zgjedhore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrfaqja e raportimeve p\u00ebrb\u00ebn elementin ky\u00e7 n\u00eb zbatimin e kuadrit rregullator p\u00ebr raportimin e veprimtarive, ndaj KRIIK, lidhur p\u00ebrmbajtjen dhe m\u00ebnyr\u00ebn e funksionimit t\u00eb saj ka patur komunikim t\u00eb m\u00ebparsh\u00ebm me Drejtorin\u00eb Juridike, nd\u00ebrkoh\u00eb q\u00eb nd\u00ebrfaqja ishte ende n\u00eb punim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duke qen\u00eb se deri dit\u00ebn e premte faqja nuk ka qen\u00eb aktive p\u00ebr t\u00eb par\u00eb se si ajo funksionon dhe referuar tashm\u00eb n\u00eb at\u00eb se \u00e7far\u00eb mund t\u00eb shihet si nj\u00eb vizitor i jasht\u00ebm, si dhe bazuar n\u00eb problematikat q\u00eb jan\u00eb v\u00ebzhguar n\u00eb zgjedhjet e vitit 2021 dhe ato t\u00eb dat\u00ebs 6 mars 2022,&nbsp;&nbsp;<strong>KRIIK ju paraqet disa rekomandime teknike p\u00ebr t\u2019u patur n\u00eb konsiderat\u00eb dhe p\u00ebr tu shqyrtuar nga ju lidhur me p\u00ebrmir\u00ebsimin e raportimit t\u00eb institucioneve n\u00eb nd\u00ebrfaqe.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raportimi n\u00eb nd\u00ebrfaqe p\u00ebrb\u00ebn hallk\u00ebn e par\u00eb p\u00ebr pasqyrimin e llojit dhe nivelit t\u00eb informacionit q\u00eb transmetohet n\u00eb KQZ, mbi t\u00eb cilin kjo e fundit&nbsp;<strong>duhet t\u00eb gjykoj\u00eb paraprakisht n\u00ebse aktiviteti mund t\u00eb lejohet p\u00ebr tu zhvilluar ose jo.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo faz\u00eb \u00ebsht\u00eb tejet e r\u00ebnd\u00ebsishme p\u00ebr procesin q\u00eb vjen m\u00eb pas, ndaj, n\u00eb gjykimin e KRIIK, t\u00ebr\u00eb institucionet duhet t\u00eb japin informacion sa m\u00eb t\u00eb plot\u00eb e t\u00eb besuesh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T\u00eb gjitha sugjerimet q\u00eb vijojn\u00eb m\u00eb posht\u00eb vijon, gjykohet se i sh\u00ebrbejn\u00eb kuptimit m\u00eb t\u00eb mir\u00eb t\u00eb aktivitetit si dhe plot\u00ebsimit t\u00eb informacionit q\u00eb p\u00ebrcillet sipas nenit 4 pika 3 t\u00eb vendimit nr. 9 dat\u00eb 24.12.2020 t\u00eb Komisionit Rregullator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Konkretisht:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li>Sipas komunikimit me KQZ, na u konfirmua se plot\u00ebsimi i fushave p\u00ebr hedhjen e aktivitetit n\u00eb sistem \u00ebsht\u00eb realizuar sipas rregullit q\u00eb \u00e7do fush\u00eb \u00ebsht\u00eb e detyrueshme p\u00ebr t\u2019u plot\u00ebsuar.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Nga monitorimi i zgjedhjeve pararend\u00ebse ku mekanizmi i raportimit \u00ebsht\u00eb aplikuar pavar\u00ebsisht k\u00ebsaj hallke, KRIIK ka v\u00ebrejtur se plot\u00ebsimi i fushave ka qen\u00eb tejet evaziv nga p\u00ebrdoruesit dhe vet\u00ebm me fjal\u00eb t\u00eb p\u00ebrgjithshme duke mos mund\u00ebsuar kuptimin e asaj se \u00e7far\u00eb konkretisht p\u00ebrcillej dhe t\u00eb q\u00ebllimit t\u00eb saj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebto kushte, p\u00ebr t\u00eb evituar k\u00ebto raste, por edhe \u00e7do mund\u00ebsi padijenie nga ana n\u00ebpun\u00ebsit t\u00eb caktuar p\u00ebr hedhjen e informacionit n\u00eb sistem, sugjerohet q\u00eb&nbsp;<strong>posht\u00eb \u00e7do fushe, t\u00eb detyrueshme p\u00ebr tu plot\u00ebsuar, t\u00eb paraqiten n\u00eb m\u00ebnyr\u00eb sa m\u00eb kon\u00e7ize sqarime dhe udh\u00ebzime se \u00e7far\u00eb informacioni konkretisht pritet prej p\u00ebrdoruesit q\u00eb t\u00eb plot\u00ebsoj\u00eb aty<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">E nj\u00ebjta gj\u00eb&nbsp;<strong>duhet t\u00eb t\u00eb aplikohet edhe n\u00eb formatet e raportimit t\u00eb hartuara p\u00ebr tu p\u00ebrdorur n\u00eb rastet e informimit me email apo me post\u00eb.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjykohet se kjo do t\u00eb leht\u00ebsoj\u00eb&nbsp;dhe ndihmoj\u00eb p\u00ebr pasjen e nj\u00eb informacioni konkret e t\u00eb pasuruar, e rrjedhimisht edhe m\u00eb t\u00eb vlefsh\u00ebm p\u00ebr KQZ-n\u00eb n\u00eb gjykimin e saj mbi aktivitetin n\u00eb fjal\u00eb.<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\" start=\"2\"><li>P\u00ebrpos ndihmes\u00ebs dhe udh\u00ebzimeve p\u00ebr m\u00ebnyr\u00ebn se si duhet t\u00eb plot\u00ebsohet gjith\u00eb raportimi nga institucioni, vler\u00ebsohet&nbsp;<strong>si shum\u00eb e r\u00ebnd\u00ebsishme q\u00eb ky plot\u00ebsim t\u00eb b\u00ebhet me sakt\u00ebsi dhe p\u00ebrgjegjshm\u00ebri t\u00eb lart\u00eb.&nbsp;<\/strong>Kjo, jo vet\u00ebm p\u00ebr shkak t\u00eb r\u00ebnd\u00ebsis\u00eb q\u00eb ka raportimi si detyrim ligjor n\u00eb raport me procesin zgjedhor, por edhe se nj\u00eb pasakt\u00ebsi n\u00eb informacionin e p\u00ebrcjell\u00eb mund t\u00eb \u00e7oj\u00eb n\u00eb masa penalizuese, q\u00eb mund t\u00eb nd\u00ebrmerren edhe ndaj personit p\u00ebrgjegj\u00ebs t\u00eb caktuar nga institucioni n\u00eb fjal\u00eb p\u00ebr p\u00ebrdorimin e nd\u00ebrfaqes.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Ndaj n\u00eb raport me k\u00ebt\u00eb sugjerohet q\u00eb pjes\u00eb e formatit t\u00eb raportimit&nbsp;<strong>t\u00eb jet\u00eb edhe nj\u00eb pik\u00eb shtes\u00eb,&nbsp;<\/strong>n\u00ebp\u00ebrmjet s\u00eb cil\u00ebs t\u2019i b\u00ebhet me dije personit q\u00eb e plot\u00ebson formatin e raportimit dhe ia nis at\u00eb KQZ-s\u00eb,&nbsp;<strong>se ai mban p\u00ebrgjegj\u00ebsi sipas ligjit p\u00ebr sakt\u00ebsin\u00eb e informacionit t\u00eb p\u00ebrcjell\u00eb apo n\u00eb rast t\u00eb plot\u00ebsimit n\u00eb m\u00ebnyr\u00eb jo korrekte<\/strong>.<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\" start=\"3\"><li>Pika 4 e nenit 4 t\u00eb vendimit nr. 9 dat\u00eb 24.12.2020 t\u00eb Komisionit Rregullator p\u00ebrcakton individ\u00ebt p\u00ebrgjegj\u00ebs n\u00eb \u00e7do institucion, t\u00eb ngarkuar p\u00ebr kryerjen e raportimit.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Sikurse na \u00ebsht\u00eb komunikuar prej KQZ-s\u00eb, institucioni ka tashm\u00eb personat p\u00ebrgjegj\u00ebs t\u00eb deleguar nga rreth 500 institucione.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00cbsht\u00eb m\u00ebse e natyrshme q\u00eb, p\u00ebr arsye t\u00eb ndryshme, gjat\u00eb periudh\u00ebs 4 mujore t\u00eb raportimit t\u00eb ndodh\u00eb q\u00eb informacioni t\u00eb plot\u00ebsohet e p\u00ebrcillet edhe nga ndonj\u00eb punonj\u00ebs tjet\u00ebr i institucionit, pavar\u00ebsisht n\u00ebse ai \u00ebsht\u00eb i deleguar apo z\u00ebvend\u00ebsues i p\u00ebrkohsh\u00ebm i personit p\u00ebrgjegj\u00ebs t\u00eb p\u00ebrcaktuar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr shkak t\u00eb p\u00ebrgjegj\u00ebsis\u00eb q\u00eb mbart personi i caktuar nga institucioni, por edhe t\u00eb mosrelativizimit apo b\u00ebrjes praktikisht t\u00eb pamundur t\u00eb mekanizimit penalizues, n\u00ebse do t\u00eb paraqitet nevoja,&nbsp;<strong>sugjerohet q\u00eb pjes\u00eb e formatit t\u00eb raportimit<\/strong>&nbsp;t\u00eb b\u00ebhet edhe opsioni&nbsp;<strong>i plot\u00ebsimit t\u00eb emrit t\u00eb punonj\u00ebsit q\u00eb kryen raportimin, n\u00eb rastin kur ai \u00ebsht\u00eb i ndrysh\u00ebm nga individi p\u00ebrgjegj\u00ebs i p\u00ebrcaktuar nga institucioni, emri i t\u00eb cilit i \u00ebsht\u00eb p\u00ebrcjell\u00eb zyrtarisht KQZ-s\u00eb.<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\" start=\"4\"><li>P\u00ebrpos llojit t\u00eb aktivitetit<strong>&nbsp;nevojitet t\u00eb parashikohen e t\u00eb shtohen edhe dy fusha p\u00ebr t\u2019u plot\u00ebsuar:&nbsp; \u201cQ\u00ebllimi i aktivitetit\u201d<\/strong>&nbsp;dhe&nbsp; \u201c<strong>Institucioni\/et q\u00eb e organizon\/jn\u00eb aktivitetin\u201d.<\/strong><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Me pasjen e q\u00ebllimit t\u00eb aktivitetit dhe deklarimit eksplicisht se cili \u00ebsht\u00eb institucioni organizator, KQZ mund t\u00eb kuptoj\u00eb paraprakisht n\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb qart\u00eb n\u00ebse ky \u00ebsht\u00eb nj\u00eb aktivitet n\u00ebp\u00ebrmjet t\u00eb cilit p\u00ebrfaq\u00ebsuesit apo drejtuesit e institucioneve p\u00ebrmbushin detyrat funksionale, apo shkon p\u00ebrtej k\u00ebsaj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nga ana tjet\u00ebr edhe vet\u00eb institucionet, n\u00ebp\u00ebrmjet plot\u00ebsimit t\u00eb k\u00ebtyre dy fushave, duhet dhe do t\u00eb arrijn\u00eb t\u00eb kuptojn\u00eb n\u00ebse aktiviteti q\u00eb po raportojn\u00eb \u00ebsht\u00eb nj\u00eb aktivitet institucional q\u00eb duhet ose jo t\u00eb raportohet, duke mos p\u00ebrzier\u00eb aktivitetet institucionale t\u00eb drejtuesit t\u00eb institucionit me aktivitetet e tjera q\u00eb ai\/ajo mund t\u00eb marr\u00eb pjes\u00eb si eksponent politik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Konkretisht, sjellim n\u00eb v\u00ebm\u00ebndjen tuaj se n\u00eb raportimet e deritanishme evidentohen dy raste t\u00eb tilla tanim\u00eb, n\u00eb t\u00eb cilat raportohet i nj\u00ebjti aktivitet politik ku do t\u00eb marr\u00eb pjes\u00eb Kryetari i Bashkis\u00eb Tiran\u00eb (si fol\u00ebs kryesor) dhe Kryetarja e Kuvendit. Nd\u00ebrkoh\u00eb q\u00eb nd\u00ebrfaqja duhet t\u00eb sh\u00ebrbej\u00eb vet\u00ebm p\u00ebr raportimin e aktiviteteve t\u00eb institucioneve publike dhe jo t\u00eb partive politike apo forumeve t\u00eb tyre (shih njoftimin e b\u00ebr\u00eb nga Bashkia Tiran\u00eb:&nbsp;<a href=\"https:\/\/aktivitete.kqz.gov.al\/2023\/01\/13\/ditelindja-e-fressh\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/aktivitete.kqz.gov.al\/2023\/01\/13\/ditelindja-e-fressh\/<\/a>&nbsp;dhe at\u00eb t\u00eb b\u00ebr\u00eb nga Kuvendi i Shqip\u00ebris\u00eb:&nbsp;<a href=\"https:\/\/aktivitete.kqz.gov.al\/2023\/01\/14\/te-rinj-europiane-socialiste\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/aktivitete.kqz.gov.al\/2023\/01\/14\/te-rinj-europiane-socialiste\/<\/a>) .<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\" start=\"5\"><li>Pika 3 e nenit 4 t\u00eb vendimit nr. 9 dat\u00eb 24.12.2020 t\u00eb Komisionit Rregullator p\u00ebrcakton se n\u00eb formatin e raportimit institucionet duhet t\u00eb informojn\u00eb nd\u00ebr t\u00eb tjera edhe p\u00ebr nivelin m\u00eb t\u00eb lart\u00eb t\u00eb pjes\u00ebmarrjes, t\u00eb ftuarit e nderit dhe fol\u00ebsit e planifikuar. K\u00ebto informacione t\u00eb k\u00ebrkuara n\u00eb formatin aktual parashikohen t\u00eb plot\u00ebsohen n\u00eb tre fusha si:&nbsp;<em><u>\u201cFol\u00ebsit kryesor\u00eb\u201d<\/u><\/em>,&nbsp;<em><u>\u201cPozicioni\u201d<\/u><\/em>&nbsp;dhe&nbsp;<em><u>\u201cPjes\u00ebmarr\u00ebsit\u201d<\/u><\/em>.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Sugjerohet q\u00eb p\u00ebr plot\u00ebsimin e dy fushave (<em><u>\u201cFol\u00ebsit kryesor\u00eb\u201d<\/u><\/em>&nbsp;,&nbsp;<em><u>\u201cPozicioni\u201d<\/u><\/em>),&nbsp;<strong>t\u00eb jepet mund\u00ebsia e plot\u00ebsimit t\u00eb emrit dhe pozicionit t\u00eb m\u00eb shum\u00eb se nj\u00eb fol\u00ebsi kryesor<\/strong>.
