Q\u00ebllimi dhe parimet\u201d t\u00eb tij, gjykojm\u00eb se <strong>do t\u00eb ishte me vend t\u00eb p\u00ebrcaktoheshin edhe se cil\u00ebt jan\u00eb k\u00ebta aktor\u00eb t\u00eb tjer\u00eb t\u00eb ngarkuar me detyra zgjedhore apo t\u00eb p\u00ebrfshir\u00eb n\u00eb zgjedhje<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrcaktimi i qart\u00eb q\u00eb n\u00eb fillim i targetit t\u00eb k\u00ebtij vendimi, gjykojm\u00eb se i jep r\u00ebnd\u00ebsin\u00eb e duhur p\u00ebrmbajtjes s\u00eb tij q\u00eb n\u00eb fillim, barazin\u00eb n\u00eb r\u00ebnd\u00ebsin\u00eb e p\u00ebrgjegj\u00ebsive dhe detyrave q\u00eb duhet t\u00eb p\u00ebrmbushen nga t\u00eb gjith\u00eb aktor\u00ebt e ngarkuar sipas ligjit, sikurse edhe organizimin me nj\u00eb kujdes m\u00eb t\u00eb plot\u00eb dhe me v\u00ebmendjen e duhur t\u00eb programit t\u00eb parashikuar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>B. <\/strong>N\u00eb kreun \u201cV. Procedurat p\u00ebr aplikimin e kandidat\u00ebve p\u00ebr trajner\u00eb t\u00eb administrat\u00ebs zgjedhore\u201d jepen parashikimet p\u00ebr targetin e monitorimit t\u00eb Trajner\u00ebve afatgjat\u00eb dhe atyre afatshkurt\u00ebr, dhe konkretisht n\u00ebp\u00ebrmjet pik\u00ebs 4 dhe 5 t\u00eb tij:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c&#8230; 4. Trajneri afatgjat\u00eb angazhohet me trajnimin e<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) administrat\u00ebs zgjedhore<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) punonj\u00ebsve t\u00eb administrat\u00ebs s\u00eb pushtetit vendor<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">c) monitoruesve t\u00eb fushat\u00ebs zgjedhore<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">d) kandidat\u00ebve t\u00eb subjekteve politike<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">e) monitorimin e administrat\u00ebs zgjedhore<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. Trajneri afatshkurt\u00ebr angazhohet me trajnimin e:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) administrat\u00ebs zgjedhore<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) kandidat\u00ebve t\u00eb subjekteve politike<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">c) monitorimin e administrat\u00ebs zgjedhore. &#8230;\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V\u00ebrehet se n\u00eb t\u00ebr\u00eb p\u00ebrmbajtjen e tij, programi p\u00ebrcakton m\u00eb qart\u00ebsisht si kategori q\u00eb do t\u00eb trajnohet Administrat\u00ebn Zgjedhore, s\u00eb bashku me t\u00ebr\u00eb rregullimet dhe parashikimet e tjera t\u00eb nevojshme. Madje i ka bashk\u00eblidhur Programit edhe nj\u00eb planifikim t\u00eb realizimit t\u00eb trajnimeve t\u00eb parashikuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb gj\u00eb e till\u00eb <strong>mungon p\u00ebr kategorit\u00eb e tjera q\u00eb parashikohen t\u00eb trajnohen n\u00ebp\u00ebrmjet k\u00ebtij Programi <\/strong>dhe konkretisht p\u00ebr <strong>punonj\u00ebsit e administrat\u00ebs<\/strong> s\u00eb pushtetit vendor, <strong>monitoruesit<\/strong> e fushat\u00ebs zgjedhore dhe <strong>kandidat\u00ebt <\/strong>e subjekteve politike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb pikat t\u00eb ndryshme t\u00eb Programit thjesht \u00ebsht\u00eb b\u00ebr\u00eb parashikimi se:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVIII.4.a. Trajnimi i monitoruesve t\u00eb fushat\u00ebs zgjedhore dhe trajnimi i administrat\u00ebs publike t\u00eb qeverisjes vendore do t\u00eb kryhet n\u00eb nivel qarku. Kalendari, vendi, orari dhe organizimi i trajnimit t\u00eb monitoruesve t\u00eb fushat\u00ebs zgjedhore, administrat\u00ebs publike t\u00eb qeverisjes vendore do t\u00eb realizohet nga KQZ, p\u00ebrkat\u00ebsisht nga Drejtoria e subjekteve zgjedhore, mbik\u00ebqyrjes, financimit dhe monitorimit (DSZMFM).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVIII.4.b. N\u00eb trajnimin e kandidat\u00ebve t\u00eb partive politike do t\u00eb p\u00ebrfshihen edhe trajner\u00ebt e rekrutuar p\u00ebr nj\u00eb periudh\u00eb afatshkurt\u00ebr, pasi m\u00eb par\u00eb t\u00eb jen\u00eb trajnuar nga KQZ. Kalendari, vendi, orari dhe organizimi i trajnimit t\u00eb do t\u00eb realizohet nga KQZ, p\u00ebrkat\u00ebsisht nga (DSZMFM).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIX.8. Trajneri paguhet edhe p\u00ebr realizimin e trajnimeve t\u00eb tjera me administrat\u00ebn e pushtetit qendror a vendor, kandidat\u00ebve t\u00eb subjekteve politike apo monitoruesve t\u00eb fushat\u00ebs zgjedhore sipas programit t\u00eb hartuar nga drejtorit\u00eb q\u00eb mbulojn\u00eb k\u00ebto \u00e7\u00ebshtje dhe t\u00eb miratuar nga KQZ.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIX. 11. P\u00ebrmbushja e detyrimeve t\u00eb trajner\u00ebve p\u00ebr trajnimin e monitoruesve t\u00eb fushat\u00ebs zgjedhore, kandidat\u00ebve, administrat\u00ebs s\u00eb pushtetit vendor dhe p\u00ebrllogaritja e aspekteve financiare t\u00eb k\u00ebtyre trajnimeve ndiqet dhe analizohet nga DSZMFM.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cXII. Kalendari i trajnimeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8230;&nbsp; Planifikimi i trajnimeve t\u00eb tjera b\u00ebhet nga DSZMFM.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KRIIK \u00ebsht\u00eb i mendimit dhe <strong>sugjeron q\u00eb n\u00eb k\u00ebt\u00eb Program, duhet t\u00eb parashikohen qartazi se cil\u00ebt jan\u00eb kategorit\u00eb q\u00eb do t\u00eb trajnohen, sfer\u00ebn e p\u00ebrgjegj\u00ebsive t\u00eb tyre dhe nd\u00ebrlidhjen me aktet rregullatore p\u00ebrkat\u00ebse n\u00ebse ka, si dhe fushat e trajnimit, apo modulet kryesore<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ve\u00e7an\u00ebrisht kjo vlen p\u00ebr punonj\u00ebsit e t\u00eb administrat\u00ebs publike t\u00eb pushtetit vendor, cil\u00ebt prej tyre do t\u00eb trajnohen dhe p\u00ebr \u00e7far\u00eb do t\u00eb trajnohen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">E nj\u00ebjta gj\u00eb edhe p\u00ebr kandidat\u00ebt e subjekteve politike se p\u00ebr \u00e7far\u00eb ata do t\u00eb trajnohen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjithashtu, KRIIK sugjeron se <strong>\u00ebsht\u00eb e nevojshme t\u00eb vendosen afate kohore kufi si dhe element\u00eb t\u00eb tjer\u00eb kryesor\u00eb t\u00eb nevojsh\u00ebm<\/strong>, si p.sh.. lidhur me monitorimin apo kostot financiare apo edhe se si do t\u00eb organizohet kjo pun\u00eb nga DSZMFM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00ebto parashikime do t\u00eb p\u00ebrvijojn\u00eb kuadrin orientuese brenda t\u00eb cilit DSZMFM-ja do ta veproj\u00eb dhe do ta ket\u00eb m\u00eb t\u00eb leht\u00eb q\u00eb t\u00eb b\u00ebj\u00eb t\u00ebr\u00eb organizimin e procesit t\u00eb trajnimit, monitorimit dhe vler\u00ebsimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>C. Lidhur me modulet e trajnimet<\/strong> q\u00eb do t\u00eb p\u00ebrdoren. KRIIK gjykon se \u00ebsht\u00eb e domosdoshme q\u00eb <strong>n\u00eb hartimin e metodologjis\u00eb s\u00eb trajnimit dhe kurrikulave p\u00ebrkat\u00ebse<\/strong>, t\u00eb merren n\u00eb konsiderat\u00eb dhe <strong>t\u00eb trajtohen shkeljet e v\u00ebrejtura nga procesi i auditit post-zgjedhor p\u00ebr k\u00ebqyrjen e materialeve zgjedhore<\/strong> qoft\u00eb t\u00eb Zgjedhjeve Parlamentare 2021, qoft\u00eb t\u00eb Zgjedhjeve t\u00eb Pjesshme Lokale 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ndaj <strong>sugjerohet q\u00eb ky parashikim t\u00eb b\u00ebhet pjes\u00eb e tekstit t\u00eb programit<\/strong>, si pik\u00eb m\u00eb vete ose si plot\u00ebsim i pik\u00ebs IX.2. dhe IX.8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">E nj\u00ebjta gj\u00eb vlen dhe duhet b\u00ebr\u00eb edhe p\u00ebr <strong>hartimin e metodologjis\u00eb s\u00eb trajnimit dhe kurrikulave p\u00ebrkat\u00ebse <\/strong>p\u00ebr trajnimin e monitoruesve t\u00eb fushat\u00ebs zgjedhore, administrat\u00ebs publike t\u00eb qeverisjes vendore dhe kandidat\u00ebve t\u00eb subjekteve politike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb hartimin e tyre duhen marr\u00eb n\u00eb konsiderat\u00eb t\u00ebr\u00eb gjetjet e analiz\u00ebs s\u00eb b\u00ebr\u00eb nga vet\u00eb administrata e KQZ-s\u00eb, rastet e hetimit administrativ apo ankimimeve t\u00eb shqyrtuara nga KQZ-ja, si dhe gjetjet apo rekomandimet e b\u00ebra n\u00eb raportet p\u00ebrkat\u00ebse t\u00eb v\u00ebzhgimit nga v\u00ebzhgues nd\u00ebrkomb\u00ebtar\u00eb dhe vendas, p\u00ebrfshir\u00eb rekomandimet e dala nga tryezat e diskutimeve e takimeve ku KQZ-ja ka qen\u00eb pjes\u00eb, e ku p\u00ebr tematik\u00eb kan\u00eb patur aktor\u00ebt e m\u00ebsip\u00ebrm dhe sfer\u00ebn e p\u00ebrgjegj\u00ebsis\u00eb s\u00eb tyre, n\u00eb m\u00ebnyr\u00eb direkte apo indirekte.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A.
