N\u00eb vend q\u00eb t\u00eb japin donacione, k\u00ebta persona dhe subjekte, t\u00eb njohura zakonisht si &#8220;pal\u00eb t\u00eb treta&#8221; ose &#8220;aktivist\u00eb jopartiak\u00eb&#8221;, shp\u00ebrndajn\u00eb informacione drejtp\u00ebrdrejt tek publiku <\/em>(<a href=\"https:\/\/www.osce.org\/files\/f\/documents\/f\/8\/135516.pdf\">Doracaku i OSBE\/ODIHR p\u00ebr V\u00ebzhgimin e Financimit t\u00eb Fushat\u00ebs Zgjedhore<\/a>).<\/p>\n\n\n\n<p class=\"has-small-font-size\">Kuadri ligjor shqiptar nuk e p\u00ebrfshin konceptin e pal\u00ebve t\u00eb treta dhe as ka ndonj\u00eb rregullim specifik n\u00eb lidhje me to persa u perket shpenzimeve per reklama politike online, perfshi mediat sociale. Si rrjedhim, kjo \u00ebsht\u00eb nj\u00eb fush\u00eb e parregulluar dhe le hap\u00ebsir\u00eb p\u00ebr abuzim dhe anashkalim t\u00eb kufizimeve t\u00eb vendosura p\u00ebr shpenzimet zgjedhore nga subjektet zgjedhore. Ne lidhje me disa elemente te tjere te shpenzimeve, te tilla si posterat, reklamat ne mediat audiovizive, etj., legjilsacioni i ndalon shpenzimet nga pale te treta. <\/p>\n\n\n\n<p class=\"has-small-font-size\">N\u00eb frym\u00ebn e p\u00ebrkufizimit t\u00eb m\u00ebsip\u00ebrm nga ODIHR, KRIIK konsideron pal\u00eb t\u00eb treta t\u00eb gjith\u00eb entitetet q\u00eb shpenzojn\u00eb p\u00ebr reklama te cilat propagandojne pozitiisht apo negativisht subjekte zgjedhore specifike n\u00eb Facebook apo Instagram.<\/p>\n\n\n<\/div>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n<span class=\"collapseomatic \" id=\"id69f230db38363\"  tabindex=\"0\" title=\"Metodologjia\"    >Metodologjia<\/span><div id=\"target-id69f230db38363\" class=\"collapseomatic_content \">\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"has-small-font-size\">T\u00eb dh\u00ebnat u shkarkuan \u00e7do jav\u00eb nga <a href=\"https:\/\/www.facebook.com\/ads\/library\/?active_status=all&amp;ad_type=all&amp;country=ALL&amp;media_type=all\">libraria e reklamave politike t\u00eb Meta<\/a> nga data 24 tetor 2022 (dita e shpalljes se dates se zgjedhjeve nga Presidenti) deri ne 14 maj 2023 (dita e zgjedhjeve) dhe p\u00ebrfshijn\u00eb shpenzime t\u00eb kryera n\u00eb platformat sociale Facebook dhe Instagram. T\u00eb dh\u00ebnat b\u00ebhen t\u00eb mundura nga vet\u00eb kompania Meta.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Arsyeja p\u00ebr shkarkimin e t\u00eb dh\u00ebnave n\u00eb baz\u00eb javore dhe jo m\u00eb shpesh \u00ebsht\u00eb se libraria e reklamave politike t\u00eb Meta paraqet me sakt\u00ebsi shpenzimet vet\u00ebm p\u00ebr shumat mbi 100 dollar\u00eb amerikan\u00eb dhe n\u00ebn k\u00ebt\u00eb shum\u00eb jep vet\u00ebm nj\u00eb rang t\u00eb p\u00ebraf\u00ebrt. Si rrjedhim, shkarkimi m\u00eb shpesh i libraris\u00eb do t\u00eb humbiste t\u00eb dh\u00ebnat p\u00ebr nj\u00eb s\u00ebr\u00eb subjektesh q\u00eb mund t\u00eb shpenzojn\u00eb shuma t\u00eb vogla (m\u00eb pak se 100 dollar\u00eb) n\u00eb baz\u00eb ditore, por q\u00eb n\u00eb total shpenzojn\u00eb shuma t\u00eb konsiderueshme. &nbsp;<\/p>\n\n\n\n<p class=\"has-small-font-size\">N\u00eb praktik\u00eb, sa m\u00eb sip\u00ebr do t\u00eb thot\u00eb se ka t\u00eb tjer\u00eb subjekte q\u00eb kan\u00eb shpenzuar p\u00ebr reklama politike n\u00eb Facebook dhe Instagram gjat\u00eb periudh\u00ebs s\u00eb monitoruar, por t\u00eb dh\u00ebnat p\u00ebr k\u00ebto subjekte nuk p\u00ebrfshihen pasi ato nuk mund t\u00eb evidentohen me sakt\u00ebsi per sa kohe qe shpenzojne me pak se 100 fdollare amerikane ne jave.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Kategorizimi i faqeve te monitoruara ne subjekte zgjedhore, apo pale te treta, kryhet nga ekspertet e KRIIK, bazuar ne siglen nen te cilen keta subjekte kane garuar apo subjektit zgjedhor qe ata propagandonin ne faqet perkatese, apo faktin nese ato jane faqe te subjekteve zgjedhore apo pa lidhje me to (per palet e treta).   <\/p>\n\n\n<\/div>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n","protected":false},"excerpt":{"rendered":"<p>M\u00eb posht\u00eb do t\u00eb gjeni nj\u00eb paraqitje grafike t\u00eb shpenzimeve per reklama politike ne platformat sociale te kompanise Meta (Facebook dhe Instagram), p\u00ebrgjat\u00eb periudh\u00ebs 24 tetor (dita e shpalljes se dates se zgjedhjeve nga Presidenti) deri n\u00eb dit\u00ebn e zgjedhjeve (14 maj 2023).
