes\u00eb dit\u00eb p\u00ebrpara dit\u00ebs s\u00eb aktivitetit) vijon t\u00eb jet\u00eb shqet\u00ebsuese. Si\u00e7 jeni n\u00eb dijeni, KRIIK ka evidentuar se gjat\u00eb Zgjedhjeve p\u00ebr Kuvendin t\u00eb vitit 2021, rreth 72% aktiviteteve (906\/1254) jan\u00eb raportuar m\u00eb pak se pes\u00eb dit\u00eb p\u00ebrpara <em>(Raporti Final i KRIIK p\u00ebr Zgjedhjet p\u00ebr Kuvendin t\u00eb dat\u00ebs 25 prill 2021, faqe 71<\/em>).<\/p>\n\n\n\n<p>N\u00eb procesin aktual zgjedhor, Komisioneri Shtet\u00ebror i Zgjedhjeve m\u00eb dat\u00eb 12 janar 2023 iu kujtoi, n\u00ebp\u00ebrmjet Dokumentit <a href=\"https:\/\/kqz.gov.al\/2023\/01\/12\/kujtese-mbi-veprimtarine-e-institucioneve-publike-kater-muaj-perpara-dates-se-zgjedhjeve\/\">\u201cKUJTES\u00cb \u2013 Mbi veprimtarin\u00eb e institucioneve publike kat\u00ebr muaj p\u00ebrpara dat\u00ebs s\u00eb zgjedhjeve ujtes\u00ebs s\u00eb d\u00ebrguar institucioneve<\/a>\u201d, t\u00ebr\u00eb institucioneve t\u00eb parashikuara p\u00ebr t\u00eb raportuar detyrimet ligjore t\u00eb parashikuara dhe masat p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p>Referuar pik\u00ebs 3 t\u00eb Dokumentit, lidhur me detyrimin p\u00ebr zbatimin e afatit 5 ditor, b\u00ebhet me dije se \u201cn\u00eb rast se nuk respektohet ky afat veprimtaria do t\u00eb ndalohet.\u201d<\/p>\n\n\n\n<p>KRIIK ka evidentuar se, megjith\u00eb k\u00ebt\u00eb kujtes\u00eb dhe mas\u00ebn e parashikuar, raportimi me vones\u00eb vijon t\u00eb jet\u00eb mjaft i p\u00ebrhapur, nd\u00ebrkoh\u00eb q\u00eb asnj\u00eb veprimtari nuk \u00ebsht\u00eb ndaluar.<\/p>\n\n\n\n<p>Nisur nga fakti se nd\u00ebrfaqja e raportimeve u b\u00eb aktive m\u00eb dat\u00ebn 13 janar, si dhe me mir\u00ebkuptimin <em>ekstraligjor<\/em> q\u00eb mund t\u00eb tregohet n\u00eb k\u00ebt\u00eb rast p\u00ebr shkak se ky proces raportimi sapo ka nisur, KRIIK ka kryer p\u00ebrllogaritjen e aktiviteteve t\u00eb raportuara me vones\u00eb.<\/p>\n\n\n\n<p>Kjo p\u00ebrllogaritje \u00ebsht\u00eb kryer <strong>duke eliminuar<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>t\u00eb gjitha aktivitetet e parashikuara deri n\u00eb dat\u00ebn 17 janar (pra q\u00eb ishte e pamundur t\u00eb raportoheshin n\u00eb sistem n\u00eb koh\u00eb), duke mbajtur n\u00eb konsiderat\u00eb faktin se sistemi i raportimit u hap p\u00ebr institucionet vet\u00ebm n\u00eb dat\u00ebn 13 janar, pavar\u00ebsisht se ky raportim mund t\u00eb kryhej prej tyre edhe n\u00ebp\u00ebrmjet adres\u00ebs s\u00eb dedikuar t\u00eb e-mail-it;<\/li><li>aktivitetet emergjente, t\u00eb cilat p\u00ebrgjith\u00ebsisht kan\u00eb t\u00eb b\u00ebjn\u00eb me situat\u00ebn e reshjeve dit\u00ebt e fundit (6 t\u00eb tilla); si dhe<\/li><li>1 aktivitet nga Universiteti \u201cAleksand\u00ebr Xhuvani\u201d Elbasan, i cili \u00ebsht\u00eb raportuar dy her\u00eb;<\/li><\/ul>\n\n\n\n<p>Nga p\u00ebrllogaritja rezulton se s\u00ebrish <strong>30% e raportimeve jan\u00eb kryer me vones\u00eb<\/strong>.<\/p>\n\n\n\n<p>Specifikisht, nga 80 aktivitete t\u00eb planifikuara apo zhvilluara tanim\u00eb pas dat\u00ebs 17 janar dhe q\u00eb nuk jan\u00eb aktivitete urgjente apo t\u00eb dubluara, <strong>24 aktivitete jan\u00eb raportuar me vones\u00eb<\/strong> <em>(gjeni bashk\u00eblidhur <strong>Lidhjen 1<\/strong> me list\u00ebn e k\u00ebtyre aktiviteteve si dhe t\u00eb dh\u00ebnat p\u00ebrkat\u00ebse referuar nd\u00ebrfaqes s\u00eb aktiviteteve n\u00eb faqen e internetit t\u00eb KQZ-s\u00eb)<\/em>.<\/p>\n\n\n\n<p>KRIIK gjykon <strong>se nevojitet nj\u00eb vendimmarrje e menj\u00ebhershme e KQZ-s\u00eb lidhur me k\u00ebt\u00eb detyrim ligjor tani n\u00eb nisje t\u00eb k\u00ebtij procesi 4-mujor<\/strong>, p\u00ebr t\u00eb zhb\u00ebr\u00eb perceptimin e krijuar nga praktika e ndodhur n\u00eb dy proceset e m\u00ebparshme zgjedhore, se KQZ-ja do t\u00eb q\u00ebndroj\u00eb inaktive apo zem\u00ebrgjer\u00eb n\u00eb k\u00ebt\u00eb proces.<\/p>\n\n\n\n<p>P\u00ebr t\u00eb leht\u00ebsuar pun\u00ebn e KQZ-s\u00eb dhe t\u00eb institucioneve raportuese p\u00ebr ndalimin e aktiviteteve q\u00eb raportohen me vones\u00eb, <strong>KRIIK rekomandon se do t\u00eb ishte me vler\u00eb dhe m\u00eb funksionale<\/strong> <strong>q\u00eb n\u00eb sistemin e raportimit t\u00eb integrohej nj\u00eb mekaniz\u00ebm sigurie<\/strong>, i cili n\u00eb momentin q\u00eb nj\u00eb veprimtari raportohet p\u00ebrtej afatit t\u00eb p\u00ebrcaktuar (pra, kur numri i dit\u00ebve mes dat\u00ebs s\u00eb aktivitetit dhe dat\u00ebs s\u00eb raportimit \u00ebsht\u00eb m\u00eb i vog\u00ebl se 5), p\u00ebrdoruesit t\u00eb institucionit p\u00ebrkat\u00ebs t\u2019i shfaqet automatikisht nj\u00eb mesazh se ky aktivitet nuk mund t\u00eb kryhet pasi \u00ebsht\u00eb raportuar jasht\u00eb afatit.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb konfigurim duhen t\u00eb parashikohen p\u00ebrjashtimisht rastet kur mund t\u00eb ket\u00eb arsye t\u00eb forta p\u00ebr zhvillimin e aktiviteteve q\u00eb e justifikojn\u00eb kryerjen e tij, (p.sh. rastet e emergjencave, apo t\u00eb tjera.)<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Veprimtari publike t\u00eb zhvilluara, por t\u00eb paraportuara<\/strong><\/li><\/ul>\n\n\n\n<p>Bazuar n\u00eb nj\u00eb monitorim jo sistematik t\u00eb faqeve t\u00eb disa institucioneve n\u00eb mediat sociale dhe t\u00eb mediave, KRIIK ka evidentuar se gjat\u00eb periudh\u00ebs 13 &#8211; 19 janar 2023, s\u00eb paku 11 veprimtari publike, t\u00eb cilat rezultojn\u00eb se nuk jan\u00eb raportuar nga institucionet respektive n\u00eb nd\u00ebrfaqen e KQZ-s\u00eb.<em> (Gjeni bashk\u00eblidhur <strong>Lidhjen nr. 2<\/strong> me list\u00ebn e k\u00ebtyre aktiviteteve s\u00eb bashku me informacione shtes\u00eb t\u00eb pasqyrimeve mediatike q\u00eb provojn\u00eb realizimin e k\u00ebtyre veprimtarive).<\/em><\/p>\n\n\n\n<p>Lidhur me k\u00ebt\u00eb konstatim, KRIIK sjell n\u00eb v\u00ebmendjen tuaj se:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Konstatimi bazohet n\u00eb gjykimin se k\u00ebto aktivitete nuk jan\u00eb raportuar pasi nuk pasqyrohen n\u00eb informacionin e b\u00ebr\u00eb publik n\u00eb faqen e KQZ-s\u00eb.<\/li><\/ul>\n\n\n\n<p>Nga komunikimi i b\u00ebr\u00eb nj\u00eb dit\u00eb m\u00eb par\u00eb me administrat\u00ebn e KQZ, \u00ebsht\u00eb b\u00ebr\u00eb me dije se disa institucione kan\u00eb ende probleme me p\u00ebrdorimin e sistemit.<\/p>\n\n\n\n<p><strong>N\u00eb \u00e7do rast, gjykohet se mosraportimi i veprimtarive nuk mund t\u00eb justifikohet n\u00eb asnj\u00eb rrethan\u00eb, <\/strong>pasi institucionet mund t\u00eb kishin raportuar me e-mail, sikurse parashikohet qart\u00eb n\u00eb udh\u00ebzimet e KQZ-s\u00eb.<\/p>\n\n\n\n<p>Nga ana tjet\u00ebr, n\u00ebse njoftimi \u00ebsht\u00eb kryer prej institucionit, postimi duhet t\u00eb ishte hedhur n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme dhe t\u00eb pasqyrohej nga administrata e KQZ-s\u00eb n\u00eb faqen e internetit.<\/p>\n\n\n\n<p>Raportimi mbi veprimtarit\u00eb dhe gjykimi mbi to, nuk mund t\u00eb limitohet vet\u00ebm n\u00eb njoftimin e KQZ-s\u00eb, pasi jo m\u00eb kot ligji parashikon publikimin e menj\u00ebhersh\u00ebm n\u00eb faqen e internetit p\u00ebr opinionin publik, nd\u00ebrkoh\u00eb q\u00eb ky moment p\u00ebrb\u00ebn edhe faktin publik t\u00eb nisjes s\u00eb afateve p\u00ebr proceset monitoruese t\u00eb parashikuara n\u00eb vijim.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Duke qen\u00eb se raportimet vijojn\u00eb t\u00eb jen\u00eb jo shteruesh\u00ebm t\u00eb qarta, nuk p\u00ebrjashtohet mund\u00ebsia q\u00eb ndonj\u00eb prej k\u00ebtyre aktiviteteve t\u00eb jet\u00eb raportuar n\u00eb faqe, por p\u00ebrshkrimi t\u00eb jet\u00eb aq i paplot\u00eb sa t\u00eb mos ket\u00eb qen\u00eb e mundur t\u00eb identifikohet si i raportuar.<\/li><\/ul>\n\n\n\n<p>Konkretisht, n\u00eb Lidhjen nr. 2, mund t\u00eb referohet aktiviteti i paraqitur nga Ministria e Kultur\u00ebs p\u00ebr t\u2019u zhvilluar n\u00eb dat\u00ebn 18.01.2023.<\/p>\n\n\n\n<p>Ministria ka raportuar p\u00ebr zhvillimin e nj\u00eb aktiviteti n\u00eb k\u00ebt\u00eb dat\u00eb, por duke mos patur t\u00eb specifikuar as tem\u00ebn dhe as q\u00ebllimin e tij, \u00ebsht\u00eb i pamundur identifikimi konkret i aktivitetit.
